When Journalists Become Witnesses: How Inuwa Yahaya’s Projects Speak for Themselves

There are moments in the life of a state when development becomes so visible, so grounded in lived reality, that even the most critical observers find themselves acknowledging it.

For media professionals whose calling is to question and verify, such moments are rare. Yet during the Nigeria Union of Journalists (NUJ) Press Week project tour in Gombe State, the evidence on the ground spoke louder than any statement from government.

From expansive construction sites to revitalized institutions of learning, to bold environmental interventions that cut across communities, the journalists, armed only with what they could see, found themselves applauding the scale, consistency and sincerity of Governor Muhammadu Inuwa Yahaya’s development efforts.

Perhaps the most telling reflection came from someone who has seen the evolution of Nigerian states both through the newsroom and through leadership, the former National Secretary of the NUJ, Mr. Shuaibu Usman Leman. With the calm authority of long experience, he summarized the collective sentiment of members with a simple but powerful line: “Gombe is now an emerging mega state, thanks to the visionary leadership of Governor Inuwa Yahaya.”

The journalists began their tour at the Government Science Mega College, a school that once stood as a reminder of prolonged neglect but now reflects what public education should aspire to be. The Principal of the School, Abubakar Sulaiman recounted the transformation with unmistakable pride. He explained that modern classrooms, fully furnished hostels, standard laboratories, staff quarters and a Corps Members’ Lodge all stand today as monuments to a radical renewal of educational infrastructure. And this college is only one of five mega schools built by the Inuwa Yahaya administration, each designed to comfortably accommodate more than 3,000 students.

From there, the team moved to the 21-kilometre Gombe gully erosion control corridor, where they encountered one of Nigeria’s most ambitious environmental interventions. What they saw was not a patchwork of repairs, but a scientifically designed solution that has saved communities from environmental disaster and opened new economic opportunities.

The project spans eleven communities, has secured hundreds of homes from erosion, provided protection for well over a million people, and generated thousands of jobs for local residents. Water tanks stand in homes that never had them; farmers now speak of improved yields because of new livelihood support programmes. It is a project that demonstrates a state choosing evidence-based governance over rhetoric.

At the Three-Arms Zone, journalists found yet another story taking shape, this time in bricks, steel and architectural ambition. The new Gombe State House of Assembly Complex, the High Court, and the massive State Secretariat are rising simultaneously, each set to contribute to a governance district designed for a growing state.

The Permanent Secretary Ministry of Works, Danladi Adamu, provided detailed timelines, while architect Imeh Umoh walked the team through the technical design, including modern courtrooms, functional spaces, auxiliary power systems, spacious parking areas and well-planned water infrastructure. It was clear that these are institutions being constructed for the Gombe of tomorrow.

The tour continued through the Shehu Abubakar District Roads, the ongoing underpass and the dualized Ashaka Road that leads directly to the Agro-Livestock Development Zone. As they passed through these corridors, the journalists saw not just asphalt and concrete but a deliberate opening up of the state for commerce, mobility and economic expansion. Roads were no longer mere routes; they were development arteries.

The team also visited the 1,000-student capacity state-of-the-art College of Nursing Sciences and saw first hand the world class facilities provided.

It was perhaps this realization that gave weight to Leman’s observation when he averred that “History will remember the Governor of Gombe State kindly for these initiatives.” His message for fellow journalists was equally thoughtful. “It is not by being adversarial to government that we do our jobs.

When leaders perform, we should commend them and encourage them to do more.” Coming from a media statesman, this was less a compliment and more a challenge, an appeal for journalism that is honest, constructive and geared toward nation-building. Criticism is essential, but fairness is the soul of the profession, he said.

By the end of the tour, Coordinated by the Gombe State NUJ Chairman Farouk Muazu, the verdict was clear. The developments unfolding across Gombe are not accidental. They are not political stunts. They form a deliberate blueprint that is turning Gombe into one of Nigeria’s fastest-growing and most forward-looking states.

For once, journalists did not have to dig for the story.The story stood there in concrete, steel, trees, classrooms and communities.

And that story is simple: Gombe, under Governor Muhammadu Inuwa Yahaya, is not just developing. It is rising with purpose, with speed and with a future in mind.

