My POV
In an Ideal society the police do not have the right to stop a citizen from entering a federal high court, as courts are considered public spaces and citizens have a constitutional right to access them. However, there are some exceptions and considerations like
1. Security concerns
2. Court orders
3. Disruptive behavior from an individual.

It's important to be properly guided a citizen and a law enforcement officer, this kind of scenarios ridicules our Justice ⚖️ system.
