Press Statement;

House of Representatives Mourns, Pays Tribute to Former President Muhammadu Buhari

The House of Representatives has received with deep sorrow the news of the passing of His Excellency, Muhammadu Buhari, GCFR, President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria (2015 – 2023).

Former President Buhari was a towering figure in Nigeria’s history, having served both as Military Head of State (December 31, 1983 - August 27, 1985) and later as a democratically elected President who completed two terms in office from May 29, 2015 to May 29, 2023. His passing marks the end of an era defined by discipline, devotion to national service, and a firm commitment to strengthening Nigeria’s democratic institutions.

During his presidency, the National Assembly enjoyed a largely constructive working relationship with President Buhari. Notably, this collaboration yielded the historic restoration of the January–December budget cycle, beginning with the 2020 Appropriation Act. This fiscal reform enhanced transparency, planning, and accountability in the management of public resources.

President Buhari also signed into law several landmark pieces of legislation passed by the National Assembly. These include:

The Petroleum Industry Act (2021), which restructured the oil and gas sector after decades of stalled reform efforts.

The Companies and Allied Matters Act (CAMA, 2020), which modernised corporate regulation and improved the ease of doing business.

The Finance Acts (2019, 2020, 2021, 2022), which introduced critical tax and fiscal policy reforms.

The Deep Offshore and Inland Basin Production Sharing Contracts (Amendment) Act (2019), which significantly increased government revenue from offshore oil exploration.

The Electoral Act (2022), which provided a stronger legal framework for free, fair, and credible elections, including enabling provisions for technological innovation.

Additionally, President Buhari assented to several Constitution Alteration Bills transmitted by the 9th National Assembly in March 2023. Among the most consequential amendments were:

The alteration of the Second Schedule allows states to generate, transmit, and distribute electricity within areas covered by the national grid.

The transfer of railway services from the Exclusive Legislative List to the Concurrent Legislative List.

The granting of financial and administrative autonomy to State Houses of Assembly and State Judiciary.

The empowerment of states to establish their own correctional (prison) services.

The requirement that Presidents and Governors submit names of ministerial and commissioner nominees within 60 days of taking office.

These constitutional reforms marked a significant stride in deepening federalism and entrenching democratic governance in Nigeria.

Under his leadership, the National Social Investment Programme Agency Act was also enacted, providing a legal framework for the delivery of social welfare interventions such as N-Power, TraderMoni, and the Conditional Cash Transfer Scheme to millions of vulnerable Nigerians; thereby institutionalising the Federal Government’s poverty alleviation strategy.

President Buhari’s tenure was also marked by key contributions to political inclusion and historical redress. He signed the Not Too Young to Run Act (2018), removing age restrictions that had previously limited youth participation in electoral politics. He also officially designated June 12 as Nigeria’s new Democracy Day in honour of the late Chief MKO Abiola, thereby correcting a long-standing national injustice and affirming the value of democratic resistance.

Beyond legislation, his administration completed critical national infrastructure projects, including the long-awaited Second Niger Bridge, and commissioned nearly 1,000 kilometres of rail lines. His government also made strategic investments in roads, power, and transportation systems with a focus on national integration and long-term development.

Above all, his greatest legacy is his spartan discipline and steadfast integrity as a veteran soldier and gentleman patriot. He demonstrated the power of personal example through a life of simplicity, modesty, and moral clarity. These enduring qualities earned him a devoted following and widespread admiration, especially among ordinary Nigerians.

In a condolence message on the loss, Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, PhD, GCON, said:

“The news of the demise of former President Muhammadu Buhari was shocking to me. But we cannot question our Creator. All mortals shall taste death. May Allah forgive his shortcomings and grant him Jannatul Firdaus.”

Speaker Abbas added: “He was an officer and statesman who made a name for himself as incorruptible and lived a life defined by simplicity and a remarkable absence of materialism, virtues that earned him widespread respect and trust across the country.”

On behalf of the 10th House of Representatives, we extend our heartfelt condolences to his beloved wife, H.E. Hajiya Aisha Buhari, his family, the Government and People of Katsina State, and all Nigerians.

May his legacy of public service, national integrity, and institutional reform endure in the annals of our nation’s history.