Gombe Governor Releases N500m Counterpart Fund To Strengthen Child Nutrition Response

Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has approved the release of N500 million as a matching fund for the procurement of Ready-to-Use Therapeutic Food (RUTF) in partnership with the United Nations Children’s Fund (UNICEF).

The intervention, implemented through the Child Nutrition Fund, is expected to significantly expand access to treatment for children suffering from Severe Acute Malnutrition (SAM) across the state.

Gombe has long been recognized as one of the few states that consistently meets its nutrition counterpart funding obligations.

This latest payment further strengthens the administration’s reputation for investing in programmes that protect the most vulnerable, particularly children under five, and has contributed to the state’s steady progress in child survival and overall health outcomes.

RUTF is a life-saving therapeutic food used globally in the community-based management of severe acute malnutrition. The nutrient-rich paste enables malnourished children to recover quickly and safely, including in remote communities where access to health facilities is limited.

The state’s sustained investment in RUTF and other nutrition interventions, is in line with Governor Inuwa Yahaya’ strategy to reduce child mortality, improve early childhood developmentand build a healthier future generation for Gombe.

Governor Inuwa Yahaya has consistently demonstrated commitment to funding impactful health and nutrition programmes that reach the most vulnerable. According to him, “no child in Gombe should suffer or lose their life to a condition that is preventable and treatable.”

G-20 Summit: Inuwa Yahaya Leads Northern Governors to Forge Strategic Partnership with South Africa's DBSA

The Governor of Gombe State and Chairman of Northern States Governors' Forum, Muhammadu Inuwa Yahaya, CON, has led a high-level delegation in a strategic meeting with the management of the Development Bank of South Africa (DBSA) aimed at bolstering regional economic development.

The meeting, held on the sidelines of the G20 Summit in South Africa, included the Governors of Nasarawa, Plateau and Zamfara States, alongside the Board Chairman of the New Nigeria Development Company (NNDC) and the Executive Secretary of the Nigeria Investment Promotion Commission (NIPC).

The primary objective of the engagement was to explore and solidify areas of mutual collaboration and partnership between the DBSA and the NNDC.

The NNDC, which is the premier investment holding company for the 19 northern Nigerian states, is currently undergoing a comprehensive restructuring in line with the Inuwa Yahaya's reforms to revitalize legacy institutions in Northern Nigeria and position them as catalysts for sustainable regional growth and development.

Gombe State Commissioner for Budget and Economic Development, Salihu Baba Alkali, has provided deeper insight into the 2026 Appropriation Bill recently presented to the State House of Assembly by Governor Muhammadu Inuwa Yahaya, CON.

He disclosed that the proposed budget is deliberately designed to accelerate gains in education, health, youth empowerment, agriculture, environmental management, water supply and infrastructure, while also strengthening the state’s investment climate for both local and international investors.

Addressing journalists on the breakdown of the fiscal proposal, the commissioner emphasized that the 2026 budget, tagged “Budget of Consolidation”, reflects the administration’s strong desire to sustain and expand developmental milestones.

Governor Inuwa Yahaya had presented a total estimate of N535.696 billion, a significant rise compared to the N451.661 billion revised budget of 2025.

According to Salihu Baba Alkali, the increased size of the 2026 budget is informed by administration’s renewed commitment to delivering meaningful impact across all sectors.

He noted that the recurrent expenditure for 2026 represents a 29.77% increase and accounts for 30.66% of the total budget size.

In contrast, capital expenditure, critical for long-term development, takes up 69.34% of the budget after recording a 14.25% increase over the previous year.

The commissioner revealed that as of 30th September, the 2025 revised budget had achieved 56.39% implementation.

He assured that the government is on course to pushing the implementation rate toward the 100% mark, reaffirming Governor Inuwa Yahaya’s commitment to prudent, result-oriented fiscal management.

On funding strategies, the Commissioner said State Government has set a target of N39 billion Internally Generated Revenue (IGR) to support the financing of the 2026, fiscal year budget.

Baba-Alkali explained that although the N39 billion IGR target is ambitious, it remains achievable considering the improved performance of the Gombe State Internal Revenue Service in 2025.

