A human rights lawyer, Abubakar Marshal, has filed a petition to the Attorney-General of the Federation, Lateef Fagbemi, accusing the Anambra State Government-backed Agunechemba militia of systematic religious persecution, torture, extortion, and unlawful detention of native doctors.
The petition centers on Ezenagu John Paul Ikechukwu (Mmụọ Mmiri), a registered traditional/native doctor who was arrested from his Nnewi residence on March 10, 2026.
According to the petition, armed militia operatives stormed his home at 10 p.m., tied his hands, brutalized him, and transported him and his brother in a vehicle trunk.
While in custody, Ikechukwu reportedly suffered severe torture, including bodily injuries with bleeding from the mouth, ears, and buttocks. Despite the extraction of several million naira in extortion, the militia has not released him, and his health is deteriorating. Supporting evidence includes photographs, videos, medical reports, and financial records.
The Anambra State Government has justified its actions. On March 13, 2026, the Special Adviser on Community Security paraded Ikechukwu on allegations of ritual practices, including luring youths with promises of wealth and instructing them to perform rituals involving a stream and a crocodile.
Marshal argues that the state’s actions violate constitutional protections. He cites Section 10 of the 1999 Constitution (prohibiting state religion), Section 38 (freedom of thought, conscience, and religion), and Section 42 (prohibition of discrimination based on religion). He also references the Anti-Torture Act 2017, which criminalizes torture with up to 25 years’ imprisonment, and the court case Abdulkareem vs Lagos State Government (2016) affirming religious expression rights.
The petition urges the AGF to: investigate the alleged torture, extortion, and attempted murder; prosecute culpable militia officials; secure Ikechukwu’s immediate release for medical treatment; return extorted funds an