Cross River State Governor, Senator Bassey Edet Otu, has expressed profound excitement following the Federal Government’s unveiling of a new strategic framework that prioritizes the completion of the Bakassi Deep Seaport.

The roadmap, encapsulated in the newly launched National Policy on Marine and Blue Economy, identifies Bakassi among nine key deep seaports marked for accelerated development across Nigeria. Speaking at the official presentation of the policy in Lagos, Minister of Marine and Blue Economy, Mr. Gboyega Oyetola, described the initiative as a transformative step towards positioning Nigeria as the leading maritime hub in West and Central Africa.

“This policy signals a new dawn for the sector. Our objective is clear: to catalyze sustainable development by accelerating the completion of critical deep seaports that will drive economic transformation,” he remarked.

Reacting to the announcement, Governor Otu welcomed the development as timely and visionary, describing the Bakassi Deep Seaport as the crown jewel of his administration’s economic blueprint.

“This project is not only central to the industrial future of Cross River, it is a national asset capable of unlocking regional prosperity and redefining Nigeria’s place in global maritime trade,” the governor affirmed.

He lauded the federal government’s commitment and foresight in aligning national infrastructure goals with the needs of coastal states.

Governor Otu lamented that at present, Nigeria’s shipping activities are shortchanged as only 21 per cent account for cargoes coming into the country, with 79 per cent going to countries such as Benin, Togo and Ghana. He explained that the reason for this is because the existing ports in Nigeria lack depth and capacity, making it difficult to accommodate bigger vessels.

According to the governor, “the implication, therefore, is that cargoes meant for Nigeria ports are consequently smuggled into the country from the 79 per cent of cargoes that find their way into neighbouring countries. In effect, one hundred per cent of those cargoes were originally meant to be shipped directly into Nigeria. So, the conception of the Bakassi Deep seaport, and of course, when eventually completed, will address the obvious shipping nightmare Nigeria is currently experiencing.”

Widely regarded as a strategic gateway to the Gulf of Guinea and a crucial link for the North, South-East, and South-South corridors, the Bakassi Deep Seaport has long been touted as a game-changer.

With this renewed federal commitment, stakeholders believe that the project now has the institutional backing and political momentum required for full realization. The policy also outlines an ambitious 7 per cent annual growth target for the marine and blue economy sector, anchored on the exploitation of Nigeria’s over 850-kilometre coastline and expansive inland waterways.

Other seaports listed for development include Badagry, Olokola, Ondo, Bonny, Burutu, Benin, Ibom, and Agge. These ports, once completed, are expected to decongest existing facilities, spur regional trade, and usher in a new era of maritime-driven economic growth.

Atiku Demands Open Primaries, rejects calls to step down for a southern Candidate.

Former Vice President Atiku Abubakar has strongly rejected mounting calls from political leaders and stakeholders in Southern Nigeria urging him to step aside in favour of a Southern presidential candidate. The demand, which has gained traction among members of the coalition, is anchored on the principle of equity, justice, and rotation of power, with many arguing that the South deserves to complete its turn at the presidency.

In a statement released after a closed-door meeting with leaders of ADC, the former Vice President declared that he would not bow to pressure, and called on the coalition to uphold democracy by allowing open and transparent primaries.

“I will not be pressured into abandoning my constitutional right to aspire. Let every qualified member test their popularity through a credible primary. must not be used to silence competence," Atiku stated emphatically.

However, this declaration appears to have rattled the fragile coalition, triggering a fierce backlash from members of the Obidient Movement, who insist that Peter Obi remains the only acceptable candidate. Across social media platforms, Obidients have declared that “it’s either Obi or we pull out,” they are threatening to pull out of the coalition if Atiku insists on contesting.

What began as a strategic alliance against the ruling party now faces serious cracks, with party insiders warning that the coalition may collapse before it even begins. While Atiku’s camp argues for merit-based contest, Obidients accuse him of attempting to hijack the structure and sabotage the collective dream.

Political watchers say the coalition is on the brink, as both sides refuse to shift ground. If not quickly addressed, this friction may derail efforts to build a united front ahead of the 2027 general elections.
