INDEPENDENT CAMPAIGN COUNCIL (ICC)
KATSINA STATE
Our Mission: Inform. Engage. Connect. Empower.
1.0 INTRODUCTION
The Independent Campaign Council (ICC), Katsina State, is a grassroots-oriented platform committed to taking credible information about government policies, programmes, projects and development achievements directly to the people.
Our mission is to bridge the communication gap between government and communities by ensuring that citizens are better informed, actively engaged and able to understand the impact of development initiatives around them.
From urban centres to rural communities, from Local Government Areas to wards and from major towns to hard-to-reach settlements, ICC will promote responsible public awareness, constructive engagement and informed civic participation.
2.0 OUR GRASSROOTS COMMITMENT
ICC believes that development becomes more meaningful when people understand it, see it and feel its impact in their daily lives.
Our commitment is therefore to take development information beyond offices and major towns and into the communities where ordinary citizens live.
We will engage with community leaders, traditional institutions, religious leaders, youth, women, persons with disabilities and other stakeholders to encourage meaningful dialogue and responsible participation.
Our principle is simple: information should reach the people, and the voice of the people should be heard.
3.0 RECOGNISING THE LEADERSHIP OF HIS EXCELLENCY
ICC recognises the leadership and development vision of His Excellency Malam Dikko Umaru Radda, PhD, CON, Executive Governor of Katsina State.
Under his administration, attention has continued to be directed towards programmes and initiatives intended to improve the welfare of citizens and strengthen development across Katsina State.
These efforts span areas such as community development, education, healthcare, infrastructure, agriculture, youth empowerment, economic opportunities, social intervention and grassroots development.
ICC will communicate relevant information about such initiatives responsibly, helping citizens understand government programmes and the opportunities and benefits they are designed to provide.
Our role is not simply to speak about development, but to help communities understand, observe, discuss and provide feedback on development efforts taking place around them.
4.0 DEVELOPMENT THAT REACHES THE GRASSROOTS
Katsina State is home to thousands of communities, settlements and villages. For development to have a lasting impact, it must reach beyond urban centres and extend to communities where basic infrastructure remains a major need.
Electricity is one of those critical needs.
Reliable electricity can support education, small businesses, healthcare, security, communication, community activities and household welfare.
This is why grassroots interventions in electricity and renewable energy deserve recognition and responsible public awareness.
5.0 THE COMMUNITY-FOCUSED EFFORTS OF GM ENGR. MATAWALE MATAZU ABUBAKAR MATAZU
Under the leadership of GM Engr. Matawale Matazu Abubakar Matazu, ICC seeks to strengthen grassroots awareness and community connection across Katsina State.
His community-focused efforts, particularly in the area of rural electrification, reflect the importance of taking practical development interventions to communities that need them most.
Through rural electricity-related initiatives, attention is being directed towards communities requiring support such as solar lighting, transformers and other electricity infrastructure.
These interventions can contribute to safer communities, better learning environments, stronger evening economic activities and improved quality of life.
6.0 SOLAR LIGHTING FOR RURAL COMMUNITIES
Solar lighting provides an important opportunity for communities that face electricity challenges.
Street and community solar lights can improve visibility at night, support movement within communities and contribute to a safer environment.
For traders, artisans, students, families and other residents, access to lighting can also extend productive activities beyond daylight hours.
ICC will therefore promote public awareness about grassroots renewable-energy interventions and their potential contribution to community development.
7.0 SUPPORT FOR TSANGAYA SCHOOLS
Education remains one of the most important foundations of community development.
The provision of solar lighting to Tsangaya schools across communities can help create better conditions for learning, especially in places where access to regular electricity is limited.
For learners, adequate lighting can provide an opportunity to read and study beyond daylight hours.
Such interventions demonstrate an important development principle:
No community should be forgotten, and no learner should be left behind.
8.0 TRANSFORMERS AND ELECTRICITY SUPPORT
Transformers and other electricity infrastructure are essential to communities seeking improved access to electricity.
Where properly installed and supported, such infrastructure can strengthen electricity supply and create opportunities for households, businesses, schools and community institutions.
ICC will continue to highlight the importance of grassroots electricity development as part of the wider conversation about improving living conditions across Katsina State.
9.0 THE ROLE OF ICC
ICC will serve as a platform for:
INFORMATION — Communicating credible information about policies, programmes and development initiatives.
ENGAGEMENT — Listening to communities and encouraging constructive dialogue.
DOCUMENTATION — Highlighting visible development interventions and community experiences.
CONNECTION — Helping bridge communication between communities and relevant institutions.
AWARENESS — Taking development information to people at grassroots level.
PARTICIPATION — Encouraging citizens to participate responsibly in community and public affairs.
10.0 OUR STATEWIDE VISION
ICC envisions a Katsina State where citizens are better informed about development programmes, communities are actively engaged, and positive initiatives are communicated clearly and responsibly.
We believe that when people understand what is being done, why it is being done and how it affects their communities, they become stronger partners in development.
Our goal is to build a culture of information, engagement, accountability, community participation and responsible citizenship.
11.0 OUR MESSAGE TO THE PEOPLE OF KATSINA
We believe that every community matters.
Every ward matters.
Every village matters.
Every family matters.
Every child deserves an opportunity to learn.
Every community deserves access to development.
And every citizen deserves to understand the programmes and initiatives designed to improve their lives.
That is why ICC will continue to take information closer to the grassroots and encourage communities to participate constructively in the development process.
Know the Policies.
See the Projects.
Understand the Impact.
Ask Questions.
Participate.
