Governor Radda Visits FIRS Chairman, Reaffirms Support for Tax Reforms and Digital Innovation

Earlier today, the Executive Governor of Katsina State, Malam Dikko Umaru Radda, paid a courtesy visit to the Executive Chairman of the Federal Inland Revenue Service (FIRS), Dr. Zacch Adedeji, at the agency’s headquarters in Abuja.

The visit underscored Katsina State’s strong commitment to Nigeria’s evolving tax reforms and its willingness to collaborate closely with FIRS on key areas such as digital innovation, voluntary tax compliance, enforcement strategies, and grassroots sensitization.

During the meeting, Governor Radda praised Dr. Adedeji’s reform-driven leadership and described FIRS as “the engine room of Nigeria’s economic growth.” He reaffirmed that his administration is ready to adopt progressive tax practices that will improve internal revenue generation and enhance public service delivery in the state.

Dr. Adedeji, in response, welcomed the Governor’s visit and commended Katsina State for aligning with national fiscal priorities. He expressed readiness to deepen partnerships with sub-national governments and expand the nation’s tax base in a way that supports long-term, inclusive growth.

The high-level engagement reflects a renewed synergy between federal and state institutions committed to building a more transparent and efficient tax system for national development.

Governor Radda was accompanied on the visit by the Accountant General of Katsina State, Alhaji Nura Tela. On the side of the FIRS Chairman were the Chief of Staff to the Executive Chairman, Mr. Adetayo Koleosho, and the Coordinating Director at FIRS, Dr. Kabir Abba.

Economic Challenges Are Real—But Not New In Nigeria

Governor Speaks on National Hardship, Youth Empowerment, and Health Reforms

…Says “Nigeria’s problems demand truth, not recycled promises”

Katsina State Governor, Malam Dikko Umaru Radda, has offered a frank and reflective take on Nigeria’s economic situation while highlighting practical steps his administration is taking to reduce hardship, boost employment, and reform healthcare.

Speaking during a live appearance on Sunrise Daily, a Channels Television breakfast show, yesterday, Governor Radda admitted that the economic pain many Nigerians feel today is genuine but not unprecedented. He reminded viewers that economic frustrations have existed across various administrations from Presidents Muhammadu Buhari and Goodluck Jonathan to the Shehu Shagari era and even under military rule.

“Nobody should deny there is hardship in Nigeria. But the question we should ask ourselves is: what are we doing to fix it?” the Governor said. “In Katsina, we are not waiting for miracles. We’re acting—especially in agriculture, where 90% of our people depend on farming.”

Governor Radda highlighted his administration’s wide reaching interventions in agriculture as a path to food security and economic recovery. “We’re subsidizing inputs, offering access to tractors, and scaling up extension services,” he explained. “Our goal is simple: if the average man can feed his family, his burden is reduced, and he can focus on building his livelihood.”

He also spoke about Katsina’s major youth training initiative, which equips young people including graduates with modern agricultural skills. “We are training them for six months. When they finish, we give them land, startup capital, and support. They don’t just become farmers they become employers,” he said.

Addressing growing political commentary around a new coalition forming in Nigeria, Governor Radda urged Nigerians to be wary of recycled narratives. “Who are these people in the coalition? What exactly is new about them?” he asked. “If they want to return fuel subsidy, they should say how they’ll fund it. Where will the money come from?”

He added, “We must stop deceiving Nigerians. Most of those shouting now were in power before. If they have new ideas, let them show it. But as politicians, we must first clean ourselves up only then can we move this country forward.”

Governor Radda also touched on his administration’s ongoing health sector reforms. Responding to a question about staffing of health centers, he said infrastructure is being matched with human capacity development. “We are training personnel to operate new equipment and provide modern services. We opened a recruitment portal for doctors in the state, and it’s still active.”

He went on to explain that Katsina has already recruited a number of doctors, and sent 40 students to Egypt to study medicine each tied to serve their local governments upon return. “We’re making plans to recruit over 7,000 health workers across the state, and by God’s grace, we hope to engage an additional 3,000,” he announced

As the interview drew to a close, Governor Radda extended an open invitation to the media and the public: “When you have time, please come to Katsina and see what we are doing. Don’t take our word for it come and see for yourself.”

Governor Radda Reaffirms his Support for Local Government Autonomy, Stresses Accountability—Highlights Katsina’s Gains in Health, Education, and Agriculture

Katsina State Governor, Malam Dikko Umaru Radda, has reiterated his strong support for local government autonomy, while emphasizing the critical role of accountability and oversight in managing public resources.

