THE VERY NEXT MORNING

Prof. Sebastine Hon, SAN

Last week, I wrote to the Chief of Defence Staff, the Inspector-General of Police and the Director-General, Department of State Security Services (DSS) about the fast deteriorating security situation in my State, Benue. Today, the papers are awash with news that the Chief of Army Staff has personally relocated to Benue. I count it as victory for the whole State. In that letter, I indicted the security agencies. Then, I was not, in the opinion of my traducers, nursing political grudges or ambitions, depending on which side of the coin my attackers would look at.

Fast forward to yesterday, the 2nd of June, 2025. Worried that the security top brass had neither replied/called me nor taken any visible steps in redressing or tackling the security challenges in the State (you will all agree that the killing spree was even stepped up recently), I abandoned all I was doing and wrote a strong-worded letter to Mr. President. Hell was immediately let loose from the Governor's camp. Tirades, insults, accusations and personal attacks were released willy-nilly. They soon forgot that they were the same people who praised me to high heavens when I publicly attacked the Ranching Bill proposed by Senator Titus Zam! They don't care to know that I am always for the truth. I WILL EVER BE!

One exciting news about my letter of yesterday was that, after it had gone viral, the Governor issued a statement on his personal social media handle that he had directed security reinforcement at the affected areas. Naysayers will insist that this directive had nothing to do with my letter. I demure. If the "emergency security meeting" had taken place in the morning of yesterday, what delayed its reportage until my letter to the President had gone viral - if I still understand the meaning of "emergency"? Again, congratulations to my Benue compatriots, hoping this Executive directive will be effective and effectual.

For the avoidance of any doubt, I did not call for Governor Alia's removal from office. I simply called for a declaration of "military emergency." That was why I cited US examples of similar proclamations and even stated in my letter that the President should borrow a leaf from there. I also suggested changes in the military hierarchy on ground in Benue. A dispassionate analysis of the letter makes this reasoning very clear without much ado. The fact that I drew examples from Nigeria, including the recent declaration in Rivers State, was only meant to provide what I even classified in the letter as "historical and empirical" support for my call to Mr. President to declare a state of military emergency in Benue.

Yes, I severely criticised Governor Alia in that letter for his improper handling of security in the State. I FIRMLY STAND ON THAT CRITICISM! Even my accusers know the truth but won't say it!

I have no single regret standing with Governor Ortom. The last three years of his administration saw over 75% of Benue farmers back to their farmlands and at least 80% of our enemies driven out of Benue State. On the issue of his inability to pay salaries, I was recently in a gathering where the present Governor, former Governors Suswam, Ortom, former Military Governor, General Atom Kpera, the two Tiv speaking Senators and other prominent sons of Tiv were. Chief Michael AondoAkaa, SAN told the whole gathering how Ortom rejected over N70 Billion bribe to settle salaries, in exchange for surrendering Benue land. Let any of these persons, including the Governor, deny this. Be also informed that before Buhari left office, the Federal Government and at least 28 States in Nigeria were owing salaries. While the other State Governors were allowed to borrow and settle their respective salary arrears, Ortom was blocked for obvious reasons!

Finally, I counsel all of us to sit back and reflect on the challenges facing us as a people. Criticism of the Governor, in the light of patent (not latent) and obvious/clear (not apparent) lapses on his side should not be interpreted as personal or political vendetta. Public office is a social contract where a certain minimum threshold performance is expected from leaders. Performing below this standard in any critical area should attract inquisition from the ruled. At my age and standing in life, I cannot keep quiet in the face of existential challenges staring me right in the face. Be accordingly advised, please.

Mr. Governor and Chief of Army Staff, the Benue people are still awaiting your new resolve to tackle this humongous challenge facing them. I will personally not waver in adversely commenting if I still notice lapses in that regard. Be informed of this beforehand.

Bye and God bless us all.