According to him, the projected revenue surpasses the N32.7 billion, targeted for 2025 by 19.22 per cent, noting that the revenue service had already exceeded its 2025 target by 103 per cent, as at October.

He stated that the government has strengthened the service to ensure it meets the new target, adding that revenue from IGR will complement other funds required to sustain and complete ongoing development projects across the state.

He also appealed to residents of the state to support government initiatives by willingly and regularly paying their taxes.

On other revenue sources for financing the 2026 budget, Baba-Alkali revealed that the state expects N80 billion, from Statutory Allocation, N65 billion, from VAT, and N132 billion, from other FAAC receipts.

He explained that VAT will contribute 25.5 per cent, of total expected revenue, while FAAC receipts will account for 41.77 per cent.

Alkali said the present administration has strengthened the Gombe State Internal Revenue Service through institutional reforms and technology-driven processes aimed at widening the tax net and increasing revenue efficiency.

He described the transformation at the Board as remarkable, noting that internally generated revenue (IGR) has consistently grown over the past five years.

He added that major economic projects initiated by the Governor, including the Muhammadu Buhari Industrial Park and the International Grains and Cattle Market, are expected to significantly boost the state’s revenue profile in the near future.

These, he said, are complemented by broader reforms and investment-friendly policies positioning Gombe as a rising economic hub.

Speaking on ongoing projects, the commissioner emphasized that key initiatives such as the Three-Arm Zone, the renovation of Government House, multiple road networks across Gombe metropolis, and the International Grains and Livestock Market will be completed before the end of Governor Inuwa Yahaya’s tenure.

Alkali described the 2026 Appropriation Bill as a forward-thinking financial blueprint that builds on the successes of previous years while laying a strong foundation for sustained development.

Study Tour Report: Gombe Receives Glowing Review, Accolades from National Defence College

Gombe State has received strong commendations from the National Defence College (NDC) Course 34 during the formal presentation of their National Study Tour report in Abuja.

The delegation from the state, led by the Commissioner for Special Duties and Regional Integration, Alhaji Shehu Yariman Abdullahi and accompanied by the Senior Special Assistant to the Governor on Security Matters and Intergovernmental Affairs, Yusuf Musa Danbayo, represented Governor Muhammadu Inuwa Yahaya, CON at the presentation ceremony, in Abuja.

In their detailed submission, participants of Course 34 described Gombe as a state on a deliberate and promising upward trajectory, characterized by sustained reforms, improved administrative efficiency, and visible progress across priority sectors.

Their assessment reaffirmed Gombe State’s growing reputation as an emerging hub for investment, innovation, and peace-driven development.

A major highlight of their findings was the recognition of the State’s impressive ease of doing business environment.

The team noted that the state has successfully established a stable and predictable business climate that continues to attract investors from within and outside Nigeria.

They cited the simplified processes, institutional reforms, and proactive governance style in Gombe as key drivers of its current economic appeal.

The participants also expressed admiration for the state’s vast agricultural potential, describing the sector as one of its strongest assets.

According to them, most communities visited showcased vibrant farming activities and growing agro-processing efforts, pointing to a population actively engaged in agricultural enterprise.

They emphasized that with greater national support, Gombe could significantly expand its agricultural productivity and value-chain participation.

In the area of industrialization, the NDC report highlighted the state’s expanding industrial outlook and recommended deeper federal collaboration to sustain momentum.

The team observed that Gombe possesses abundant raw materials and increasingly structured production clusters capable of fueling agro-industrial growth.

They called for the establishment of more processing hubs and stronger integration of value-chain linkages to maximize the state’s industrial capacity.
Energy and power development also formed a significant part of the presentation.

The team underscored the need for renewed investment in hydroelectric infrastructure, particularly around the Gongola River Basin, noting that improved power supply would unlock further industrial opportunities and reinforce agricultural processing across the state.

On security, the participants acknowledged Gombe’s strategic role as a stabilizing force in the Northeast.

They urged the Federal Government to strengthen collaboration with the state to enhance the protection of mineral resources, secure critical infrastructure, and sustain the peaceful atmosphere that has distinguished Gombe from many parts of the region.