Speaking during a live appearance on Sunrise Daily, Channels Television’s flagship morning show yesterday, Governor Radda also highlighted Katsina State’s strides in improving the standard of living through strategic interventions in healthcare, education, and agriculture

When asked about the ongoing debate on local government autonomy and whether governors are truly committed to decentralizing power, Governor Radda said he could not speak for other states but made it clear that Katsina’s experience supports full autonomy—if checks and balances are in place.

“I was once a local government chairman in this state for six years,” the Governor recalled. “I operated under autonomy and that period helped shape my political journey. I’m in full support of local government autonomy, but we must ensure mechanisms are in place to monitor how funds are used. Accountability is key.”

Governor Radda explained that while the law on full autonomy might not yet be implemented nationwide, Katsina State has already adopted a practical model.

“Every month, we sit down with our local government chairmen. We give them their funds, they present their projects, and we monitor implementation. That’s transparency. That’s partnership. Development can only happen when federal, state, and local governments complement one another.”

He added that his only caution lies in securing essential services under any autonomous structure—particularly the salaries and welfare of teachers, healthcare workers, and pensioners.

“We must ensure these obligations are not neglected under autonomy. With proper oversight from the Ministry of Local Government and Local Government Auditors, we can prevent misuse and guarantee better service delivery.”

On the issue of hardship across Nigeria and whether the policies of his government have made any measurable difference, Governor Radda highlighted that Katsina has taken a data-driven approach to governance.

“We established a Bureau of Statistics to help us monitor poverty levels, the number of out-of-school children, and overall wellbeing. From the data, we know our interventions are working.”

He cited the recent National Bureau of Statistics (NBS) report, which ranked Katsina number one in ease of living—attributed to government efforts to keep the cost of food and water low.

“We have intervened at several levels—especially in agriculture. At one point, we sold bags of rice at ₦20,000 to support underprivileged families. Even now, we have food reserves that we’ll release if the need arises,” the Governor said.

He also noted that policies aimed at women and youth empowerment, combined with education and healthcare investments, have begun yielding results.

“More children have returned to school because of improved security and access to new schools. Our schools are now open and fully operational,” he said.

Governor Radda also spoke extensively on the healthcare reforms in the state:

“We now have over 200 functional primary healthcare centers operating 24/7 across our 361 wards. We’re equipping them with vehicles to support emergency transfers. We’ve upgraded more than seven centers to general hospitals and are building one of the largest public imaging centers in Nigeria. We also established one of the biggest public dialysis centers in the country—all right here in Katsina.”

While acknowledging that it might take time for the broader public to witness these changes firsthand, Governor Radda was confident that real progress is being made.

“It’s happening. The numbers don’t lie. The stories of our people confirm it. The work continues.”

Governor Radda Presents State IDP Policy, Action --Plan on Durable Solutions
…Reiterates Commitment to Funding, Full Implementation

In a landmark move to address internal displacement, Governor Dikko Umaru Radda of Katsina State has unveiled the Katsina State Policy on Internally Displaced Persons (IDPs) and the accompanying State Action Plan on Durable Solutions, aimed at providing a coordinated and sustainable response to the challenges faced by displaced persons across the state.

The unveiling took place at a high-level Town Hall Meeting held at the Katsina Local Government Commission, organized with support from the World Bank through the SOLID Project, and technical leadership from the United Nations Development Programme (UNDP).

Represented by his Deputy, Hon. Faruk Lawal Jobe, Governor Radda stated that with the formal presentation of the 45-page policy and action plan, Katsina has become the first state in the North West region to domesticate the National Policy on Internal Displacement.

“This policy signals our firm resolve to build a Katsina where no one is left behind; where the most vulnerable among us are seen, heard, and protected,” the Governor said.

He explained that the policy provides a structured, rights-based approach to prevent displacement, protect those displaced, and ensure access to durable solutions, including safe return, local integration, or voluntary relocation.

The State Action Plan, according to the Governor, offers a costed, five-year roadmap to implement the policy with a focus on practical, measurable impact.

“It is costed, time-bound, and focused on practical impact; covering areas such as shelter, health, education, legal identity, psychosocial support, and livelihoods,” he said.

Governor Radda reaffirmed the government’s unwavering commitment to fully validate and implement the policy and action plan, including sustained funding and robust monitoring.

“As Governor, I reaffirm the commitment of the Katsina State Government to ensure this policy is not only validated but fully operationalized, monitored, and sustainably funded. Let us work together to ensure that displacement does not mean despair; that it becomes an opportunity for healing, rebuilding, and restoring hope.”

