A Question Of Integrity: Engr. Farouk Ahmed Responds

Statement by the Chief Executive Officer, Nigerian Midstream and Downstream Petroleum Regulatory Authority.

Recent allegations regarding the financing of my children's education have necessitated this response—not because I fear scrutiny of my finances, which I welcome, but because the timing and nature of these claims demand context that only three decades of public service can provide.

Since 1991, I have dedicated my professional life to Nigeria's petroleum sector, rising through merit and competence from a junior engineer in the Department of Petroleum Resources to my current position as Chief Executive of the NMDPRA.

This journey,spanning many administrations, economic cycles, and countless regulatory challenges,has been guided by a single unwavering principle:

The national interest of Nigeria transcends all personal considerations.

A Career Built on Technical Excellence

My entry into petroleum administration came through Nigeria's competitive civil service examination, not political patronage.

I spent my formative years in the technical divisions,crude oil marketing, gas supply monitoring, and downstream operations

These are divisions ,where decisions are measured not by political expediency but by engineering precision and market realities.

By 2012, I had risen to General Manager of the Crude Oil Marketing Division, overseeing Nigeria's most critical revenue stream during a period of unprecedented global oil price volatility.

Those years taught me that regulatory integrity is not merely about following rules, but about understanding that every decision affects millions of Nigerians who depend on affordable, reliable energy.

When I became Deputy Director in 2015, inheriting responsibility for downstream regulation amid fuel scarcity and pricing controversies, I learned that principled positions often create powerful opponents.

My appointment as NMDPRA Chief Executive in 2021 came with a clear mandate: implement the Petroleum Industry Act's reforms with transparency and without favor.

I accepted this responsibility understanding its implications.

Reforming a sector characterized by decades of opacity, preferential licensing, and regulatory capture would necessarily antagonize entities whose business models depended on that very opacity.

The Education Question: Facts Over Innuendo

The allegation that I spent $5 million on my children's Swiss secondary education is presented as evidence of corruption inconsistent with my official income.

This requires factual correction.

Three of my four children received substantial merit-based scholarships ranging from 40% to 65% of tuition costs,verifiable information are available to any authorized investigation.

My late father, a Northern Nigerian businessman who established education trust funds for his grandchildren before his 2018 passing, provided additional support consistent with our cultural traditions of collective family investment in education.

When scholarships, family contributions, and my own savings accumulated over three decades are properly accounted for, my personal financial obligation was entirely consistent with someone of my professional standing and length of service.

My annual compensation as NMDPRA CEO,approximately ₦48 million including all allowances,is publicly available in our audited reports.

Combined with legitimate savings from decades of federal employment, cooperative investments available to all civil servants, and family resources, funding my children's education required neither corruption nor living beyond my means.

I have submitted detailed asset declarations to the Code of Conduct Bureau every year since entering public service. Every income source, investment, and significant expenditure is documented and available for scrutiny.

I hereby publicly authorize all educational institutions my children have attended to disclose financial records to authorized Nigerian government investigators, confident that such disclosure will reveal the substantial gap between allegation and reality.

As well it most be noted that schools abroad do not accepts fees that are not legitimately earned ,this is why in the Nigerian social media parlance,they call it saner climes.

Regulatory Independence and Its Discontents

These allegations resurface precisely when NMDPRA has enforced quality standards revealing substandard petroleum products in the market, implemented stricter licensing requirements, and insisted on transparent pricing mechanisms that eliminate opacity benefiting certain market players. This timing is not coincidental.

The characterization of NMDPRA's Q1 2026 import licensing approvals as "economic sabotage" fundamentally misunderstands our statutory mandate.

Section 7 of the Petroleum Industry Act obligates us to ensure supply security and prevent scarcity. Granting import licenses when domestic supply proves insufficient is not sabotage,it is our legal duty.

A single-source supply model, regardless of ownership, creates dangerous vulnerabilities that no responsible regulator can ignore.

Since 2021, NMDPRA has published detailed monthly supply reports, established public data portals showing licensing and pricing information, and submitted to rigorous audits by international firms.

We have reduced fuel queues through improved supply chain management, implemented depot-to-station tracking to eliminate diversion, and enforced quality standards uniformly without favor or discrimination. These reforms have naturally created friction with entities whose business models depended on regulatory opacity and preferential treatment.

I make no apology for prioritizing Nigeria's interests over individual commercial preferences.

This is precisely what regulatory independence requires and what my oath of office demands.