FOR SOME THE NEWS OF KILLINGS IN BENUE MOST PRECISELY GWER-WEST & GUMA IS ONLY A MIRAGE BECAUSE IT IS NOT THEIR MOTHERS,...
03/06/2025

FOR SOME THE NEWS OF KILLINGS IN BENUE MOST PRECISELY GWER-WEST & GUMA IS ONLY A MIRAGE BECAUSE IT IS NOT THEIR MOTHERS, FATHERS, BROTHERS & SISTERS WHO ARE KILLED. There is an adage that when you see the dead body of someone you are not related to, it feels like normal fire-wood. Until its your biological relative then it dawns on you that what you saw was not mere fire-wood but there was a human body inside the casket.

What i have discovered is that, alot of us in Benue are not realistic with ourselves. Even when things have gone this bad we are still singing eulogies of vain achievements. Post about the killings in Benue and some ambitious youths will swiftly run to contract it immediately making it look less serious. Some of these boys have never left the semi-comfort of Makurdi, Abuja, Lagos and other big cities they claim to be for their villages. So the narrative is new for them.

Dear friends, there is one thing you can't make mockery of and that's "Death." It will be follishness to come to my coffin and mock me that i have died as though you yourself will not die one day. Its foolishness to mock the Benue People because they are been killed. Its foolishness to mock the Tiv people because they are been killed. Its foolishness to mock the people of Gwer-west because they are been killed; as though you are very safe where you are sitting to drink beer. Death will certainly come to everyone both the killers and the killed, both conspiraters and victims, both the elite and the masses, both those who use people's lives to play politics and those who collect "inghato" to betray their Brothers & Sisters.

Lastly "Ka sorun ku ga!". You cannot treat death. Once it comes, it comes- there is no remedy and that's simple. And the value of one human life is nothing compared to all the dollars in the world. Why wait for human beings to die before bringing solution? Put yourself in the shoes of children who have been orphaned by this insurgency, look at the trauma of the widows who were sexually assaulted by these terrorists and thereafter their husbands and loved ones were killed before their very eyes. How about the numerous who are in a state of devastation in unequipped hospital as consequence of the attacks? NO BLOOD OF ANY NIGERIAN SHOULD EQUAL THE POLITICAL AMBITION OF ANY POLITICIAN. FOR ME ITS EQUIVALENT TO RITUAL KILLINGS.

VALLEY OF THE SHADOW OF DEATH.

Prof. Terhemba Shija

A spectre of death now hovers over us. We are living in the shadow of of the valley of death. Benue is overwhelmed by the clatter of gunshots, the xylophones of death. It is so loud, so real, so surreal, and so palpable, yet it appears like some people like any piece of regular political discourse. The fulani herdsmen invasion is still being treated with levity.
Time was when we had a governor that spoke so loudly about fulani herdsmen attacks. Gov Ortom was unjustly derided as being alarmist. The new governor has a different approach. His policies of security or insecurity being conducted secrecy anonymity now appears senseless in the face of brazen attacks. Gov Alia should by now acknowledge his flaux pas and publicly announce the commencement of the implementation of the 2017 Anti-open grazing prohibition law.
Fulani herdsmen attacks are now boldfaced, more brutal, more unforgiving and sustained. These are not mere skirmishes. There's nothing like relative peace anymore. Peace has been completely banished in Benue.
Just while one could be tempted to describe this as a situation of war, one discovers the absence of the other army in war situation. There are no reprisals from the Benue people. Sheer anarchy has been let loose in Benue as about 20 out of twenty-three local governments are under regular herdsmen terror.
The fulanis have no settler territories to be attacked. The war is theirs to fight and win and get the feeling of superior citizens. Theirs is an organised side with a standing army or even a more sophisticated band of mercenaries at their beck and call. Their battle cry comes in the dead of night like the knell of carnivorous guerrillas. It also comes in the afternoon under the watch of the ancient sun like bugle of a normal conventional war..
The war in the last three weeks has concentrated heavily in the three local governments of Gwer-West, Makurdi and Gwer East, a stark reminder that the seat of government is at their mercy. We have seen countless incidences where terror group overpower military formations and take over their premises.
The threat is as palpable in its ferocity as it is also symbolic in its ex*****on. It defies whatever sanctity we ever attached to the institution of government at the sub-national. Infact, the invaders seem to be responding to political rhetoric in the state. They seem to listening and enjoying the disagreements, vulnerabilities, and incapacity of their victims to respond, having been caught in the web of self-deprecation. They appear amused by the ambivalence of the Benue leadership which is either unable or unwilling to raise alarm about the genocide.
The people are trapped, They have no choice but to fight back gallantly to defend themselves. At this level of the massacre, what on earth could prevent the Governor and the SGF to jointly summon all Benue indigenes of high standing at home and abroad to protest to the President of Nigeria, a mass delegation in sancloth at the villa inAbuja? What else could be dominating discussions among civil rights activists, ASUU, NBA, NLC, student union bodies, tribal associations, women organisations and the likes of Benue more than mass rallies in Benue and Abuja? What public gatherings could be more suitable for the situation in Benue now than for the sake of mass burials or sensitization of youths to protect their land?

