If you notice that the soil has a very low bearing capacity then it's advisable to introduce a ground beam as clearly shown on the picture to help increase and prevent the building settling down when the soil makes a movement by cracking or shares.
This beam is acting 40% as a raft foundation, in the sense that if any part of this foundation ( soil ) gets cracked or devoids, with the beam connected to all partitions with it's standard reinforcement and quality concrete designed to bear the load of the building without breaking down it will not affect the stability of the building, the beam controls the stability of the building by not breaking down when the soil movement happens.