He emphasized that the town hall was not a ceremonial endorsement, but a demonstration of shared responsibility:

“It is to reaffirm a shared commitment, that every citizen matters, and that the displaced are not forgotten, not invisible, and not abandoned.”

Governor Radda also commended the World Bank for its consistent support and the UNDP for providing technical direction:

“Your commitment is shaping a better future for countless vulnerable citizens,” he said.

The Town Hall was attended by a wide range of stakeholders, including:
- [ ] IDP representatives from all 34 Local Government Areas
- [ ] All LGA Chairmen and District Heads
- [ ] Traditional rulers from across the state
- [ ] Members of the State Executive Council and State Steering Committee
- [ ] Heads of Security Agencies
- [ ] A broad coalition of Civil Society Organizations (CSOs) and International NGOs (INGOs) working in Katsina,
- [ ] The Head of UNHCR North East and North West
- [ ] The UNDP Head of the North West Region (duly represented)
- [ ] The IOM Head of North West Region, among others.

In his presentation of the state action plan, Dr. Abubakar Imam, Academic liason for the SOLID Project, revealed that Katsina currently has over 270,000 internally displaced persons as a result of banditry, farmers-herders conflict, flooding, desertification, and communal clashes, affecting more than 36,000 households across the 34 LGAs.

“The vision of the State Action Plan is to ensure a peaceful, resilient, and inclusive Katsina State where all displaced persons can return, integrate or relocate safely with access to livelihoods, services, and protection,” he said.

The state focal person for the project, Maryam Musa, emphasized that the policy is a comprehensive framework aligned with both national and international standards, aimed at guiding the state and stakeholders toward lasting solutions.

“The policy promotes dignity, protection, and sustainable reintegration. It addresses prevention, assistance, coordination, accountability, and inclusive solutions for all displaced persons,” she stated.

At the close of the Town Hall, both the policy and action plan were endorsed, with valuable input documented for further review and refinement. The official launch of the final documents will be announced upon completion of this validation phase.

KTSG commits to providing an enabling environment for private sector investment, Revives Cotton Production -- Says Governor Radda as he receives NBRDA Boss

Katsina State Governor, Malam Dikko Umaru Radda, has received the Director General of the National Biotechnology Research and Development Agency (NBRDA), Prof. Abdullahi Mustapha, at Government House, Katsina.

The Governor pledged his administration's full support for groundbreaking partnerships that will establish a high-capacity meat hub in Nigeria and revive cotton production in the state.

The NBRDA Director General visited Katsina to formalize a strategic partnership agreement with Dar Al-Halal Animal Farm, led by its Chairman, Alhaji Muhammadu Dikko Ladan, who accompanied Prof. Mustapha to the Government House.

Alhaji Ladan explained that the partnership aims to establish a state-of-the-art meat hub that will position Nigeria as a major player in the international beef export market.

"The initiative promises to enhance food and nutrition security, significantly increase livestock output, and create substantial employment opportunities for local farmers and communities across the state," the Chairman added.

During the meeting, Prof. Mustapha outlined the agency's vision and its role in advancing Nigeria's socio-economic development through innovative research in biotechnology. He emphasized the importance of exploring collaborative efforts with the state to enhance food security, alleviate poverty, and create job opportunities.

Governor Radda highlighted the challenges faced by local farmers, particularly the decline in cotton production due to low-quality seeds. He noted that these challenges have deterred many farmers from cultivating cotton, resulting in significant reduction in yields.

"Our administration is committed to reviving cotton production in Katsina State by providing improved seeds and creating a conducive environment for our farmers," he stated.

The Governor further revealed that his government is investing heavily in agricultural initiatives, including the distribution of fertilizers and other necessary inputs to support farmers. He stressed that agriculture remains the most effective means of improving the livelihoods of the people in Katsina State.

Expressing his excitement about the private sector-led initiative, Governor Radda stated: "These are the things I like seeing happening – private initiative taking the bull by the horn. Ours is to provide an enabling environment for things like this to thrive."

The Governor assured the investors of his government's unwavering support, emphasizing his administration's commitment to creating conducive business environments that attract and sustain agricultural investments in the state.

He called for the NBRDA to collaborate closely with the Ministry of Agriculture and Livestock Development in the state to develop a comprehensive plan for the partnership.

Prof. Mustapha commended Governor Radda for the remarkable achievements recorded by his administration within two years in office.

Through this collaboration, both the state and the NBRDA will enhance cotton production and establish the meat hub project, which possesses potential to transform the country's position in the global meat industry while generating substantial economic benefits for Katsina State.