The fulani herdsmen struck their most fatal blow yet on the very day the two weeks ultimatum given to them by the Tiv and Idoma traditional leaders to leave the Benue expired. They struck with impunity, knowing fully well that Nigerian politicians or traditional leaders talk much but act little.
Latest reports from Apa and Gwer West local governments show that scores of people including women and children were been gruesomely murdered or maimed or r***d. The Benue floods again with sorrows, tears and blood not with rain and water. IDP camps are brimming over with feeble inmates; many new ones are also springing up in places hitherto ascribed with relative peace.
The regular attacks on the Benue people come in a programmatic pattern. They come at the beginning of cropping seasons ostensibly to disrupt food production in the Benue valley or at times close to either elections or census to obfuscate the political participation and stability of the people.
Our people do endlessly cry about economic stagnation and political marginalization while the rest of country moves ahead with development. This last massacre of Benue people in Apa and Gwer West must however not be swept into oblivion. The Government of Benue State must speak up. It's not enough for the governor to regularly announce to us the number of q killed or injured as if we don't listen to the news ourselves. He must lead the way. He needs to come out of this docility to do something more drastic and deliberate. He needs to mourn the dead, declare a day of mourning, give them a befitting mass burial to be broadcast on international media to awaken the sleeping world. No region of the world passively receives such ethnic cleansing without a whimper.

Nobody expects us to cry so nicely to the Nigerian leadership for the sake of political correctness. Nobody expects us to shy away from addressing tens of press conferences and rallies everyday to plead our case before the world. And of course, nobody else is expected to tell our story more convincingly than our poor selves.
Most importantly, let us aspire to remain true sons and daughters of our fathers that fought hard to wade off intruders on our land. Let us not helplessly surrender to the barbarians who want to turn the Benue valley from being the food basket to the valley of death.
Let us be comforted by the words of the Psalmist that " though we pass through the valley of the shadow of death, we shall fear no evil" Let us be resolute and united at this most trying times of our lives in Benue state.

Benue killings: Prof. Sebastine Hon , SAN writes President Tinubu
2ND JUNE, 2025

HE DIST. SEN. BOLA AHMED TINUBU, GCFR
PRESIDENT OF NIGERIA AND COMMANDER-IN-CHIEF
NIGERIAN ARMED FORCES
THE PRESIDENCY
A*O ROCK
ABUJA.

Your Excellency, Sir.

PETITION TO DECLARE A STATE OF MILITARY EMERGENCY IN BENUE STATE

I most deeply salute my dear President on the giant strides of his administration to make Nigeria great again. I particularly appreciate the improvement in the security situation in Zamfara, Sokoto, Kaduna, Kano, Niger, et cetera, which I have found out is the outcome of Mr. President’s collaborative efforts with the State Governors of those States.
The security situation in my State, however, is VERY FAST slipping out of hand. I have every reason to believe that, while Mr. President may have had the same disposition that led to improved security in the above-mentioned States, the Benue State Governor, Hyacinth Alia, and the military high command are seemingly not interested in achieving a similar feat in my home State, Benue. I state this with all the boldness in my veins, Mr. President.
I had previously publicly criticised the State Governor on this; and I hereby reaffirm what I said. Attached here is my Facebook (X) critique of his shocking endorsement of the daily murders in Benue State. Rather than address the issues raised, my Governor pushed his officials and social media sympathisers to launch attacks on my person.

