On February 1, 2025, Nigeria embarked on a significant journey to enhance road safety and economic stability by enforcing the mandatory Third-Party Motor Insurance Policy. This initiative, led by the Nigeria Police Force in collaboration with the National Insurance Commission (NAICOM), aims to ensure that all vehicle owners comply with existing insurance laws, providing financial protection for road users nationwide.

Background and Implementation

The enforcement aligns with Section 68 of the Insurance Act 2003 and Section 312 of the 1945 Motor Vehicle (Third Party Insurance) Act, which mandate that all vehicle owners possess valid third-party insurance coverage. Despite these longstanding regulations, compliance has been notably low, with estimates suggesting that only about 30% of vehicles in Nigeria were insured prior to this enforcement.

As the clock ticks towards February 15, 2025, a wave of discontent brews among pensioners of the Federal Airports Authority of Nigeria (FAAN). Their voices, once vibrant in the aviation industry, now echo in frustration over what they describe as “neglect” by the current FAAN management. The Nigeria Union of Pensioners (NUP), FAAN branch, has vowed to take to the streets in a nationwide protest, a move that brings to the fore years of unfulfilled promises and silent suffering.

This is not the first time FAAN pensioners have had to remind the system of their existence. Looking back, the struggle for fair treatment has been a recurring battle—one that speaks to a broader issue of pension management in Nigeria. The promises made in the past, the agreements signed, and the expectations set have not always translated into tangible benefits for retirees.

The Isaac Balami Foundation is thrilled to announce the official launch of its tuition-free aviation scholarship programs, part of the Isaac Balami Foundation Youth Empowerment Scheme (iYES), which began on February 3, 2025. This initiative is designed to empower 160 qualified Nigerian youths eager to pursue careers in the aviation industry.

The program commenced with orientation activities at Aviatrix Hub, followed by an excursion to 7star Global Hangar, a key funding partner and the vision of the Foundation’s President, Engr. Isaac Balami. Participants also visited the proposed campus of the Isaac Balami University of Aeronautics and Management (IBUAM), where they interacted with various partners and stakeholders involved in the scholarship program.

Throughout the event, speakers encouraged the beneficiaries to seize this scholarship opportunity and focus on their studies to make a positive impact in the aviation sector. Engr.

In a decisive move to strengthen Nigeria’s export framework, the Nigerian Ports Authority (NPA) has mandated the full implementation of the Nigeria Export Proceed (NXP) requirement for all export-bound cargoes. This directive, enforced through its technical partner, Truck Transit Parks Limited (TTP), is set to take effect from February 2025.

The policy is designed to ensure the proper documentation of export transactions and the repatriation of foreign earnings into the country’s financial system. Stakeholders in the maritime and export sectors have been urged to align with the new regulations to prevent disruptions in cargo processing and transportation.

Reflecting on past export challenges, industry experts recall instances where weak enforcement of trade policies led to capital flight and loss of forex inflows. The absence of strict monitoring mechanisms allowed exporters to bypass critical documentation, affecting Nigeria’s ability to track and recover export proceeds.

The Nigerian Meteorological Agency (NiMet) On February 4, 2025 made a decisive call to action by unveiling its 2025 Seasonal Climate Prediction (SCP) in Abuja. Themed "The Role of Early Warnings Towards a Climate-Resilient Aviation Industry for Sustainable Socio-Economic Development," the report highlighted early rainfall events in most parts of the country, reinforcing the urgency for climate preparedness.

Delivering the keynote address, the Minister of Aviation and Aerospace Development, Festus Keyamo SAN, emphasized that NiMet’s climate forecasts are not just academic exercises but vital roadmaps for national planning. “The SCP offers insights into expected weather patterns, equipping various sectors—especially agriculture, disaster management, aviation, and transport—with the foresight needed to mitigate risks and maximize opportunities,” Keyamo noted.

Navigating War Risk Insurance—NIMASA’s Strategic Roadmap to IMO 2025

In the face of escalating global maritime security threats, Nigeria’s shipping industry has consistently grappled with the burden of war risk insurance surcharges imposed on vessels calling at its ports. This additional cost, levied due to perceived security risks in the Gulf of Guinea, has significantly impacted trade, increased freight costs, and placed Nigerian shipping stakeholders at a competitive disadvantage.

At the heart of resolving this challenge stands the Nigerian Maritime Administration and Safety Agency (NIMASA)—a key regulatory agency leading the charge to negotiate a favorable war risk insurance framework at the upcoming International Maritime Organization (IMO) Convention 2025.

Nigeria’s quest for a $1 trillion economy amid the upcoming GDP rebasing has placed the maritime sector at the center of national economic transformation. A key focus has been the modernization of port infrastructure, but a lingering question remains: Who is truly responsible for driving this transformation—NIMASA or the Nigerian Ports Authority (NPA)?

Over the years, both agencies have played crucial roles in the development of Nigeria’s maritime industry, but their mandates differ significantly. The Nigerian Maritime Administration and Safety Agency (NIMASA) is primarily responsible for maritime safety, security, regulatory compliance, and the promotion of shipping development. On the other hand, the Nigerian Ports Authority (NPA) oversees port operations, infrastructure development, and efficiency improvements within the ports.
