DSP Senator Barau Jibrin (Maliya), The Visionary: North West in Focus
The North West Zonal Constitutional Review and Public Hearing was conducted for two (2) days at Bristol Palace, Kano State.
The two days hearing on the Review of the 1999 Constitution of the Federal Republic of Nigeria, North West Zone was blessed by the turnout of stakeholders from Kano, Kaduna, Katsina, Kebbi, Sokoto, Jigawa and Zamfara States effectively.
In his vision and selflessness for the Development of North West Geopolitical Zone and Nigeria at large, The DSP led the congress where key all-inclusive issues were considered for the planned hearing during the review by the respected states. The review focused on 86 bills across 13 areas, including:
1. Electoral and Judicial Reforms: where discussions on improving the electoral process and strengthening the judiciary were deliberated for credibility.
2. Inclusive Governance: which focus on ensuring all-inclusive representation and participation of all groups in governance.
3. State and Local Government Creation: focuses on creating of new more states and local governments. Whenever, North as region is mentioned, the first ideal picture that resonate in my mind is its population and growth. Thus, creating more states and local governments are the best ways to make great impact on its population and growth so as to poster development of the region.
4. Security and State Policing: State Policing has been a debate for years. With incresing insecurity like benditry, kidnapping, youth thuggery et cetra, state policing and security reforms are therefore necessary for our livelyhood: peace and development.
5. State Proposals: from rising population to inadequate and insubstantial development in Kano State, Advocy for 26 new local governments, full local government autonomy and more state creation as well as establishments was anchored. In this regards, the hearing proposed a revised revenue sharing formula, reducing federal allocation from 52.68% to 40%, increasing states' share to 35%, and local governments to 25%.
6. Katsina State Government: reiterated support for devolution of powers, fiscal federalism, and stronger institutions.
7. Traditional Institutions: The Emir of Zazzau called for constitutional recognition of traditional institutions, highlighting their historical role in promoting peace and development.
Summary of the hearing includes:
I. Federal Restructuring: Restructuring Nigeria's federal system to increase regional autonomy.
II. Local Government Autonomy: Granting more autonomy to local governments.
III. State Police: Establishing state police forces to address security challenges.
IV. Revenue Allocation: Reviewing the revenue sharing formula to favour states and local governments.
This is Visionary Leader who tirelessly sacrifice anything for the North.