The Director of the National and Geopolitical Affairs Department at the NDC, Ambassador Akin Oyateru, equally commended Gombe for the warm hospitality extended to Course 34 participants during their field engagements.

Ambassador Oyateru assured that the College would continue to explore avenues for supporting Gombe State, particularly through strategic collaboration, policy guidance, and institutional engagement.

Responding on behalf of the Governor, Alhaji Shehu Yariman Abdullahi expressed deep appreciation to the National Defence College for selecting Gombe as part of its national tour itinerary.

He stressed that the state remains committed to knowledge-driven governance, continuous reforms, and constructive partnerships with national institutions.

The Commissioner also requested that the College formally transmit its recommendations to the Governor for further policy consideration.

Northern Governors Express Outrage over Abduction in Kebbi Girls' School; Demand Urgent, Coordinated Action to Rescue Students

The Northern States Governors’ Forum (NSGF) has strongly condemned the attack on Government Girls' Comprehensive Senior Secondary School (GGCSS), Maga, in Danko/Wasagu Local Government Area of Kebbi State, which led to the abduction of several students and the reported killing of some officials.

Reacting to the the unfortunate incident, the Chairman of the Forum and Governor of Gombe State, Muhammadu Inuwa Yahaya, CON, described it as tragic, senseless and utterly unacceptable, noting that the continued targeting of schools poses a grave threat to the region’s stability and the nation’s educational future.

Governor Inuwa Yahaya, on behalf of his colleagues in the NSGF, commiserated with the Government and people of Kebbi State, especially the families of the abducted students and those who lost their lives in the attack.

He assured Governor Nasir Idris of Kebbi State of the Forum’s solidarity and support during this difficult moment.

Governor Inuwa Yahaya said schools must be sanctuaries of learning, not targets of violence, warning that continued assaults on educational institutions threaten to reverse gains made in improving school enrollment and curbing the out-of-school crisis in the region.

He expressed deep concern over the trauma the abducted schoolgirls may be facing and called for an immediate and well-coordinated operation by security agencies to ensure their safe rescue and the arrest of the perpetrators.

Reaffirming the commitment of the NSGF to collaborate with the Federal Government and security institutions, Governor Inuwa Yahaya stated that the safety, education and welfare of young Nigerians remain a top priority for the Forum.

The NSGF Chairman prayed for the safe and early return of the abducted schoolgirls and extended his heartfelt sympathies to the affected families, urging communities to remain vigilant and cooperative with security agencies in the collective effort to rid the region of criminality.

Gombe State Governor, Muhammadu Inuwa Yahaya, CON, earlier in the week, received a team of World Bank consultants and staff who are in the state to conduct a comprehensive Public Financial Management Review (PFMR) under the globally recognized Public Expenditure and Financial Accountability (PEFA) Subnational Framework.

Gombe is the only state selected in Northern Nigeria for this rigorous assessment, an acknowledgment of its visionary reforms, measurable progress and strong performance across key governance and fiscal indices. Cross River and Ekiti are the other states selected from the South.

The review, which is structured around 8 PEFA pillars, 32 indicators, and 98 dimensions, is designed to analyze the strengths and weaknesses of Gombe State’s Public Financial Management (PFM) systems.

The exercise aims to provide evidence-based recommendations for strengthening transparency, accountability, and overall financial efficiency.

The team was led by Mr. Ben Akabueze, former Director-General of the Budget Office of the Federation.

Speaking during the meeting with the Governor, Mr. Akabueze explained that the mission is focused on helping Gombe State deepen ongoing reforms and strengthen the institutional frameworks that guide budget preparation, ex*****on, reporting and financial oversight.

He noted that the findings of the review would support the state in updating or establishing robust policies, structures and guiding principles that will enhance the management of public resources.

The consultants were accompanied by the Hon. Commissioner of Finance and Economic Development,Malam Muhammad Gambo Magaji along with other key government officials.

Governor Inuwa Yahaya, while welcoming the team, expressed appreciation for the World Bank’s longstanding technical partnership with Gombe State.

He stressed his administration’s resolve to entrench transparency, accountability and prudence in public finance, which are principles that have consistently positioned Gombe as a reform-minded and high-performing state.