An Invitation to Investigation

I formally and publicly request the Code of Conduct Bureau to conduct comprehensive review of all my asset declarations since 1991, the Economic and Financial Crimes Commission to examine all my financial transactions and sources of income, and the National Assembly to exercise its oversight function regarding any allegations of regulatory compromise during my tenure.

I will cooperate fully, provide all documentation, and answer all questions under oath if required. My only stipulation is that investigations be genuine, professional, and free from predetermined conclusions driven by commercial interests seeking regulatory favor.

The Price of Principle

I did not pursue this office for personal enrichment. I accepted this responsibility because after three decades in Nigeria's petroleum sector, I believed I understood both its potential and its pathologies well enough to contribute meaningfully to necessary reforms.

Those reforms,transparency in licensing, quality assurance, supply chain integrity, regulatory independence—have created winners and losers. Entities that previously benefited from opacity naturally resist change.

I understand this dynamic.

What I cannot accept is the weaponization of my family's privacy and the distortion of facts to serve commercial agendas.

If the price of regulatory independence is personal attacks and manufactured scandals, I accept that price.

I will not be intimidated into abandoning statutory duties or granting preferential treatment to any entity, regardless of their economic power or media reach.

Conclusion

Three decades of service to Nigeria's petroleum sector have taught me that integrity is tested not in comfortable moments but when powerful interests demand compromise. These allegations represent such a test.

My response is simple: investigate thoroughly, examine every claim, scrutinize every transaction. My record both financial and professional will withstand any legitimate inquiry.

The reforms we have implemented at NMDPRA serve Nigeria's long-term interests even when they create short-term friction with powerful stakeholders. I remain committed to this mandate, confident that history will vindicate principled regulation over expedient accommodation.

The Operatives of the Anambra State Commissioner of Police (CP) Special Patrol, at about 5:00 p.m. today 16th December 2025, during an offensive security operation in Abagana, recovered one pump-action rifle, one locally fabricated single-barreled rifle, one ash Toyota highlander with reg nos: UWN 680 PE, suspected stolen cash amounting to Six Hundred and Thirty-Six Thousand, Seven Hundred Naira (₦636,700.00), and other incriminating items.

The recovery followed the abandonment of an operational vehicle by fleeing suspects after it was involved in an accident during a hot pursuit by the operatives.

Nicki Minaj Speaks Out Again On killings In Nigeria, Calls For Protection Of Christians

American rapper, Nicki Minaj, has once again raised concerns about ongoing violence in Nigeria, urging an end to the killings and calling for the freedom and protection of Christians in the country.

The award-winning artiste, whose real name is Onika Maraj-Petty, made the appeal in a post shared on X on Friday.

Using a faith-based message, Minaj expressed alarm over the security situation and what she described as the targeting of Christians.

“On Christ the solid rock I stand. All other grounds are sinking sand,” she wrote, before adding emphatically, “FREE THE CHRISTIANS IN NIGERIA!!!!!!!!!! STOP THIS NOW!!!!!!!!!!!!!!”

Her post quickly went viral, sparking renewed debate online about insecurity, religious freedom, and violence in Nigeria.

The latest comments follow Minaj’s earlier remarks in November at a United Nations–related briefing focused on global religious freedom and violence against Christians in Nigeria.

At the event, U.S. official Michael Waltz described the killings as deliberate and systematic, calling them “genocide disguised as chaos.”

He said communities in Nigeria’s Middle Belt and northern regions have suffered repeated attacks, with churches destroyed, pastors killed, and families displaced because of their Christian faith.

Waltz also linked the violence to abductions, citing a recent incident in which schoolgirls were kidnapped.

Quoting figures from the Christian advocacy group Open Doors, he claimed that Nigeria accounts for about 80 percent of violence against Christians worldwide.

Minaj, who also addressed the briefing, echoed those concerns, stating that Christians in Nigeria were being attacked solely because of their beliefs.

She said churches had been burned, families torn apart, and entire communities forced to live in constant fear.

Describing the crisis as part of a broader global problem, the rapper thanked former U.S. President Donald Trump for drawing international attention to the issue.

Meanwhile, the Nigerian government has consistently rejected claims that the violence is religiously motivated, maintaining that the country’s security challenges are driven by criminal activities such as banditry and terrorism.

Despite this position, international personalities and advocacy organisations continue to raise alarms over persistent killings and insecurity across the country.

