IJUMU LGA RESPONDS TO THE SCORECARD CHALLENGE — ONE YEAR OF RESTORED PEACE, SECURITY, AND DEVELOPMENT UNDER ALHAJI IBRAHIM HARUNA

(Series: WHERE IS THE SCORECARD? We Question Local Governments in Okunland)

In response to the ongoing accountability call “WHERE IS THE SCORECARD?” the Executive Chairman of Ijumu Local Government Area, Alhaji Ibrahim Haruna, has presented the achievements of his administration, highlighting one year of remarkable progress in restoring peace, safety, and grassroots development across the local government.

Before his administration took office, insecurity had taken a dangerous turn in Ijumu. Farmers had abandoned their farmlands due to constant attacks, while herders dominated the local economy, controlling major agricultural produce. This situation led to rising poverty levels and a deep sense of helplessness among the people.

During his campaign, Alhaji Ibrahim Haruna made a bold promise to confront insecurity head-on and restore peace to every part of Ijumu within his first year in office. True to his word, he wasted no time after assuming duty. He dedicated his security vote and other available funds to addressing the challenge, demonstrating not just political will but a genuine concern for the welfare of his people.

One of his earliest and most decisive actions was the closure of the Zango Market along Iyara road, which had become a hub for criminal activities. He also coordinated extensive forest operations to flush out criminal elements that had made the area unsafe. Working closely with security agencies, traditional rulers, and local vigilantes, the Chairman ensured that every community was properly secured.

Today, Ijumu stands as a reference point for security success stories in Kogi State. For nine consecutive months, there has been no recorded case of insecurity. The once-troubled communities are now peaceful, farmers have returned to their farms, and local markets are once again thriving with Ijumu people taking full control of their economy.

Key Achievements of the Ijumu Local Government under Alhaji Ibrahim Haruna (Within One Year):

1. Restoration of Peace and Security

Sustained security operations across all communities.

Collaboration with security agencies, traditional rulers, and local vigilantes.

Closure of the Zango Market along Iyara Road, previously a hotspot for criminal activities.

Nine consecutive months without a single recorded security incident.

2. Healthcare Development

Ongoing construction of three (3) Primary Healthcare Centres at:

Iyamoye

Ògidì

Agirigbon
Another new Primary Healthcare Centre under construction to enhance rural healthcare access.

3. Infrastructure and Roads

Palliative work currently ongoing on the Iyara–Iyamoye Road, improving rural connectivity.

4. Markets and Economic Renewal

Ongoing construction of the Ijumu Produce Market, Iyara to serve as a central hub for trade and agricultural produce.

Perimeter fencing of the Ijumu Songo Market, with plans to build a modern Farmers’ Market Complex within the same location.

Recovery of local markets from external dominance, putting Ijumu people back in control of their economy.

5. Community Stability and Empowerment

Restoration of confidence among residents.

Strengthened collaboration between local authorities and the people.

Encouragement of community-led participation in governance and development.
The peace currently enjoyed across Ijumu is the result of deliberate planning, consistent action, and community cooperation led by the Chairman. His leadership approach has inspired confidence among residents and strengthened the bond between the people and their local government.

Security has become the foundation upon which other developmental strides in Ijumu are being built. Alhaji Ibrahim Haruna’s administration has shown that meaningful progress begins with the protection of lives and property. With peace now firmly in place, the local government is set to expand its focus into other critical sectors of growth and development.

The people of Ijumu, filled with renewed confidence, appreciate the Chairman’s commitment to their safety and wellbeing. Reports from the DSS and Nigeria Police Force affirm the positive transformation that has taken place under his leadership.

In just one year, Alhaji Ibrahim Haruna has not only changed the security narrative of Ijumu but has also restored hope and trust among his people. His administration stands as proof that with courage, transparency, and dedication, lasting change is achievable at the grassroots.

While we await an official response from the government aides of the Ijumu LGA Chairman, these initial reports and visible projects already paint a clear picture of progress and commitment at the grassroots.

*Tragedy in Kabba: Fire Destroys Shops and Homes Amid Absence of Fire Service*

A heartbreaking scene is unfolding in Kabba metropolis as a raging fire consumes shops and homes in the heart of the town with no firefighting capacity to stop it.

This disaster highlights a long standing failure: Kabba, like many Local Government Areas in Kogi State, has no functional fire service. In 2025, this is simply unacceptable.

