Today, I officially handed over the affairs of the Borno state Ministry of Justice which marks the end of my tenure as Attorney General and Commissioner for Justice following the directive of His Excellency, Governor Babagana Umara Zulum. This has indeed been a chapter of great honor . Serving in this capacity has been a transformative journey, deepening my understanding of the true essence of public service.

I extend my heartfelt gratitude to His Excellency, Governor Babagana Umara Zulum, for his unwavering trust and the privilege of serving the people of Borno State under his visionary leadership. Your dedication to justice and the reconstruction of our state remains a profound inspiration.

I am also thankful to my cabinet colleagues, the judiciary, our committed staff, and my family and friends. The progress we realized was a collective achievement, forged through collaboration and shared purpose. It has been a privilege to serve.

To the people of Borno State, thank you for your support. You have been the constant reminder of why this work is so vital. It has been my greatest privilege to serve you.

As I move forward, I do so with a great sense of fulfillment. I pray that the Almighty accepts our collective efforts as acts of service, pardons our shortcomings, and continues to guide us all in the pursuit of justice and integrity.

ENGR LAWAN ABBA WAKILBE HANDS OVER MINISTRY AFFAIRS

Following the dissolution of the Borno State Executive Council on Monday, March 30th, 2026, Engr. Lawan Abba Wakilbe formally handed over the affairs of the Ministry of Education, Science, Technology, and Innovation to Permanent Secretary Karu Mustafa.

Wakilbe expressed gratitude to Governor Prof. Babagana Umara Zulum and the people of Borno State for the opportunity to serve. He urged education sector officials to build on their collective achievements.

In a emotional farewell, ministry officials took turns praising Wakilbe's contributions .

The Borno state Attorney General and Commissioner for Justice, Barr. Hauwa Abubakar represent His Excellency, Governor Babagana Umara Zulum in a High-Level IHL Dialogue with the theme “Protection of Civilian Infrastructure in Armed Conflict” where she reaffirmed Borno's commitment on the protection of civilian citing the "Borno Model" as it recognize that true peace is inseparable from justice and the preservation of the essential services that sustain human dignity. Reiterating how the state government's efforts to rebuild schools, hospitals, and homes move from mere construction to strategic imperatives designed to uphold IHL and provide a sustainable pathway from the ravages of conflict to lasting stability and recovery.

The Attorney General noted that discourse on strengthening the protection of civilian infrastructure must move from policy to practice. Where she highlighted some critical steps;

1.We must invest in enhanced intelligence-gathering, as suggested, not just to track the enemy but to map and understand the civilian environment.
2. We must adopt robust target development procedures that place critical civilian infrastructure on "no-strike lists" as a default.
3. We must invest in the capacity of our security forces, not just with weapons, but with the training and legal understanding to apply the principles of distinction and proportionality in complex urban environments.

On behalf of the Borno State Government, Barr. Hauwa reaffirmed the state's readiness to partner with the Federal Government, the NCIHLIN, and our international partners like the ICRC and the ICC in this noble endeavour, and the state's willingness to share experiences (both the successes and the painful lessons learned) to contribute to the development of best practices for protecting civilians in armed conflict.