Publishes Phone Numbers of Strategic Officers to Improve Real-Time Communication and Ensure Swift Response to Distress Calls During the Festive Season

As the Yuletide season draws near, the Commissioner of Police, Anambra State Command, CP Ikioye Orutugu, fwc mnips PhD, has called on residents of Anambra State to cooperate fully with the Police and other security agencies by promptly notifying the Police of any planned social, cultural, religious, or public gathering requiring security attention.

The CP made this appeal following the Command’s ongoing review of security strategies for the festive period. He emphasized that early notification enables the Police and other security agencies to plan ahead towards strengthening surveillance, crowd management and safety, prevent crime and ensure peaceful conduct of events across the State.

The CP stated that the Yuletide season typically attracts increased social activities, higher population movement, and large gatherings across communities, making proactive communication with the Police essential for maintaining peace and order.

CP Orutugu reassured the public that the Command has activated an enhanced operational plan covering patrols, intelligence gathering, rapid response systems, and inter-agency collaboration.

The CP further encouraged community leaders, event organizers, associations, churches, traditional institutions, youth bodies, and hospitality operators to maintain close communication with their nearest Police formations.

He reiterated the Command’s commitment to the safety of all residents and visitors during the festive season, urging the public to remain law-abiding and report suspicious activities promptly.

ANAMBRA POLICE DID NOT DETAIN ANY JOURNALIST: PERSONNEL ONLY OBSERVED STANDARD PROTOCOLS TO CONFIRM HIS INVITATION TO ANAMBRA STATE HOUSE OF ASSEMBLY FACILITY.

The Anambra State Police Command wishes to clarify that no journalist was detained at any point. The personnel on duty merely observed standard security protocols by confirming the individual’s identity and the authenticity of his invitation to the Anambra State House of Assembly facility.

This procedure is routine, non-punitive, and aimed solely at ensuring the safety and integrity of the facilities and personnel. The comment of the ‘enemy’ that was mentioned during the incident is a ‘situational statement’ that occurred following the unsatisfactory explanation to the officers which resulted in a minor rift but was later resolved.

Also, further inquiry made reveals that the individual who invited the journalist is not a member of the Anambra State House of Assembly or staff of the institution but was also there on the invitation of the revered institution.

The Command remains committed to maintaining a cordial and professional relationship with members of the press and continues to value their role as critical partners in promoting public safety and accountability.

ANAMBRA POLICE ACHIEVES MAJOR BREAKTHROUGH: ARRESTS A NOTORIOUS ARMED ROBBER LINKED TO HIGH PROFILE MURDER AND RECOVERS ARM

In a significant development, Anambra State Police, through operatives of the Rapid Response Squad (RRS), Awkuzu, successfully arrested a notorious and heavily injured armed robber during a major offensive operation in Ogbaru Local Government Area (LGA) on December 8, 2025.

The suspect, identified as Ugochukwu Uzor, a 26-year-old male, is a dangerous criminal with a long history of violent offenses. He was apprehended in Iyowa Odekpe, Ogbaru LGA, after a fierce confrontation with the Police Operatives. During the operation, one locally made Beretta pistol and eleven live ammunition rounds were recovered.

Uzor, who is known for his violent criminal activities, was found to have a large tattoo on his body with the inscriptions “No Forgiveness” + “No Mercy,” a disturbing reminder of the hardened nature of his criminal mindset.

Upon interrogation, the suspect confessed to being the leader of several criminal gangs operating across Anambra and neighboring states. He also revealed his involvement in the abduction and subsequent murder of Hon. Azuka Justice, a distinguished member of the Anambra State House of Assembly, on December 24, 2024. The murder of Hon. Justice shocked the state and drew widespread condemnation.

The arrest of Ugochukwu Uzor represents a significant breakthrough in the fight against violent crime and will assist in further investigations to dismantle criminal syndicates operating within the State.

The Command, however urges the public to remain vigilant and cooperate with law enforcement agencies in the continued fight against crime. The Anambra State Police Command has announced a new set of enforcement measures aimed at strengthening public security and curbing the increasing misuse of the uniforms of security agencies within the State. The Commissioner of Police, CP Ikioye Orutugu fwc mnips PhD, today 9th December 2025 disclosed the development, following security assessments indicating that unauthorized individuals have been using the uniforms of the Police and other security agencies to perpetrate crime, intimidate residents and evade lawful scrutiny.

The CP notes that the new directives are designed to ensure proper identification of all security personnel on duty and to eliminate the activities of impersonators who intend to endanger public safety.