How many more lives and livelihoods must be lost before action is taken?

We call on the Kogi State Government, the Kabba/Bunu LGA leadership, and all relevant agencies to immediately:

• Provide emergency response support
• Establish fire service units in every LGA headquarters
• Equip communities with basic fire safety infrastructure

No community should remain helpless in the face of preventable disasters.

The Kabba/Bunu Local Government Area has issued a 48-hour ultimatum to the Nigeria Police, Kogi Vigilantes, Local Hunters, and other security agencies in the local government to fish out those criminal elements responsible for the burning of shops in Kabba town.

The ultimatum is a response to an increase in criminal activity that requires urgent police action.

The Chairman gave the order to unravel the rising burning of shops and to fish out those criminals within 48 hours

He said: “I promised that the government would treat the incident with all the seriousness it deserves. The attack was unwarranted and worrisome owing to the fact that the Kabba city has enjoyed relative peace. This is something we are going to take seriously.

The government expects the Nigeria Police, Kogi Vigilantes, Local Hunters and other security agencies to quickly identity and apprehend the criminals responsible.

Zacchaeus directed security operatives to ensure that they fish out these people and bring them to book either dead or alive.

“I need to know who the perpetrators of this act are and I have given 48 hours ultimatum to security agencies to bring the criminals to book because we want to use that as a deterrent to any group of people who have this propensity for burning people shops unnecessarily.”

KABBA/BUNU LGA SETS THE PACE AS CHAIRMAN RESPONDS WITHIN HOURS TO ACCOUNTABILITY REQUEST

(Series: WHERE IS THE SCORECARD? — We Question Local Governments in Okunland)

Local government administration remains the closest tier of governance to the people. It is designed to deliver basic amenities, promote development, and ensure that citizens feel the impact of democracy right at the grassroots.

Recently, we called on the leadership of the following Local Government Areas in Okunland :
Hon. Zacchaeus Dare Michael (Kabba/Bunu),
Hon. Ibrahim Haruna (Ijumu),
Hon. Ademola Bello Destiny (Mopa-Muro),
Hon. Joshua Dare Monday (Yagba East), and
Hon. Tosin Olokun (Yagba West)
to publicly present their scorecards to the people they serve.

Interestingly, among all the Chairmen mentioned, the Kabba/Bunu LGA Chairman, Hon. Zacchaeus Dare Michael, responded within four hours a gesture that is both commendable and worthy of emulation by others. His prompt response demonstrates openness, accessibility, and accountability values every local leader should uphold.

According to his team’s report, within one year in office, Hon. Zacchaeus Dare Michael has achieved the following:

- Built a security base office and a six-bedroom en-suite apartment for local hunters.
- Initiated seven (7) Primary Healthcare Centres across various villages in Kabba/Bunu LGA.
- Empowered youths and women to start small-scale businesses.
- Sponsored ten (10) indigent students within the local government.
- Distributed twenty-nine (29) motorcycles twenty (20) to local hunters and nine (9) to other residents.
- Employed fifty (50) local special hunters on monthly salaries.
- Installed twenty-three (23) solar street lights across communities.

These initiatives, as acknowledged by residents, reflect strong and purposeful leadership focused on grassroots development.

We commend Hon. Zacchaeus Dare Michael for setting a positive example and encourage other Local Government Chairmen in Okunland to follow suit.

After all, accountability is not an act of defense, it is a duty of leadership.
The people deserve to know how their resources are being used, because true development begins when leaders are willing to answer the people’s questions.

WHERE IS THE SCORECARD? — WE QUESTION LOCAL GOVERNMENTS IN OKUNLAND

Local government administration remains the closest tier of governance to the people. It is designed to deliver basic amenities, promote development, and ensure that citizens feel the impact of democracy right at the grassroots.

However, as the saying goes, “To whom much is given, much is expected.”

Today, we are calling on the leadership of the following Local Government Areas in Okunland —
Hon. Zacchaeus Dare Michael (Kabba/Bunu),
Hon. Ibrahim Haruna (Ijumu),
Hon. Bello Ademola Destinyglo (Mopa-Muro),
Hon. Joshua Dare Monday (Yagba East), and
Hon. Olokun Tosin Lagba (Yagba West)
to publicly present their scorecards.

It is important to ask:

What visible projects have been executed in the last few years?

How many schools have been renovated or equipped?

What is the state of our local roads and markets?

