It is my great pleasure to join you on this momentous occasion, the 2025 Civil Service Week, Luncheon, and Awards Ceremony.

Today, we gather not only to celebrate but also to pay special tribute to the remarkable contributions of our retired Heads of Service and Permanent Secretaries.

These distinguished men and women dedicated their lives to public service, shaping the very fabric of our state administration and ensuring that the machinery of governance never faltered.

As we honor them, we are reminded of the critical role the civil service plays in driving Rivers State’s progress. The civil service is, without question, the backbone of government, responsible for implementing policies, delivering essential services, and guaranteeing continuity even in the face of transitions and challenges.

The awards we present today are more than plaques or certificates. They are symbols of gratitude, recognition, and enduring respect. They represent decades of sacrifice, resilience, and commitment to duty.

Let us pause to reflect on the remarkable careers of our honorees. They served with distinction, integrity, and passion. Their contributions have left lasting imprints on our institutions, and their legacy remains a compass for those who now carry the torch.

To the awardees, I extend my warmest congratulations. Your leadership, expertise, and work ethic have inspired countless others within and outside the civil service. You have set a standard of excellence that will continue to guide future generations of public servants.

To the current crop of civil servants, let today be a reminder of the noble path you have chosen. Draw inspiration from the journeys of our honorees. Emulate their resilience, their integrity, and their devotion to service. Strive not merely to keep the system running, but to make a meaningful impact in the lives of our citizens.

Our civil service must evolve with the times — embracing innovation, technology, and new approaches to work. This requires continuous investment in training, capacity building, and professional development to strengthen the foundation we have laid.

It also calls for discipline, adaptability, and a renewed sense of vision and mission, as unveiled yesterday. Only through these investments in our people can we build an administration that is efficient, effective, and truly citizen-centric.

In recognition of the sacrifices and commitment of the Rivers State Civil Service, I am pleased to announce today that approval has been granted for the complete rehabilitation of the State Secretariat Complex.

This iconic hub of our administration will be fully modernized to improve the working conditions of our civil servants, providing a conducive environment that inspires productivity, efficiency, and pride.

Furthermore, I have also approved the acquisition of 106 houses of different types for the benefit of our civil servants. This initiative underscores our determination not only to recognize your service but also to improve your welfare in tangible and lasting ways. These interventions are designed to reinforce the dignity of public service and to motivate our workforce to give their very best.

Distinguished ladies and gentlemen, today we celebrate service, dedication, and legacy. We celebrate the foundation that has been laid, and we look forward with confidence to the greater heights we shall attain together.

Once again, I congratulate the awardees on their well-deserved recognition. May your examples continue to inspire. And to all civil servants, let us continue to work together in unity and purpose, to make a positive difference in the lives of our people.

CONTRIBUTIONS OF RETIRED HEADS OF SERVICE, PERMANENT SECRETARIES ILLUMINATE THE PATH FOR THOSE STILL IN ACTIVE SERVICE.

It is my great honour and privilege to welcome you all to this Gala and Awards Ceremony, which marks a major highlight of the 2025 Rivers State Civil Service Week Celebration.

This celebration, as we all know, commenced earlier in the week, and tonight we have gathered to crown it with a most befitting event, a time of recognition, fellowship, and thanksgiving.

The civil service remains the engine room of government. It is the structure upon which policies are designed, implemented, and sustained for the growth and development of our dear State. But the civil service does not function on its own; it thrives because of the men and women who have devoted their lives to public service with uncommon dedication, resilience, and integrity.

Permit me, at this point, to most sincerely appreciate His Excellency, the Administrator of Rivers State, for his unwavering support to the civil service and for graciously approving and encouraging this week-long celebration. Your Excellency, your commitment to the welfare, growth, and modernisation of the service inspires us to rededicate ourselves to excellence in service delivery. On behalf of the entire workforce, I say a heartfelt thank you, Sir.

We are also here to celebrate and honour some illustrious men and women, our retired Heads of Service and retired Permanent Secretaries. They are the custodians of an enviable legacy: the torchbearers of excellence and exemplars of discipline and loyalty in public service. Their contributions continue to illuminate the path for those of us still in active service.

It has often been said that a society that does not honour its heroes is not worthy of emulation. By this ceremony, Rivers State is demonstrating that we do not forget the labors of those who came before us.

This recognition is not just a reward for past service; it is also a call to serving officers to emulate the values of integrity, professionalism, and selfless dedication that our retirees embodied throughout their careers.

On behalf of the Rivers State Government, and in particular the entire civil service, I extend our heartfelt gratitude and warm congratulations to all our honorees. May this award serve as a lasting symbol of our appreciation and respect.

