FORMAL PETITION FOR INVESTIGATION INTO THE ACADEMIC CREDENTIALS AND FINANCIAL MANAGEMENT PRACTICES OF GOVERNOR LUCKY ORIMISAN AIYEDATIWA

Introduction
We, the Concerned Sons and Daughters of Ondo State Initiative — a civic organisation dedicated to promoting transparency, accountability, and ethical governance — write to formally request a joint investigation into the authenticity of the academic credentials of Governor Lucky Orimisan Aiyedatiwa, and the management of public funds and FAAC allocations under his administration in Ondo State.
This request follows the emergence of credible discrepancies in the Governor’s declared academic qualifications and growing public concerns over the management of statutory allocations and local government disbursements.
Background and Basis for the Petition
a) Discrepancies in Academic Credentials
Governor Aiyedatiwa’s publicly available profile claims the following educational qualifications:
Advanced Diploma in Business Administration, University of Ibadan (2001)

Alumnus, Lagos Business School (Pan-Atlantic University)

Post Graduate Certification in Chief Executive Education (CEP) in Business Management

Master of Business Administration (MBA), University of Liverpool, UK (2013)

However, preliminary verification and independent research reveal:
The University of Ibadan had no record of any “Advanced Diploma in Business Administration” programme in 2001.

The Lagos Business School has not provided verifiable proof of attendance or graduation.

The University of Liverpool (UK) is yet to confirm issuance of the claimed MBA certificate.

These inconsistencies raise serious concerns about misrepresentation in public declarations, which, if proven, constitute a violation under the Code of Conduct Bureau and Tribunal Act (CAP C15 LFN 2004), and potentially, Sections 104–109 of the Criminal Code Act (False Statements and Forgery).

b) Alleged Mismanagement of FAAC Allocations and Local Government Funds
Between January and September 2025, the Federation Account Allocation Committee (FAAC) has reportedly disbursed several billions running well over 109 billion of naira to Ondo State Government.

Despite these inflows:
Local Government Chairmen and stakeholders allege they receive as low as ₦4 million monthly,

While FAAC figures show that Ondo State’s monthly allocation averages ₦10–₦12 billion, depending on revenue months.

This wide disparity demands a forensic audit to ensure compliance with Section 162(6–8) of the 1999 Constitution (as amended), which mandates the direct remittance of local government funds through the State Joint Local Government Account (SJLGA) without unlawful deductions.
3. Reliefs and Actions Requested
In view of the above, the Concerned Sons and daughters of Ondo State Initiative respectfully requests the following:
From the Ondo State House of Assembly:

Convene a public oversight hearing to compel the Governor, the Commissioner for Finance, and the Accountant-General to produce:

Monthly FAAC receipts (Jan 2025–Sept 2025),

Bank statements of the State Treasury and the Local Government Joint Accounts, and

A reconciliation report of deductions and transfers to LGAs.

Mandate the House Committee on Public Accounts to investigate the utilisation of allocations in line with constitutional oversight powers.

Request official confirmation of the Governor’s academic records from the mentioned institutions.

From the ICPC:

Launch a forensic financial audit into the management of FAAC funds and procurement contracts under Governor Aiyedatiwa’s tenure.

Verify whether public funds were diverted, withheld, or misapplied in contravention of Sections 19 and 22 of the ICPC Act 2000.

From the Code of Conduct Bureau (CCB):

Examine the Governor’s asset declaration forms and attached educational credentials submitted upon assumption of office.

Verify their authenticity with the respective institutions.

If falsification is established, initiate prosecution before the Code of Conduct Tribunal (CCT).

Conclusively, given the gravity of these issues, we urge the Ondo State House of Assembly, the ICPC, and the CCB to act swiftly to protect the integrity of public service and restore public confidence in the governance of Ondo State.
Failure to address these matters transparently risks further erosion of institutional trust and continued hardship for citizens whose taxes and allocations fund the State.
We trust that your offices will treat this petition with the urgency and impartiality it deserves.
