: Why We Abolished Upward Review of Contracts in Delta — Oborevwori

Delta State Governor, Rt Hon Sheriff Oborevwori , says his administration abolished the arbitrary upward review of contract sums to promote accountability, ensure value for money, and safeguard public resources.

Speaking on Monday at a thanksgiving service to mark the opening of the 2025/2026 Legal Year of the Delta State Judiciary, held at Emmanuel the Saviour Catholic Church, Asaba, the governor said the decision aligns with the Delta State Public Procurement Law of 2020.

“We have ended the old practice of arbitrary review of contract sums and variations after agreements have been signed,” Oborevwori stated. “Every state contract now contains a clause that prevents such adjustments, ensuring transparency and responsible financial management.”

The governor noted that the reform is part of his administration’s MORE Agenda — Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security — aimed at deepening good governance and fiscal discipline.

He highlighted partnerships with the legislature that have produced landmark laws in the electricity and health sectors, alongside reforms in justice infrastructure and public service, including a 158% increase in the state’s minimum wage and the release of over ₦70 billion to clear pension arrears.

Oborevwori also mentioned ongoing welfare initiatives such as the Widows’ Welfare Scheme, benefiting 10,000 widows, and youth empowerment programmes under the MORE Grant, WISE-Up, ICT, and Biz-Up schemes.

He reaffirmed his administration’s commitment to strengthening the judiciary through investments in technology, including e-filing, e-payment, and virtual hearing systems, urging collaboration among the three arms of government to uphold justice and the rule of law.

Earlier, the Bishop of Issele-Uku Catholic Diocese, Most Rev. Michael Elue, in his homily, urged members of the judiciary to uphold integrity, courage, and the fear of God in the discharge of their duties.
