FUTURE OF HEALTH AND THE SOCIETY:
HOW DR. OREH’S HEALTHCARE LEADERSHIP FOR THE LEGACY OF GOVENOR SIM FUBARA CAN INFORM AND INSPIRE FUTURE GENERATIONS OF HEALTHCARE LEADERS

Health is a state of complete physical, mental, and social well-being of an individual; and the youths, are indispensably prospective agents for advancements in the medical or health horizon. The effectiveness of youths as the next generation is hinged on the foundation and paths designed by the present generation, as they are programmed to develop based mostly-on things passed on to them, of which has been keenly observed by the current executive government of Rivers State.

Governor Siminalayi Fubara on commencement of his executive duties identified the challenges and laxity in the Rivers State health sector and took it upon himself to work towards the rehabilitation and improvement of all healthcare infrastructures, as contained in his three point agenda which features affordable healthcare, agricultural, and quality education. In his words, β€œwe will deal with all identified challenges and ensure that the healthcare system functions optimally to deliver affordable and efficient services to all residents of the state” (Punch; April 3, 2024), an assertion contingent on the catalogue of projects and achievements of his administration barely a year in office, under the stewardship of the amiable commissioner of health, Dr. Adaeze Chidinma Oreh.
Dr. Adaeze Chidinma Oreh is a certified Nigerian Consultant Family Physician, a Public health specialist and Universal healthcare advocate; a medical degree holder in Bachelor of Medicine and Surgery; a senior fellow for Global Health with the Aspen institute in Washington DC; member of the Governing council of Nigeria’s first private University of Medical Sciences (Pamo University of Medical Sciences); Director of Planning, Research and Statistics for Nigeria’s National Blood Service Commission Act 2021. The above qualifications equip her with so much experience as regards the health sector, of which she has not failed to apply towards making Rivers State a first choice medical tourism destination in Africa, as such, has carried out a number of beautiful projects.
This includes the expansion of several health facilities by the rehabilitation of 35 health centers across the state to ensure the accessibility of healthcare services by residents. Notably, the construction of a world class general hospital in Obio Akpor Local Government Area, having noticed the absence of such health facility in that area.
The opening of Burns Treatment and Care unit; a modularized surgical theatre; pathological laboratory for diagnostics and training purposes will aid the rendering of a wide range of healthcare services. The increase in number of bed spaces in Rivers State University Teaching Hospital (RSUTH) to accommodate more patients will boost efficiency in the rendering of services to patients and clients. Also, the provision of adequate oxygen support to health facilities by commissioning a 720,000 litres capacity medical oxygen plant at the Eleme General Hospital, through a joint partnership with the Federal Government; the Canadian Government and the HIS Towers, thus reducing the dependency on external supplies and ensuring an effective management of emergencies and the reduction in mortality rate.

Correspondingly, the completion of a 400 capacity classroom block for the Rivers State School of Nursing by Governor Siminalayi Fubara, has birthed the upgrade and accreditation of the Nursing school to College of Nursing Science, by the Nursing and Midwifery Council of Nigeria, resulting to an upscale in admission and production of certified nurses to provide support, and aid alleviation of sufferings of clients and patients in health facilities; a clear contradiction of a decade ago when there was great demand for skilled nursing care. In sequence, the recruitment of 1000 healthcare workers for the Rivers State University Teaching Hospital (RSUTH) and the Rivers State Hospitals Management Board, the provision of more functioning health facilities, and the salary increment for health workers are applauding approaches to the inhibition of the current β€œJAPA SYNDROME” of the country and to the near future, an innovation worthy of adoption by the Nigerian government for an all-round effect. These actions will make the nurses and other health workers understand that their hard work and social benefits are prioritized, and also motivating them to render satisfactory service to patients and clients, thus, diminishing the concurrent reports of aggressive and unenthusiastic health workers.
Dr. Adaeze Oreh’s membership in the International Society of Blood Transfusion, Covid-19 working group, Donors, Donation working party and Immune therapy sub-group, has enabled the collation of a vast range of experience and expertise as regards blood services. Thus, the innovation for the state-wide master training in safe blood surveillance aimed at tackling the surge in the spread of diseases (HIV, Hepatitis B) via blood administration; also the development and circulation of a user-friendly specialized tool for the formal reporting of blood administration reactions, all for the enhancement of blood administration safety.

On the whole, the aforementioned are eloquent milestones of Governor Siminalayi Fubara towards the total transformation of the health sector in Rivers State, even to the future. And he has successfully built a lasting relationship with the people of Rivers State of which they will not relent in giving their unwavering support for a second tenure. Through these achievements, the state will be met with minimal challenges in the health sector as these proofs of assertive measures have founded a bedrock for us (the youths) to evolve poisedly and employ cognitive innovations on further improvement of the health sector of the state, having been tasked with the maintenance and improvement of its already set standards.