Still worried, I personally wrote a joint letter to the Chief of Defence Staff, the Inspector-General of Police and the Director-General of State Security Services, detailing the failings of the military and paramilitary operations in the State. Shorn of its Annexures, a copy of the said letter is also hereto attached. Till date, nothing has been done, as is clearly evident from recent ugly happenings in the State, about the situation.
Two major reasons have made me to take this bold step of writing to Mr. President, namely:
(a) The fact that the Benue State Governor, Hyacinth Alia, keeps labelling the massive killings going on in Benue State as mere “skirmishes” and therefore justifying his unwillingness to address the matter! Few most recent examples (without overloading Mr. President who is ever busy with countless previous examples) shall suffice here:
(i) On May 29, 2025, Agan Community, right in Makurdi city, the State Capital, was attacked in broad daylight. Today marks four (4) days since then, and our dear Governor has not deemed it fit to issue a statement consoling the victims, not to talk of visiting the bereaved families/scene of attack. Indeed, he was dancing around on podiums in celebration of his two years in office on that same day – hours after the social media was agog with gory pictures and videos of the dead and the wounded!
(ii) On June 1, 2025, Naka, the Gwer West Local Government Headquarters and Edikwu-Ankpali, Community in Apa Local Area of Benue State, came under deadly attacks, resulting to several fatalities. Till this moment, the State Government has not deemed it necessary to issue any statement of concern, let alone condemnation. Rather, the Governor released a social media statement on his official handle several hours after news of the murderous attacks was already on air, pontificating about his attendance at the funeral of HRH Jam Gbinde in Konshisha Local Government Area. I attach the release from his social media handle here for your kind perusal, Sir. The most annoying was that his thugs later that same day assembled in Government House and were chanting “No Alia, No Benue” – a fact that is undeniable because it is all over the social media!
(iii) In reaction to every criticism of his lackluster performance on security issues or even suggestions on the way forward, the Governor’s social media goons roar like wounded lions, accusing the victims, sympathisers and commentators of “playing politics with human lives.” I have never seen a situation more annoying and appalling like this, Mr. President!
(iv) In the near recent time, the Senate President, Godswill Akpabio, decried, in plenary (reported by the national media), the attitude of the Governor, who kept quiet after over 50 of his subjects were killed!
(b) The fact that the military commanders in Benue State seem to have all taken sides with the murderers. Too many examples abound; but kindly take note of the following:
(i) Agan Community in the North Bank area of Makurdi Metropolis was, as stated above, attacked on May 29, 2025 in broad daylight by the terrorists. Even though there is a military barracks in the same North Bank, no soldier was deployed to arrest the situation.
(ii) On May 24, 2025, Rev. Fr. Solomon Atongo was attacked on his way from Makurdi to Naka, the Headquarters of Gwer-East LGA. The scene was just about 500 meters from a military checkpoint; but none of the soldiers at the checkpoint came to his rescue until the attackers left him for dead. He is lucky to be alive today.