The Governor reiterated his commitment to a development agenda that aims to place Gombe on a path of sustainable growth and long-term prosperity.

He emphasized that credible assessments like the PEFA review are essential in identifying gaps, strengthening institutions and improving service delivery for citizens.

Governor Inuwa Yahaya directed the Commissioner of Finance and all relevant MDAs to provide the visiting team with all necessary documents, data and cooperation to ensure a seamless and successful review process.

The World Bank team is expected to engage relevant ministries, departments, agencies, and stakeholders throughout their visit as part of the comprehensive assessment.

Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has inaugurated a Taskforce on the Revitalization of Basic Education, with a mandate to develop practical and transformative strategies to strengthen foundational learning across the state.

Speaking during the inauguration ceremony at the Government House, Governor Inuwa Yahaya charged the taskforce members to propose actionable measures that will improve basic education performance, address shortages of qualified teachers and tackle weak administrative structures, among other critical challenges.

The Governor recalled that upon assuming office in 2019, his administration declared a state of emergency in the education sector due to years of decay, poor planning and structural inadequacies.

He noted that, despite significant progress recorded since then, the state must push further to achieve excellence.

Governor Inuwa Yahaya pointed out some of the tangible achievements in the sector, including the dramatic improvement in WAEC performance from 22 percent to over 70 percent within six and a half years, describing it as evidence of his administration’s commitment to quality education.

He reiterated his resolve to ensure that students in Gombe continue to excel in both NECO and WAEC examinations.

On efforts to reduce the number of out-of-school children, the Governor explained that, through the Better Education Service Delivery for All (BESDA) programme and support from development partners, the state successfully enrolled over 450,000 children into various schools.

He acknowledged the challenges posed by migration patterns, particularly with Gombe bearing the brunts in the middle of the North-East, but assured that government will continue to provide the necessary support to ensure that these children remain in school until completion.

Describing members of the taskforce as seasoned administrators and accomplished educationists, Governor Inuwa Yahaya said their appointment was based strictly on technical competence and professional merit, not political considerations.

He encouraged the committee to adopt innovative ideas and co-opt additional expertise where necessary to enrich their assignment and deliver a roadmap that will reposition basic education in the state. He warned against any bureaucratic bottlenecks that will hinder the work of the taskforce.

The Governor reiterated that his administration places utmost priority on basic education, healthcare, security and agriculture, noting that these sectors form the foundation of sustainable human development.

He revealed that the state government recently launched the disbursement of over 13.5 billion Naira under AGILE towards improving girl-child learning environments, N1.5 billion for scholarships to students, and an additional over 700 million naira disbursed as incentives to keep girls in school.

Responding on behalf of the taskforce, the Chairperson and Commissioner of Education, Professor Aishatu Maigari, assured the Governor that members of the committee will justify the confidence reposed in them by producing a revitalization blueprint that will serve as a model for other states.

She commended Governor Inuwa Yahaya’s courage and vision, stating, “It takes courage for a leader to invest six years of exemplary effort in education and still say, ‘Tell me what more I need to do.’”

Professor Maigari disclosed that Gombe was the first state to pay its UBEC counterpart funding for 2025, adding that the Minister of Education had recently commended Governor Inuwa Yahaya for his steadfast commitment to educational development.

"We assure you, Your Excellency, that we will diagnose the problems and challenges, assess the needs of the sector and proffer tailor made solutions that will be scalable, achievable, specific, realistic, time bound and transparent ".

The taskforce has the Commissioner for Education, Professor Aishatu Maigari as Chairperson, with Dr. Hamid Bobboyi, OON, Mr. Mataimaki Tom Maiyashi, Engr. Dr. Muhammad Nuru Yakubu, OON and Dr. Sadiq Abubakar Gombe as members.

The Executive Chairman of the Gombe State Universal Basic Education Board (SUBEB), Professor Esrom Toro Jokthan, serves as Secretary, while the Permanent Secretary, Special Services and Political, is Assistant Secretary.

Governor Muhammadu Inuwa Yahaya, CON, has presenteda sum of 535 billion, 691 million,983 thousand naira budget proposal for the 2026 fiscal year to the Gombe State House of Assembly for consideration and passage.

