In a strategic push to deepen peacebuilding efforts in the Niger Delta, the Administrator of the Presidential Amnesty Programme (PAP), Chief Dr. Dennis Brutu Otuaro, yesterday presented certificates of participation to first-phase stakeholders who successfully completed a three-day intensive training on leadership, alternative dispute resolution, and mediation.

The landmark training programme, which was held in partnership with the Nigerian Army Resource Centre (NARC), Asokoro, Abuja, brought together key ex-agitators and community influencers from across the Niger Delta. The initiative was designed to empower participants with practical tools to mediate conflict and foster sustainable peace in their respective communities.

Speaking during the official closing ceremony, Dr. Otuaro charged participants to become ambassadors of peace and agents of stability, leveraging the knowledge acquired to positively influence the socio-political and security landscape of the Niger Delta and Nigeria at large.

“You have been equipped with essential leadership and mediation skills. Use them to bridge divides, de-escalate tensions, and uphold the peace we all work so hard to build. The Niger Delta must be a beacon of hope, not a theatre of conflict,” he stated.

Participants lauded the training as impactful and transformative, noting that it not only broadened their understanding of dispute resolution but also deepened their commitment to regional development.

The programme is part of the Presidential Amnesty Office’s renewed strategy under Dr. Otuaro’s leadership to strengthen the peace process through capacity building, reconciliation, and dialogue.

Arogbo-Ijaws to NASS: Create Toru-Ebe State to Correct Historical Injustice

The Arogbo-Ijaw people of Ondo State have once again pressed for the creation of Toru-Ebe State, citing decades of ethnic fragmentation, political exclusion, and systemic neglect across Nigeria’s federal structure.

Their renewed call came during a public hearing of the House of Representatives Committee on the Review of the 1999 Constitution held in Akure on Friday, where a delegation from the Arogbo-Ijaw community presented a strongly worded memorandum.

Speaking on behalf of the delegation, Chief Francis Williams, a respected community leader, said the Ijaw ethnic nationality; spread across Delta, Edo, and Ondo States; has long been marginalised due to decisions made during colonial rule and afterward, which split the Ijaw population into minority fragments in multiple states.

“Our demand is anchored on fairness, justice, and equity. The Ijaw people are the fourth-largest ethnic nationality in Nigeria, yet we have been politically orphaned by the structure of the Nigerian state,” Chief Williams stated.

He noted that colonial and post-independence boundary adjustments divided the Ijaw people between the Eastern and Western regions, leaving them permanently as minorities with little say in state affairs.

The proposed Toru-Ebe State, according to the delegation, would serve as a unifying homeland for Ijaws in the western Niger Delta and offer long-overdue political representation, development, and cultural preservation.

“We are an indigenous people with an unbroken ancestral presence in the Niger Delta for over 8,000 years. Yet today, we are without a state we can call our own. That is a deep injustice,” Williams said.
The Arogbo-Ijaw leaders cited past efforts dating as far back as the Patani Conference in 1991 and the Kaiama Declaration in 1993, both of which underscored the need for homogenous Ijaw states. Despite repeated appeals, they say, the federal structure has remained indifferent.

Referencing international instruments, including the United Nations Declaration on the Rights of Indigenous Peoples and the African Charter on Human and Peoples’ Rights, Williams argued that the Ijaw people are constitutionally and morally entitled to self-governance.

“We invoke these global declarations, to which Nigeria is a signatory. The Ijaw people are entitled to manage their lands, culture, resources, and political future without systemic exclusion,” he said.
He further referenced statements made by national icons like Chief Rotimi Williams, who once warned against dividing ethnic groups into political minorities, and Dr. Nnamdi Azikiwe, who championed cohesive state formations to enable self-determination.

“It is immoral to split one ethnic group into two,” Williams echoed.

Although the creation of Bayelsa State in 1996 marked a significant milestone for Ijaws in the eastern Delta, the delegation argued that Ijaws in Ondo and Edo remain politically stranded and developmentally neglected.

The Arogbo-Ijaw people concluded their submission with a passionate appeal to the National Assembly to correct the longstanding injustice.

“As the constitutional review continues, we call on the Nigerian legislature to act with courage and historical responsibility. Our heroes of the past stood for unity, fairness, and indigenous autonomy. We ask the same today. We rest our case and pray for justice,” Chief Williams said.

The demand for Toru-Ebe State is expected to generate further national discourse as conversations around restructuring and true federalism intensify ahead of the next constitutional amendment.

Otuaro: Continued Support for Tinubu Beyond 2027 Will Deepen Peace, Drive Development in Niger Delta

The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, has reiterated that continued support for President Bola Ahmed Tinubu is essential to sustaining peace, security, and development in the Niger Delta region.

Otuaro made the remarks on Wednesday in Abuja during the opening of a three-day strategic workshop on leadership, alternative dispute resolution, and mediation. The capacity-building session was organized by the PAP in collaboration with the Nigerian Army Resource Centre for key stakeholders of the programme.

Addressing the gathering, Dr. Otuaro emphasized the need to consolidate the relative peace in the Niger Delta, urging traditional rulers, ex-agitators, youth leaders, and other participants to remain steadfast in supporting President Tinubu’s Renewed Hope Agenda.

“The objectives of this initiative clearly align with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR. His unwavering commitment to peace, security, and socio-economic development in the Niger Delta and across the nation deserves our support,” Otuaro said.

He noted that since assuming office, President Tinubu has shown sincerity and inclusiveness in his approach to regional affairs, distancing himself from leaders who make empty promises for political gain.

Highlighting achievements under his leadership over the past year, Dr. Otuaro pointed to the expansion of the PAP scholarship scheme, increased vocational training opportunities, and deeper stakeholder engagement as key indicators of progress. He also acknowledged the President’s recent approval for the establishment of a Rehabilitation Unit within the programme; a previously missing but critical component aimed at supporting ex-agitators in reintegration and psychosocial recovery.

“I am deeply grateful to President Tinubu for his support, especially for the gracious approval to set up a Rehabilitation Unit within the PAP. This development will help address long-standing gaps in the programme,” he added.

He equally praised the Office of the National Security Adviser (ONSA), led by Mallam Nuhu Ribadu, for providing strategic guidance and oversight that have led to recorded gains in PAP’s operational delivery.

In a remark to the press, Mr. Igoniko Oduma, Special Assistant on Media to the PAP Administrator, emphasized the significance of the training. “This strategic workshop is not just a routine gathering. It’s a deliberate effort to empower our stakeholders to resolve disputes peacefully and champion development-driven leadership across their communities.”

Dr. Otuaro encouraged participants to take the workshop seriously and use the lessons learned to play more effective roles in the peace-building process.

“This platform is tailored to sharpen your leadership capacities and strengthen your conflict resolution skills so that you may play active roles in sustaining peace and promoting growth within your communities,” he said.

He concluded by affirming that unwavering support for President Tinubu, especially as 2027 approaches, remains vital in deepening federal engagement and unlocking sustainable development in the oil-producing region.

The workshop continues through the week, drawing together a diverse group of community representatives and PAP stakeholders committed to building a resilient, peaceful Niger Delta.