As Acting Head of Service, I assure you that we remain committed to building upon the solid foundation you have laid. We will continue to pursue reforms, embrace innovation, and strengthen service delivery so that, by 2030, the Rivers State Civil Service will stand as a model of efficiency, transparency, and excellence.

IBAS PLEDGES SUPPORT AS FEDERAL VARSITY IN OGONILAND SET TO TAKEOFF

Rivers State Administrator, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, has pledged full government backing to the newly established Federal University of Environment and Technology, Ogoniland, assuring its leadership of infrastructural support and strategic partnerships to ensure a smooth takeoff.

The assurance came on Tuesday when Ibas hosted a high-powered delegation from the university at Government House, Port Harcourt. The delegation was led by Pro-Chancellor and Chairman of the Governing Council, Professor Don Baridam, accompanied by the Pioneer Vice Chancellor, Professor Prince Chinedu Mmom, and other senior officials.

Welcoming the team, the Administrator congratulated the pioneer leaders of Nigeria’s first specialised university of environment and technology, describing their mandate as both “timely and strategic” in addressing the Niger Delta’s developmental and environmental challenges.

“This university is more than an institution; it is a historic call to shape a legacy that will impact Rivers State, the Niger Delta, and Nigeria at large,” Ibas said. He pledged immediate intervention in areas such as vehicles, access roads, land documentation, refuse disposal, and campus facilities to accelerate commencement of academic activities.

Vice Admiral IIbas further assured that the state would engage development agencies, the private sector, and relevant ministries to support the institution. “We see this university as part of our long-term investment in knowledge, innovation, and the future of our youth,” he added.

In his briefing, Pioneer Vice Chancellor Professor Prince Chinedu Mmom said the Federal University of Environment and Technology, formally established by law on February 3, 2025, will begin academic activities in September.

He highlighted the university’s unique focus on environmental and developmental research tailored to the Niger Delta, but admitted the fledgling institution faces pressing challenges including infrastructural upgrades, land certification, and logistics.

Pro-Chancellor Professor Don Baridam expressed gratitude for the state government’s support, stressing that the university’s leadership team is committed to building a center of excellence that contributes meaningfully to both regional and national development.

The delegation noted that Rivers State, now host to two federal universities, stands to benefit significantly from the new institution through job creation, student enrollment, and strengthened research collaborations. Already, Memoranda of Understanding have been signed with the University of Port Harcourt, Rivers State University, and Bori Polytechnic.

Both parties reaffirmed a shared vision to position the Federal University of Environment and Technology as a hub of innovation and sustainable development, with ripple effects expected across the Niger Delta and Nigeria’s higher education landscape.

IBAS SAVES ₦5 BILLION THROUGH STAFF VERIFICATION, PLEDGES FUNDS FOR CRITICAL PROJECTS

Rivers State Administrator, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, has announced that his administration has saved ₦5 billion from the August salary bill following a comprehensive staff verification exercise.

The exercise, he explained, successfully distinguished genuine workers from impostors on the payroll, freeing funds that will be redirected to delivering critical projects that will drive the state’s development.

Vice Admiral Ibas made the disclosure on Tuesday during the 2025 Civil Service Week Celebration held at the Dr. Obi Wali International Conference Centre, Port Harcourt.

The event also featured the unveiling of the new Rivers State Civil Service Handbook and The Bureaucrat magazine by the Administrator while Acting Head of Service, Dr. (Mrs.) Inyingi Brown unviled the vision, mission and the pledge. These publications are designed to guide, inform, and showcase the work of civil servants while promoting efficiency and ethical standards.

Vice Admiral Ibas said, “My heart is filled with gratitude for the dedication of Rivers civil servants who are the backbone of my administration. Their support and contribution have sustained the peace we enjoy in this state. We honour them as our unsung heroes who keep government working."

This year’s celebration is themed “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future,” with the sub-theme “Empowering the Rivers State Civil Service: A New Era of Innovation, Productivity, and Excellence.”

The administrator outlined various reform initiatives undertaken by his administration to retool the state’s civil service. These include:

Capacity Building: Large-scale training and upskilling programs, particularly for accounting and finance staff — the first of their kind in the state.

Improved Welfare: An upward salary review for heads of agencies to reflect economic realities.

Minimum Wage for LG Workers: Implementation of an ₦85,000 minimum wage for local government workers to encourage dedication, accountability, and improved service delivery.

Verification Exercise: The first-ever verification of local government staff to ensure accurate personnel records, which also yielded significant savings.

Health and Insurance Schemes: Mandatory enrollment of workers in the state’s contributory health protection programme (17% government, 8% staff), as well as the upcoming Group Life Insurance Scheme to ensure prompt benefits for families of deceased workers.