Presenting the fiscal document before the lawmakers, Governor Inuwa Yahaya explained that 164.25 billion Naira (30.66%) is allocated for recurrent expenditure, while 371.44 billion Naira (69.34%) is earmarked for capital projects, underscoring his government’s focus on long-term investment and infrastructure-driven growth.

The budget, christened the “Budget of Consolidation,” is designed to consolidate recent gains and sustain the state’s steady development trajectory and ensure that the state's fiscal policies translate directly into tangible and lasting improvements in the lives of citizens.

Governor Inuwa Yahaya disclosed that the 2026 budget would be funded through multiple revenue streams, including: Internally Generated Revenue, statutory allocation, government share of VAT and other FAAC Receipts.

Highlighting the sectoral priorities, the Governor stated that the economic growth and social development received the largest share of the budget, with over 269 billion Naira allocated to drive investments in key productive areas.

The Works, Housing & Transport subsector leads with 135.9 billion Naira, water, environment & Forest resources were alocated 88.4 billion Naira, while Agriculture, Animal Husbandry & Cooperatives received 20.57 billion Naira.

In the Social Sector, 80 billion Naira was earmarked to strengthen human capital development, where Education and Higher Education received 31.9 billion Naira and 17.5 billion Naira respectively.

The Health sector got 25.9 billion Naira, reflecting the government’s sustained investment in accessible and quality healthcare delivery.

General Administration is taking N19.63 billion, and the Law and Justice Sector allotted N2.17 billion, Land Administration, N6.46 billion; and Trade, Industry and Tourism, N4.02 billion.

While Youth and Sports Development, N3.33 billion; Women Affairs and Social Development, N1.28 billion; and Information and Culture, N10.38 billion.

Describing the 2026 fiscal estimates as a continuation of his administration’s legacy of good governance, Governor Inuwa Yahaya called on the Assembly to scrutinize and enrich the proposal with their legislative inputs.

“The task before us is to give our people a budget that truly reflects their hopes and secures their future,” he stated.

Governor Inuwa Yahaya said the 2026 Budget of Consolidation represents his administration’s determination to keep Gombe on an irreversible path of growth and good governance as it enters its final phase.

"The 2026 Budget is strategically aligned with both our Development Agenda for Gombe State (DEVAGOM) and the broader national economic landscape. It is a budget that prioritizes the pressing needs of our people while firmly anchoring our development trajectory on the pillars of sustainability, equity, and inclusive growth. It reflects our commitment to harnessing our tremendous potentials in order to propel Gombe State towards a more prosperous and secure future".

Reflectingon the broader economic context, the Governor said the ongoing national reforms introduced by President Bola Ahmed Tinubu, including fuel subsidy removal and foreign exchange liberalization, are beginning to yield tangible results.

“We are witnessing a steadying Naira, lower inflationary pressures, and increased federation inflows as signs of recovery,” he noted.

“As the economic tide turns, we foresee a period of accelerated growth and prosperity for both Gombe State and Nigeria at large. I urge our citizens to remain patient and confident", the governor added.

In his remarks, the Speaker of the Gombe State House of Assembly, Rt. Hon. Muhammad Abubakar Luggerewo, commended Governor Inuwa Yahaya for his administration’s consistency in upholding fiscal discipline, transparency and prudence in public finance management.

“Your Excellency, we assure you that we will do the needful in good time to allow you to execute policies, programmes and projects that will better the lives of our constituents,” the Speaker pledged.

He assured of timely consideration and speedy passage of the 2026 Appropriation Bill.

Rt. Hon. Luggerewo also expressed satisfaction with the state’s fiscal performance, noting that the 2025 budget achieved over 60% performance by September, and commended the government’s record in infrastructure, healthcare, education, industrialization, and urban renewal.

“We will continue to support policies and initiatives that sustain peace, promote economic growth and improve the living standards of our people,” the Speaker noted.

In the previous year, the Inuwa-led administration budgeted over 369.9 billion Naira, which was later revised upward to 451.6 billion Naira following higher-than-expected revenue inflows and has so far achieved a remarkable implementation rate.
