UNICEF Hails Bayelsa As Champion of Primary Healthcare Development in Nigeria
..As Gov Diri Promises More Investment in Health Sector

The United Nations Children's Fund (UNICEF) has commended the Bayelsa State Government for its deliberate efforts at improving primary healthcare devery, especially in the area of immunization in recent years.

The Country Representative of UNICEF in Nigeria, Ms Wafaa Saeed, gave the commendation, on Wednesday, when she led a delegation on a courtesy visit to Government House, Yenagoa.

Ms Saeed said what she saw during her visit to some health facilities and her random interactions with some mothers in the state, corroborated the positive reports UNICEF has been receiving about Bayelsa in terms of immunization.

The special UN envoy, who described Bayelsa as champion of healthcare delivery and a shining spot in the country, noted that the state has achieved an impressive performance in its immunization indices from 2021 to date.

She attributed the improvement in the health indicators of the state to purposeful leadership, commitment and accountability being provided by the present administration.

While assuring the Bayelsa of UNICEF's readiness for collaboration to improve nutrition for children as well as unlock resources for healthcare development in the state, the Country Rep, however, urged the Governor Douye Diri-led administration to sustain its efforts in the health sector.

She said, "We are really impressed with what Bayelsa is doing... Bayelsa State has also committed its financing of immunization campaigns from the state budget, and a special one (immunization) in-between.

"Also there is a monthly allowance and support you have continued to give from GAVI. These are some of the things that have really increased the number of immunized children and improved the performance of the state.

"In 2021, the number of children not immunized in Bayelsa was 71 percent; that means seven out of ten kids were not immunized. But between then and now, there is a big difference due to the leadership, commitment and accountability we are seeing in Bayelsa State.

"You have been a champion of primary healthcare and a champion of immunization. And I really look to have Bayelsa not only a champion of states in Nigeria but in our continent and the globe."

In a response, Governor Douye Diri represented by his deputy, Senator Lawrence Ewhrudjakpo, reaffirmed the determination of his administration to prioritize investments in the health sector.

He said plans were underway to review the state primary healthcare board law with a view to not only sustaining the extant primary healthcare funding model but also expanding it through effective private sector contributions, especially from corporate organizations operating in the state.

Governor Diri thanked the Country Rep, Ms Wafaa Saeed, for her kind words of encouragement and also acknowledged the support of UNICEF, WHO, Bill Gate, Dangote Foundation and other development partners, noting that Bayelsa could not have recorded its present achievements in the health sector without their collaboration.

His words: "We also want to thank you profusely for supporting our programme. We thank UNICEF, the WHO, Bill Gate Foundation, Dangote Foundation and others for your support. We really appreciate what you have done for our state.

"As a government, we know where we are going to. A man who knows where he is going to cannot be misled. We are focused and will continue to redouble our efforts in the health sector.

"You talked about sustainability. That is very important to us, and so, we are looking at the principal law, which is the Primary Healthcare Development Board Law. We are looking at some areas of that law to bind the hands of whoever that comes after us.

"That is to ensure that even if the administration after us will not have the motivation and passion to provide leadership for primary healthcare like the present governor is doing, the law will compel them to so do."

The UNICEF Country Representative was accompanied on the visit by the Chief of Field Service, Judith Leville, UNICEF Health Consultant, Dr Makio Perekeme, the Chief Field Officer, Anselm Audu and a health specialist, Eghe Abe, among others.

Until divorce processes are made very stringent, the rate of divorce in Nigeria will not reduce. It appears most women don't know what it takes to fund a marriage, from knocking on the door, to payment of the bride price, white wedding (as the case may be), and then the marriage ceremony proper, by most men singlehandedly.

So most wake up and file for divorce at will.

Logically, whatever conditions met by a man to institute/ legalise a marriage as required by the bride family (as highlighted on the bride-price payment list), are the same conditions (all) to be met by a woman/ her family for its dissolution; without which there is no divorce, customarily. It's so because, it's all that a Deity gives to one, he/she returns when he/she leaves to serve God.

Bayelsa Bans Illegal Mining Activities In Communities; Reads Riot Act To Community Leaders

The Bayelsa State Government has placed an outright ban on all unauthorized and illegal mining of mineral resources in communities across the state.

The State Government has equally issued a stern warning to community leaders who had been reportedly signing memoranda of understanding with illegal miners in their domains to stop forthwith or face sanctions, declaring such agreements already entered into as null and void and of no effect.

Governor Douye Diri made the declarations, on Monday, during a townhall meeting with community leaders, top government officials and other critical stakeholders from Southern Ijaw, Brass and Ekeremor Local Government Areas of the state in Yenagoa.

Governor Diri, who was represented by his Deputy, Senator Lawrence Ewhrudjakpo, described the illegal mining of "black sand" also known as silicon at Foropa, Agge, Die-ama, and other coastal communities in the state by miners from outside as a dangerous threat to the safety of the Bayelsa environment and health of the people.

While directing the immediate suspension of all such mining activities in all parts of the state, Governor Diri pronounced an embargo on communities from signing memoranda of understanding (MoUs) with companies, without consulting with government, to mine minerals in their areas.

The Bayelsa Chief Executive pointed out that while his administration is creating the enabling environment to attract both foreign and local investors, it would not tolerate any business to undermine the security and safety of the people and their environment.

He warned that paramount leaders and other community leaders who violate the order would be arrested and prosecuted in line with relevant laws of the state, stressing that illegal mining does not only violate environmental impact assessment laws, but also poses a serious security threat and robs the state of legitimate revenues.

His words: "The state has recently witnessed a dimension we are not comfortable with. There is a developing issue in Ekeremor, Brass and Southern Ijaw LGAs.

"People from outside the state are illegally mining silicon or black sand in our community, without the authorization of government, and that has to stop forthwith.

"It is both dangerous to the safety of our environment and health. Unchecked Illegal mining activities in the north contributed to the banditry that has engulfed several states in the north. We won't allow that here.

"We learn some communities have gone ahead to sign MoUs with these illegal miners. Government is angry with those communities for signing agreements with miners without consulting the relevant government institutions and agencies.

"Government is, therefore, directing the immediate suspension of all such illegal silicon or black sand mining activities across the state.

"An embargo is hereby placed on MoUs between communities and companies from within or outside the state. And every MoU already signed without government approval is hereby declared invalid and of no effect."

In his submission, the Commissioner for Environment, Hon. Ebi Ben-Ololo, said stressed the need for communities to obey an extant law passed by the Bayelsa State House of Assembly, which regulates and outlines the procedure for carrying out mining activities with necessary government authorization.

On their part, the Paramount Ruler of Foropa, His Royal Highness Olabai Olozulu, his Die-ama Community counterpart, His Royal Highness Baratuaipre Amaene and the CDC Chairman of Odioma, Chief Forcebray Eketekpe, commended the state government's intervention and pledged the support of their respective communities.

Others who made contributions at the meeting included the Regent of Okpoama Kingdom, High Chief Briggs Omubo, Mr. Tobins Okiri, and Mr. Theodore Allison.

The meeting was attended by the Speaker of the Bayelsa State House of Assembly, Rt. Hon. Abraham Ingobere; the Deputy Speaker, Chief Michael Ogbere; the member representing Southern Ijaw Constituency 4, Hon. Sele Ben, and his Brass Constituency 2 counterpart, Hon. Timi Omubo-Agala.

Others in attendance were the Secretary to State Government, Prof. Nimibofa Ayawei; other top government functionaries including commissioners, local government chairmen, service commanders, traditional rulers and environmentalists.