Support for Retirees: Verification of pensioners locally and abroad to clean up records, implementation of a ₦32,000 consequential adjustment, and compulsory health insurance for retirees. Monthly pension releases were increased from ₦2 billion to ₦2.6 billion.

Vice Admiral Ibas emphasised that the civil service remains central to the state’s reform efforts and development vision. He assured staff whose salaries are pending to present themselves for verification with the required documents in order to be paid promptly.

He also commended the Galaxy Backbone for enriching the celebration through lectures that motivated the workforce.

On the state’s media sector, he announced plans to revamp government-owned media organisations to boost professionalism and efficiency.

“Our administration is building a civil service that is world-class, resilient, and dedicated. Together, with one dialogue and collective trust, we will sustain peace, human rights, and development in Rivers State,” Ibas affirmed.

In her welcome address, the Acting Head of the Rivers State Civil Service, Dr. (Mrs.) Inyingi Brown, described the occasion as an opportunity for civil servants to reflect on the vital role they play in driving the development of Rivers State. She noted that it was also a time to evaluate their contributions, values, and the teamwork that propels them toward excellence.

Speaking on the theme, “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future,” with the sub-theme, “Empowering the Rivers State Civil Service: A New Era of Innovation, Productivity, and Excellence,” Dr. Brown said the celebration would usher workers into a renewed season of productivity and distinction befitting the service.

“With the knowledge and tools that modern technology provides, we are positioned to build a civil service that is agile, responsive, and effective. As part of this commitment, we will launch our pledge, vision, and mission statement to guide our actions in integrity, impartiality, and diligence.

"Our aspiration is to become world-class professionals who deliver quality services that drive productivity, sound management, and the highest ethical standards—all in support of good governance. As the engine of government and custodians of policy, our professionalism and the quality of service we deliver are directly reflected in the lives of the people we serve," she added.

She also announced the launch of The Bureaucrat magazine and the Rivers State Civil Service Handbook, both designed to inform, guide, and showcase civil servants’ work while promoting efficiency.

Dr. Brown expressed gratitude for the unwavering support of the State Administrator, who has approved training opportunities for staff across all cadres and grade levels. She also acknowledged the provision of essential resources, including a dedicated generator to power elevators, aimed at enhancing service delivery.

The Chairman of the Rivers State Civil Service Commission, Dr. Barikor Livinus Baribuma, in his remarks, emphasized the importance of retrospection, noting that it should inspire improved service delivery and the embrace of technology as a tool for reform.

“We will continue to leverage the support provided by Vice Admiral Ibas through technology, as well as through improved skills and knowledge, on the path of innovation for a sustainable future for our state.”

The Programme Director of Galaxy Backbone, Mr. Wumi Oghoetuoma, representing the Managing Director, Prof. Ibrahim Adeyanju, delivered the theme lecture titled: “Digital Transformation and its Impact on Public Service Delivery: The Nigerian Federal Government Experience and Opportunity for Rivers State.”

He emphasised that integrating technology into the modern workplace enhances the learning, working, and growth experiences of workers, driving efficiency and adaptability—while clarifying that technology is not meant to replace workers, but to empower them.

RIVERS GOVERNMENT INTENSIFIES FLOOD PREPAREDNESS WITH ZONAL CAMPAIGN IN KHANA

With a resounding call to action anchored on urgency and community spirit, the Rivers State Central Working Committee on Flood Management and Control has extended its zonal sensitisation campaign on flood emergency preparedness, management, and control to Zone 3.

The campaign, held at the council secretariat of Khana Local Government Area, drew together stakeholders from the 13 local government areas that make up Zone 3: Andoni, Opobo/Nkoro, Khana, Gokana, Eleme, Tai, Oyigbo, Emohua, Bonny, Etche, Degema, Ogu/Bolo, and Obio/Akpor.

Speaking at the event, the Secretary to the State Government, Prof. Ibibia Lucky Worika, represented by the Permanent Secretary of the Ministry of Environment, Mr. Alwell Okerenku, reiterated the government’s resolve to prioritize citizen education and proactive flood mitigation strategies.

“Our task is not merely to respond to disasters after they happen, but to anticipate the disaster areas and mitigate their impact,” he declared.
“This sensitisation campaign is a key part of that effort. By educating our citizens, raising awareness of flood risks, and promoting practical prevention measures, you are helping to build a more resilient Rivers State.”

Okerenku further assured participants of the state government’s sustained investment in flood control infrastructure, improved drainage systems, and stronger collaboration with NEMA, security agencies, and international partners.