He also emphasized that any individual found wearing, selling, or using Police or other security agency uniforms, kits, or accoutrements without authorization will face immediate arrest and prosecution. He noted that security uniforms remain classified government property, and their unlawful possession constitutes a criminal offense.

The Commissioner further ordered all Divisional Police Officers, tactical teams, and patrol units across the State to intensify visibility policing and conduct thorough verification of the identities of personnel during operations. ANAMBRA POLICE ACTION ON THE CULT CLASH THAT RESULTED IN THE FATAL INJURY OF FOUR PERSONS AT AFOR NAWFIA MARKET

The Anambra State Police Command wishes to provide a comprehensive update on the cult-related attack that occurred on the evening of 7th December 2025 at Afor Nawfia Market, along the Onitsha–Awka Old Road.

It will be recalled that operatives of the Command attached to the Special Anti-Cult Squad, Enugwu-Ukwu, had, four days earlier, acting on credible intelligence about a planned rival cult confrontation, arrested two dangerous suspects and recovered a firearm from them. The arrested suspects have been assisting the Police with valuable information aimed at preventing further cult-related violence within Awka and its environs.

Despite these proactive efforts by the Command operatives, some members of the same gang, on the evening of 7th December 2025, operating in a black Lexus Jeep with registration number yet unknown, stormed Afor Nawfia Market and opened fire indiscriminately. The violent attack resulted in the fatal injury of four persons, after which the assailants fled the scene.

Although the hoodlums escaped before police arrival, preliminary information obtained at the scene has provided useful leads, and the Command is already acting on them to ensure the perpetrators are tracked down and arrested.

The Anambra State Police Command remains resolute in its determination to rid the State of cultism, violent crime, and all forms of criminality. Further developments will be communicated as investigations progress.

SECURITY IN ANAMBRA: POLICE AVERT PLANNED CULT CLASH, ARRESTS TWO SUSPECTS AND RECOVERS FIREARM AND AMMUNITION IN ENUGWU UKWU

Operatives of the Anambra State Police Command attached to the Special Anti Cult Squad (SPACS) Enugwu Ukwu acting on actionable intelligence received regarding the gathering of a dangerous cult group for a planned rivalry fight in the early hours of 4th December, 2025, swiftly mobilized to the scene and arrested Oluebube Ifediorah ‘M’ aged 21 years and Offorbuike Emmanuel ‘M’ aged 25 years respectively. The suspects were arrested in Enugwu Ukwu, Njikoka Local Government Area. The team also recovered a locally-made double-barrel shotgun and two live cartridges.
The recovered firearm was found in a red bag that Oluebube Ifediorah had on him, as several other members of the cult gang had managed to flee the scene into the surrounding bush.

Meanwhile, efforts are in top gear to track down and apprehend the remaining members of the gang who escaped.

This operation is part of the ongoing efforts by the Anambra State Police Command to rid the State of cult-related violence and criminal activities.

To this end, the Commissioner of Police, CP Ikioye Orutugu fwc mnips PhD urges members of the public to continue providing credible information to aid in the fight against cultism and other forms of criminality in the State.

ANAMBRA POLICE-LED JOINT PATROL RECORDS BREAKTHROUGH AS OPERATIVES ARREST A SUSPECTED MEMBER OF A SECESSIONIST GROUP WHO ESCAPED FROM A CRIMINAL CAMP IN UKPOR

Following the security emplacement of the Commissioner of Police Anambra State, CP Ikioye Orutugu fwc mnips PhD on security surveillance, strengthened visibility policing, and expanded routine and targeted patrols both day and night, Operatives of the Anambra State Police Command attached to the Ozubulu Police Division working in collaboration with the Ozubulu Central Vigilante in the evening of 30th November 2025 arrested one Emmanuel Osuigwe at Amakwa, Ozubulu.

The suspect was reportedly observed behaving suspiciously and attempted to conceal himself upon sighting the joint patrol team. He was immediately apprehended and a search conducted on him led to the discovery of a handcuff wound and recovery of a handcuff.

During preliminary questioning, the suspect allegedly claimed to be a member of the proscribed secessionist group and stated that he had recently escaped from a camp at Ukpor following a disagreement with other members.

He is currently in Police custody and undergoing further interrogations. Meanwhile, he has provided useful information that is aiding ongoing investigations.

To this end, Anambra State Police Command, assures residents of continued efforts to maintain peace, security, and public safety across the State.

Further developments will be communicated as the investigation progresses.