How functional are our health centres?

What steps have been taken to empower youths and women?

How well have security challenges been managed at the grassroots?

The people deserve to know how their funds and trust are being utilized. Governance at the local level should not be about political titles but tangible service delivery clean water, functioning schools, good roads, and a safe environment.

As the tier closest to the people, local governments must be accountable, transparent, and proactive in making life better for their communities.

We therefore call on the Executive Chairmen of these Local Governments to make public their achievements, budgets, and developmental plans because true development begins when leadership answers the people’s questions.

2027: Unijos alumnus hails Amupitan on appointment

…Says INEC will be better under his watch
From Noah Ebije, Kaduna

Rev Emmanuel Olorunmagba, a former student of the University of Jos, has said that with the appointment of Professor Joash Amupitan as the new Chairman of the Independent National Electoral Commission, INEC, the 2027 general elections will be fair, free and credible.

Speaking with Sunday Sun about the credibility of Professor Amupitan to conduct elections as the head of the electoral umpire, Rev. Olorunmagba, National Financial Secretary of the National Rescue Mission Party (NRM) said he had known Amupitan for the past 20 years, back at home and at the university.

Olorunmagba who hails from the same constituency – Ayetoro-Gbede in Ijumu LGA of Kogi State with the new INEC Chair recalled that in 2023, he contested for a seat in House of Representatives but lost the election.

The NRM chieftain, who graduated from Unijos in 2004, said he was an undergraduate while Prof. Amupitan was a lecturer at the Faculty of Law of the university at the time.

He spoke further: “Shortly after I graduated he became Head of Public Law and subsequently Dean of the Faculty of Law before serving as Deputy Vice-Chancellor (Administration). Prof Amupitan is known to be an upright man who values his integrity and relates in honesty. He is a very humble academician, down to earth family man whose wife and children are known for exhibiting his kind of humility and honesty.

Therefore he is a man I know well both at work and from home and if woken up from a dream to testify about his moral standing, I will not hesitate to vouch for him.”

Olorunmagba commended President Bola Tinubu for taking the forthright decision to appoint Joash Ojo Amupitan, a senior advocate, as the next substantive chairman of INEC, adding: “With this giant step, INEC will get it right from 2027 and help Nigeria regain her pride among the comity of nations. If I was one of those to nominate INEC Chairman and Prof Amupitan’s name was part of those presented, I would nominate him over and over again. He is well seasoned in Electoral and Constitutional Law and being a man of good character who else do we need as a new INEC Chairman considering the level of ignominy the electoral body has brought on our dear country.

Olorunmagba added: “I have always been a critic of President Bola Ahmed Tinubu and his party, All Progressive Congress (APC), but for this appointment just like that of the Chief of Defense Staff, I give kudos to him and all members of National Council of State that unanimously approved Amupitan’s appointment.

“Of course there is nothing any leader will do that will not attract criticism, either constructive or destructive criticism. But for those who truly love the progress of their country they engage only in constructive criticism geared towards nation building and not tearing the nation down just because we are in the opposition.

“Therefore, those who are arguing about the academic qualifications of Prof Amupitan are only just being sarcastic or totally ignorant. What I will say is that there is just no way a person can rise to the level Prof Amupitan has risen to in his career, especially in our great University of Jos if his academic qualifications are questionable in any way.

"And for those claiming he defended APC during the Election Petition Tribunal, and trying to use that against him, in as much as I am not saying he was part of APC legal team or not, but the fact is those saying so, either it’s true or not, they lack the understanding of how the Law profession works."

He said even though the new INEC boss is not from the core North, there is no doubt that the INEC seat still remains in the North because Kogi State is in the Northern region.

“On the issue of being of Okun (Yoruba) extraction, but from Kogi North Central, I will also give it to president Tinubu on the smart and good move. Over the years only when the votes of Okun people are needed as part of the north that people from other parts of the north who call themselves the core-northerners will remember that Okun people from Kogi State are part of north central.

“But after getting our votes (regarding us as northerners) to be added to votes from other part of the north and when it was time for good thing for the north or appointment, then they will suddenly realize that Okun people of Kogi State in north central are not part of the core-north, but that their portion is with the Yorubas of the South West alone.

“But president Tinubu has really shown that the people from Kogi State and Kwara State are also part of the north. Hence, we should also enjoy the dividends for the north and not only call north central only when our votes are needed,” Olorunmagba said.