Your Excellency Sir,

I, Dr. (Mrs) Adaeze Chidinma Oreh, join countless well-meaning citizens of our beloved state and your admirers across the world, to heartily congratulate you on this significant milestone.

Your Excellency, the past two years have been a clear testament to what leadership rooted in humility, vision, and dedication to the common good can achieve.

You have steered the affairs of our dear State with wisdom, maturity, and a deep commitment to the welfare of our people. In times of challenges, you stood firm, stoically defending the common interest of our people for inclusivity in the face of the most turbulent challenges.

On the sidelines of the 78th World Health Assembly in Geneva, Dr Adaeze Chidinma Oreh had the privilege of speaking on a panel convened by Women in Global Health Women Deliver, PMNCH and UHC2030 - Taking action for universal health coverage CSEM for UHC2030 - The Civil Society Engagement Mechanism for Universal Health Coverage on "Advancing Universal Health Coverage in a Changing World- the Case for Gender-Responsive Health Systems.

Beyond the evidence which demonstrates a positive correlation between more women and diversity in leadership and improved organizational outcomes and performance, one wonders why women's 70% participation in the health workforce does not translate to leadership (currently about 25%).

Could it be that women in the health workforce are less professionally qualified than their male counterparts and therefore unable to assume these leadership positions? Or, could it be that women lack that innate desire, motivation and/or aspiration for leadership?

As her answer to both questions, is a resounding NO, it is apparent, that for women, competence, capability, and commitment are clearly not the issue. However, certain systemic barriers are responsible for this disconnect.

First of all, leadership is not gendered, but often times opportunities are, due to gender norms and biases, the ever-present conflict between work and family life, the collision course between the fast track and the reproductive track, and the dearth of women in national health leadership.

Navigating these systemic obstacles for her, has largely been reliant on the following:

βœ…οΈ Acknowledging that performance and excellent results have no gender; thereby focusing on the consistent creation of value for herself, my bosses, her peers, and her organisations.

βœ…οΈ Consistently seeking out opportunities for self development to build her capacity

βœ…οΈ Demonstrating willingness to take on challenges, as these are opportunities to hone and display leadership

βœ…οΈ Being intentional about communicating one's value and ensuring professional visibility.

βœ…οΈ Leveraging the patriarchy to raise allies and champions of women in top-level leadership for healthcare. It's happening in energy, oil and gas, and banking & finance; so, why not in health?

The Awarder Mr. Promise in His speech acknowledged the Generosity of Hon. Dr. Adaeze Chidinma Oreh, her Love for humanity. He appreciated Her, he said all through his career as a journalist he has never done any job for her in the media space but to his greatest surprised just a phone call and she came through that she helped facilitate all the medical procedures and even after the swift delivery of his twin babies she proceeded by paying for all expenses in the Rivers State Teaching Hospital .

In a rapidly shifting global landscape marked by fragmentation, conflict, economic instability, climate shocks, and deepening inequalities, hard-won gains on gender equality are facing growing backlash and regression. Yet, these disruptions also present a critical opportunity to reimagine and rebuild more just, inclusive, and gender-responsive systems.

Women in Global Health (WGH), together with UHC2030 and partners is hosting this discussion on the sidelines of the 78th World Health Assembly to make health systems gender-responsive as a cornerstone for resilient, equitable care, and I am honoured to have been invited alongside an inspiring group to speak on the panel.

Although global commitments have been made, including in the 2023 UN Political Declaration on UHC, implementation gaps persist. Health systems remain largely gender-blind. Solidarity must now move from rhetoric to reform.

We will share our diverse perspectives and give practical solutions to accelerate progress, highlight how gender-responsive health systems promote equity, and underscore solidarity as the driving force of UHC transformation.

The 27th Commissioner for Health in Rivers State, Hon. Dr. Adaeze Chidimma Oreh, has reaffirmed her dedication to education and societal development by donating sets of science laboratory equipment to Government Secondary School, Ndoni, on Monday, May 19, 2025.

The health commissioners' team, led by Hon. Engr. Kingsley Okwuosa explained that the donation was prompted by an outcry from the school’s science teacher, Mr. Nnanna Peter, who reported the theft of vital equipment and chemicals. Hon. Adaeze, moved by compassion, swiftly intervened. Engr. Okwuosa urged the school to safeguard and utilize the equipment for student benefit.

The items were officially handed over to the Principal, Mr. Solomon Nnadim, by Hon. Chief Sunday Ezenwaokolo JP. The principal, joined by staff and prefects, expressed gratitude and hosted the delegation in appreciation. Other members of the Honorable Commissioner for Health team present were Honorable Nwike Opene, Ms Nkiru Ikwuogwu and Mr. Ederor Amaechi Akiss.
