Instagram’s head Adam Mosseri confirmed that the reach of your reels are suppressed when you put elements outside the “safe zone”.

Why? Because Instagram wants to keep all its buttons and profiles etc clear and easy to see so your audience can engage with your content easier. And the more engagement you get, the more views you get.
