REPORT: Questions Surrounding Senator Shehu Buba’s Alleged Links to Bandit Groups
A Facebook post published by Ibrahim Disina on January 22, 2021, raises a number of serious questions concerning the alleged relationship between Senator Shehu Buba Umar and armed Fulani bandit groups operating in northern Nigeria.
According to the post, even Dr. Ahmad Gumi, who became publicly known for meeting and negotiating with bandit groups, allegedly did not have direct access to some of the major groups without the involvement of Shehu Buba. The post describes Buba as a key intermediary who allegedly facilitated Gumi’s access to bandits in different locations.
The post further identifies Shehu Buba Umar, who was then described as a former Chairman of Toro Local Government Area of Bauchi State, as an individual with unusually strong connections to the bandit groups. It questions how a former local-government chairman from Bauchi could allegedly have such extensive access to major bandit groups across the North-West.
The report also raises questions about the source of Buba’s financial resources and the circumstances surrounding his alleged involvement with the groups. These are presented as questions requiring proper investigation rather than established facts.
The Tukur Mamu Comparison
From my perspective, the case of Tukur Mamu raises an important question about consistency in the way alleged intermediaries connected to armed groups are investigated.
Tukur Mamu, a non-Fulani intermediary, was arrested and detained over allegations connected to terrorism-related activities. What I find difficult to understand is why allegations concerning Senator Shehu Buba’s alleged access to and relationship with armed Fulani bandit groups have not, in my view, attracted the same level of scrutiny.
I am not presenting this comparison as proof that Senator Shehu Buba committed any crime. Rather, I believe the circumstances surrounding his alleged access to these groups deserve an independent and transparent investigation.
Political Rise and Future Ambitions
I am also concerned about Senator Shehu Buba’s political trajectory from his position as a former Chairman of Toro Local Government Area to becoming a senator, alongside discussions about possible future political ambitions.
In my view, these developments deserve serious public attention, particularly when considered alongside the allegations concerning his alleged relationships with Fuuulani bandit groups.
I also believe that Buba’s public emphasis on religion should not prevent the public from examining other aspects of his political activities, including allegations concerning Fulani supremacy, Pulaaku, and ethnic mobilisation.
There are also videos and statements that I believe should be examined carefully, including instances where Fulani individuals allegedly made ethnic supremacist statements in Buba’s presence.

There is also a video concerning the mobilisation of Fulani voters in Bauchi in support of Senator Shehu Buba, which I believe should be examined in the context of the wider political discussion around Pulaaku and ethnic mobilisation:

The 2021 Facebook Post
What makes this matter particularly important to me is that these questions were already being raised publicly in January 2021.
The screenshot shows a Facebook post by Ibrahim Disina, dated January 22, 2021, which directly mentioned Dr. Ahmad Gumi and Shehu Buba in connection with visits to bandit locations.
The post included the statement:
> “Dr Gumi: WA’AZI A DOKAR DAJI!! SABON SALO MAI ALBARKA!! DR GUMI, SHEHU BUBA KUN CANCANCI YABO!!”
The accompanying text further alleged that Shehu Buba was the person who facilitated Dr. Ahmad Gumi’s access to the bandits, including visits to locations where the armed groups were present.
That is a serious allegation. And because the allegation was publicly made in 2021, I believe it deserves to be examined against available evidence rather than simply dismissed or ignored.
Questions I Believe Require Independent Investigation
For me, the most important questions are:
1. What exactly was the nature of Shehu Buba’s relationship with these armed groups?
2. How was he allegedly able to obtain access to major bandit groups across different states?
3. When and where did these relationships allegedly begin?
4. What role, if any, did he play in facilitating Ahmad Gumi’s meetings with the bandits?
5. Were Nigerian security agencies aware of these alleged relationships at the time?
6. Were his financial resources and activities ever properly investigated?
7. Were his activities strictly related to peace negotiations, or were there other political, ethnic or personal interests involved?
8. What explains the alleged level of access that a former local-government chairman from Bauchi reportedly had to armed groups operating across the North-West?
These are questions that, in my opinion, should be answered through evidence, financial records, security records, court documents, credible testimony and proper investigation, rather than political arguments or ethnic sentiment.
My Conclusion
I am not claiming that the 2021 Facebook post, by itself, proves criminal liability against Senator Shehu Buba. It does not.
What I am saying is that the allegations are serious enough to warrant questions—especially concerning how an individual who was reportedly a former local-government chairman could allegedly have such extensive access to armed bandit groups and facilitate meetings involving them.
I also believe that no person should be above scrutiny, regardless of whether they are a politician, religious figure, community leader or intermediary.
If Tukur Mamu could face serious investigation over allegations concerning his alleged connections and activities, then I believe any comparable allegations involving other intermediaries should also be examined objectively and according to the same standard.
My position is therefore simple: investigate the allegations, establish the facts, and let the evidence determine responsibility.
The three Facebook videos I have provided above should also be independently verified for their authenticity, date, context and completeness before any definitive conclusion is reached.