He revealed that efforts are underway to establish a Rivers State Emergency Management Agency (RSEMA), which would eventually assume full responsibility for disaster preparedness and flood control.

The SSG’s representative called on traditional rulers, community leaders, youth groups, and religious organisations to champion flood preparedness at the grassroots.

“Flood prevention starts with each of us. Let us keep our drainages clear, resist building on waterways, and report early signs of flooding promptly to the relevant authorities,” he urged.

Also speaking, the Head of Operations of NEMA in Rivers State, Mr. Eric Ebhodaghe, cautioned citizens against indiscriminate dumping of refuse in waterways and illegal construction on flood plains. He stressed that effective environmental practices were critical to reducing flood risks.

In his remarks, Khana Local Government Chairman, Dr. Thomas Bariere, proposed the establishment of standing flood management committees in all flood-prone LGAs, noting that such structures would enable better coordination with the state committee.

Representatives of the Nigerian Red Cross and the Institute of Geosciences and Environmental Management of Rivers State University also contributed sensitisation messages, reinforcing the importance of community involvement.

As the rains intensify across the state, the campaign underscores a shared responsibility: government action alone cannot guarantee safety. Every citizen, from households to communities, is being called to join hands in building a flood-resilient Rivers State.

IBAS: HUMAN CAPITAL IS OUR BIGGEST INVESTMENT

•Rivers Administrator unveils 30-day youth behavioural programme

Rivers State Administrator, Vice-Admiral (Rtd) Ibok-Ete Ekwe Ibas, has declared that his government is putting people at the centre of development, saying roads and bridges mean little without trained minds and disciplined hearts.

He spoke on Wednesday in Port Harcourt at the opening of a 30-day fully residential Vanguard Initiative on Behavioural Modification Programme for Youths, where he was represented by the Secretary to the State Government, Prof. Ibibia Lucky Worika.

“As a government, we are not only building bridges, schools, and hospitals, we are also building human capital,” Ibas said.

“Real development is not measured in asphalt and concrete but in the capacity of our youths to innovate, lead, and create jobs. Development is incomplete until young people rise with it.”

The Administrator explained that the Vanguard Initiative was designed to equip young men and women with the discipline to resist peer pressure, shun violence, avoid drug abuse, and embrace productive ventures.

In her remarks, the Permanent Secretary of the Ministry of Youth Development, Mrs. Ruhuoma Kejeh, described the Behavioural Modification Training (BMT) as the foundation of sustainable empowerment.

“The hard truth is that skills alone are not enough,” she said. “Without mindset re-orientation and positive behaviour, skills cannot translate into livelihoods. That is why before we train the hands, we first re-orient the mind.”

She said the Ministry had also developed a new model, Train to Engage (TTE), to ensure participants are not only taught but also guided and supported to put their skills to work.

In the coming days, she disclosed, training would cover CNG conversion, ICT, digital fashion design, vocational crafts such as shoe and bag making, and agribusiness, in partnership with private sector experts.

Kejeh commended the Administrator for driving youth-centred policies and praised partners for supporting what she called “a generational investment in the future of Rivers State.”

The Administrator of Rivers State, Vice Admiral (Rtd.) Ibok-Ete Ekwe Ibas, sworn-in the 23 elected Local Government Council Chairmen at Government House in Port Harcourt on Monday.

He said, "We all witnessed a pivotal moment in the history of our dear state on March 18, 2025, when His Excellency, President Bola Ahmed Tinubu, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, declared a state of emergency in Rivers State due to the apparent breakdown of law and order. This unrest was further aggravated by the absence of a constitutionally guaranteed governance structure at the local government level, following the landmark decision of the Supreme Court of Nigeria.

"The peace, progress, stability, and successes we have achieved since then have been possible only through the firm support, guidance, and leadership of His Excellency, Bola Ahmed Tinubu, GCFR. At every stage, Mr. President has demonstrated deep commitment to peace-building and development in Rivers State. Mr. President, we are profoundly grateful.

"Today marks a day of renewal. It is a day when the will of the people has spoken, when the principles of democracy have prevailed, and when Rivers State takes a deliberate step out of uncertainty and back onto the firm path of constitutional order.

"During my inaugural speech as Administrator of Rivers State, I gave an undertaking to restore peace, security, order, and good governance to our state. I assured the people of Rivers State that democratic governance would be restored at the grassroots, the tier of government closest to our people. Today, I have fulfilled that promise.

"In furtherance of the mandate issued by His Excellency, President Bola Ahmed Tinubu, GCFR, to restore law, order, and democratic institutions in Rivers State, we conducted local government elections across the 23 local government areas on Saturday, August 30, 2025, to elect chairmen and councillors. The process was peaceful, credible, and widely embraced by our people.

