Legal Expert, Olasubomi Chuku, in her presentation titled; "Competitiveness in The Downstream Sector and What the law says", described a competitive market as an open, free market with multiple participants who operate independently and contend for their share of the market with regulatory neutrality and consumer protection.

She however, noted that despite the enactment of the PIA, the market is still fairly closed, and listed frameworks such as the PIA 2021 and Federal Competition and Consumer Protection Act 2018 as tools the media can use to advocate for competitiveness in the petroleum downstream sector.

Oil and Gas Governance Consultant, Ademola Henry Adigun, in his presentation titled ‘Overview of the Downstream Sector’, stressed the need for the petroleum downstream market to be driven by competition, and the competition must be fair, well-regulated and provide benefits to the consumers.

Adigun said frequent price adjustment impacts the market negatively, adding that Nigerians are the victims of poor regulation in the petroleum downstream sector, hence the call for a healthy market which promotes investment and benefits Nigerians.
