There is a procedure to follow in the event of a building collapse and building with visible defects.
The recent demolition isn't in the category of building collapse, the building wasn't about to collapse but it showed signs of defects.
If there were partial collapse then the government will evacuate all occupants and demolish immediately.
In this case the building was supposed to be evacuated with prior notifications then sealed and thorough structural integrity test should be carried out immediately.
The results of the test would then determine whether the building will still be habitable or not.
I strongly feel the exercise must be petitioned to avert future occurrence.