"I commend the good people of Rivers State: you came out with dignity, discipline, and determination to exercise your franchise. You proved that democracy belongs to the people, that power must flow from the consent of the governed, and that no obstacle can weaken the resolve of a united citizenry.

"I extend heartfelt congratulations to the Chairman, Commissioners, and staff of the Rivers State Independent Electoral Commission for discharging their duty with integrity, transparency, and diligence. You have affirmed that free, fair, and rancor-free elections are not only possible in Rivers State but must become our standard.

"As in every contest, winners must emerge. Today, you, our new Chairmen, have been entrusted with the solemn responsibility of leadership. I congratulate you. But let me be clear: this victory is not a prize to be enjoyed—it is a burden to be carried. It is not an entitlement, but a duty. It is not a call to self-interest, but to selfless service.

"You stand today as custodians of the most immediate tier of government—the local government, where the state meets her citizens, where the promises of democracy are either fulfilled or betrayed. The honour your people have bestowed upon you must be repaid with accountability, humility, and unwavering commitment to their welfare.

"Public service is not an avenue for personal aggrandizement. It is not a shortcut to wealth, nor a theatre for vanity. It is, and must always remain, a call to service with integrity, transparency, and compassion.

"You are stewards of the public good. Your decisions will shape the lives of families, determine the direction of our communities, and influence the legacy of this generation.

"Do not take lightly the enormity of the task before you. Lead with humility. Be bold in vision, steadfast in duty, and unshaken in character.

"I urge you to acquaint yourselves diligently with the Constitution of the Federal Republic of Nigeria and all relevant laws governing the administration of local government. These are not mere documents; they are the compass of your stewardship and the safeguard of the institutions you have sworn to uphold.

"As you take your oath today, lead with courage, not convenience. Govern with justice, not favoritism. Serve with humility, not arrogance. Protect the people’s trust with integrity, not corruption.

"As you assume office, uphold the principles of transparency, accountability, and service delivery. Prioritise the needs of your people. Consult and work in partnership with them to create an inclusive and sustainable society. As custodians of public funds, you must use the resources at your disposal judiciously.

"Without peace, there can be no progress. Engage traditional institutions, security agencies, youth, and community leaders to foster a secure and peaceful environment. Strengthen local economies by supporting small businesses, improving infrastructure, and investing in education, healthcare, and social welfare.

"You are custodians of hope and grassroots transformation. Leave behind a legacy of discipline, stewardship, ethics, and integrity in public office. Let us not forget the painful lessons of our recent past—the political dysfunction, institutional paralysis, and erosion of public trust that brought the state to the brink. We cannot afford to return to those dark days.

"Conduct yourselves as patriots. Moderate your ambitions. Guard jealously the sanctity of our institutions. Honour the trust of our people and preserve the integrity of democracy at the grassroots.

FG UNVEILS NEW CURRICULUM FOR PRIMARY, SECONDARY SCHOOLS

The Federal Government has unveiled a revised national curriculum for basic, senior secondary and technical education, aimed at preparing Nigerian learners for future challenges and reducing subject overload in schools.

The announcement was made in Abuja by the Minister of State for Education, Prof. Suwaiba Ahmad, who represented the Minister of Education, Dr. Maruf Alausa, at the official presentation on Friday where it was signed.

This was contained in a statement issued by the ministry’s Director of Press and Public Relations, Boriowo Folasade on Sunday.

In the statement, Prof Ahmad said the curriculum review was undertaken in collaboration with key education stakeholders, including the Nigerian Educational Research and Development Council (NERDC), the Universal Basic Education Commission (UBEC), the National Senior Secondary Education Commission (NSSEC) and the National Board for Technical Education (NBTE).

Prof. Ahmad explained that the reform was not limited to reducing the number of subjects, but was designed to strengthen content and enhance deeper learning.

The minister noted that the government was determined to make education more relevant to national development while easing the burden on learners.

“Under the revised structure, pupils in Primary 1 to 3 will take a minimum of nine and a maximum of 10 subjects. Those in Primary 4 to 6 will offer 10 to 12 subjects. At the junior secondary level, students may take 12 to 14 subjects, while senior secondary students will be restricted to eight or nine subjects. Technical school students will offer between nine and 11 subjects.”

The ministry added that the revised curriculum will be implemented from the 2025/2026 academic session in a phased manner, to allow schools and teachers adapt to the changes.

Government assured that the new framework would improve quality, reduce duplication of content, and ensure Nigerian learners are equipped with the skills needed for the demands of the 21st century.