(iii) There are several online allegations of the complicity of the military in the attacks. Only on May 31, 2025, Catholic Priests directly accused the military of complicity and further informed the whole world how the Church has lost priests and laity and has closed over 15 parishes in Benue State. Kindly see a report on this by The Punch Newspaper, attached hereto, Sir.
(iv) The attackers always come in the numbers on motorcycles. Meanwhile, there are several military checkpoints along the roads! Where and how, if I may ask, do those murderers pass to the points of attack and back to their newly-acquired ‘bases’?
(v) In most cases, the social media is always agog with mass movement of those armed invaders. Even if there is intelligence failure (which is hereby flatly denied), those social media alerts have so far proved to be credible and reliable – because those heinous attacks take place in the directions/area the reports had mentioned!
(vi) In other flashpoints in Nigeria where insecurity has not even reached this level and dimension, the military has deployed drones and fighter jets/helicopters. Every Nigerian has seen the results so far; but I wonder why this same gesture is not extended to Benue State.
From the above abridged narration of the unfortunate developments in Benue State, it is MOST IMPERATIVE that a state of military emergency be declared by Mr. President in the State, pursuant to the provisions, as you very well know, Sir, of section 305 of the 1999 Constitution (as amended). Both historical and empirical factors support this; and I hereby adumbrate them.
1. On October 1, 1962 the first Republican Government of Tafawa Balewa declared a state of emergency in the Western Region of Nigeria, due to the seemingly ceaseless fatal crisis that rocked that Region, arising from the outcome of the 1962 census exercise.
2. On May 18, 2004, President Olusegun Obasanjo declared a state of emergency in Plateau State, following the loss of over 2000 lives, due to sectarian crisis between Muslims and Christians.
3. On October 19, 2006, President Obasanjo, in a national broadcast, declared a state of emergency in Ekiti State, due to widespread political violence there.
4. On December 31, 2011, President Goodluck Jonathan declared a state of emergency in some Local Government Areas in Borno and Plateau State, to stop the spiraling sectarian violence therein.
5. In a nationwide broadcast on Tuesday, May 14, 2013, President Goodluck Jonathan declared a state of military emergency in Borno, Adamawa and Yobe.
6. On March 18, 2025, Mr. President declared a state of emergency in Rivers State, due to brewing and real time security challenges in that State. The magnitude of such challenges in Benue State is much higher.
Mr. President, Sir, the Nigerian Constitution is modelled after the USA Constitution. Both countries are operating federal Constitutions and the presidential system of government. Examples of declarations of state of emergency by successive US Presidents may be of assistance here. Kindly note that, as at the end of April, 2025, ninety (90) emergencies had been declared in US history, out of which 41 have expired. Nonetheless, most of those Proclamations substantially achieved their goals. Some of the military declarations of emergency (which are the ones relevant here) include the following:

1. Proclamation 2352, by President Franklin Roosevelt on September 8, 1939 – to enforce neutrality in the strengthening of the national defence within the limits of peace-time authorisations.
2. Proclamation 2487, by President Franklin Roosevelt on May 27, 1941, which was a declaration of unlimited national emergency, to stem threats from N**i Germany.
3. Proclamation 2914, by President Harry S. Truman on December 16, 1950, which declared that the US’ military, naval, air and civilian defenses should be used to fight communism as part of the Korean war.
4. Proclamation 7463, by President George Bush on September 14, 2001, following the September 11 attacks – which covered a wide range of declarations empowering the President to take serious steps to stem and control similar attacks.
5. Proclamation 10886, by President Donald Trump on January 20, 2025, which ordered the Secretary of Defence to redirect as many military units as needed, to aid the Secretary of Homeland Security in achieving full control of the US southern border, and to take all legal measures to deny physical entry into the US of illegal immigrants. President Trump stated in the Proclamation, inter alia, as follows:
America’s sovereignty is under attack. Our southern border is overrun by cartels, criminal gangs, known terrorists, human traffickers, smugglers, unvetted military-age males from foreign adversaries, and illicit narcotics that harm Americans, including America. This invasion has caused widespread chaos and suffering in our country over the last 4 years. It has led to the horrific and inexcusable murders of many innocent American citizens, including women and children…. Foreign criminal gangs and cartels have begun seizing control of parts of cities, attacking our most vulnerable citizens and terrorizing Americans beyond the control of the local law enforcement. Cartels control vast territories just south of our southern border, effectively controlling who can and cannot travel to the United States from Mexico…. This assault on the American people and the integrity of America’s sovereign borders represents a grave threat to our Nation.
Mr. President, Sir, the above excerpted contents of President Trump’s Emergency Proclamation 10886 represent what is currently happening in Benue State and even beyond. The sovereignty of Nigeria is under very serious risk! No situation is more fitting to declare a military state of emergency in Benue State! The time for you to act is now, Sir!
I conclude by urging Mr. President to order a removal and replacement of all the military commanders in Benue State. If possible, even the ground troops should also be replaced. The way and manner they are operating in the State is clearly unsatisfactory. All other terms of any such declaration or proclamation lie with my respected President.
God bless the father of the Nigerian Nation, even as I expect with all sense of humility yet strong responsibility that Mr. President will act on this letter WITH UTMOST DESPATCH.
Yours faithfully,

PROF. SEBASTINE T. HON, SAN, FCIArb., DSSRS
