General Election 2027 may cost more than K1 billion

THE Treasury Department estimates that General Election 2027 (GE27) may cost more than K1 billion – around the same amount as in 2022, according to Secretary Andrew Oaeke.

“For the general election in 2022, we expended more than K1 billion,” Oaeke said.
“It could be the same for next year’s general election. Therefore, we need to ensure that we work together to make sure that budget processes for next year will go forward without delay.”

He made the remark during a hearing by the special parliamentary committee on the 2022 General Election in Port Moresby yesterday.

He said budget preparations for next year’s allocations needed to be prepared early to avoid delays, particularly for agencies involved in GE27.

He added that the Electoral Commission (EC) failed to submit necessary instruments on time last year. So their budget allocation for this year would be minimal.

According to the 2026 national budget, the commission has been allocated K50 million to prepare for GE27.

“They (EC) were not able to provide the necessary requirements on time last year when the circular for budget was issued for all agencies to submit their bid by August 20, 2025,” he said.

“But we understand that there were some capacity issues which may have caused a delay.

“EC has now provided a plan of expenditure and that is good for us to start preparing a budget for them.”

Acting Electoral Commissioner Margaret Vagi said although K50 million had been allocated to the commission, more could be requested if there was a need.

She said that K500 million would be sufficient to fund the entire GE27 operation.

Committee chairman and East Sepik Governor Allan Bird urged the Treasury Department to ensure that funding would not be an issue for GE27.

“We can see that it will cost about K1 billion as the ballpark figure,” he said.

“We cannot be sitting here now hiding behind our processes that can affect the election next year.”

The Nazarene Kudjip Hospital in Jiwaka province has scaled down its services starting yesterday with a timeline set out to December 22 when it is expected to close its doors indefinitely.

In a notice issued yesterday, the hospital management cited lack of funding as the primary reason for the scaling down and eventually the closure on December 22.

“The leadership team of Nazarene Health Ministries regrets to inform the public that due to severe funding and supply shortages, Nazarene General Hospital in Kudjip, Jiwaka will begin scaling back services in preparation for full closure on December 22, 2025.”

The hospital now needs an emergency funding of 5 million kina to have its doors open until next year when funding allocations for 2026 are disbursed.

“The K5m represents the deficit at which the NHM (Nazarene Hospital Management) has operated the hospital this year. This is to cater for staff salaries, operational expenses and hospital supplies,” the hospital management stated.

For 2025, the hospital management said it has not received the full appropriations, hence the closure.

Areas that contributed to the hospital’s cost include the deterioration of the Area Medical Store system, leading to increased spending on medications and consumables to care for patients, and staff salaries remaining as the biggest liability among others.

“The Alesco positions awarded through DPM have been funded at the 2019 levels with only base salary provided. Allowances for our staff have been excluded. This has led to NHM providing this vital support to our staff at a significant loss.”

With December 22 set as the date for closure, the hospital will slowly shut down services in this manner:

• November 17 – decline all referrals and no elective surgery services

• December 1 – Closure of outpatient clinics. Accident & Emergency and delivery services remain open

• December 8 – Closure of inpatient services and new admissions. A&E cases to be stabilized and referred. Delivery services to remain open.

• December 15 – Closure of delivery services, closure of A&E and discharge of inpatients

• December 22 – Hospital fully closed.

Nazarene Kudjip Hospital serves about 200 outpatients on average daily and 50,000 in a year, covering not just Jiwaka but the rest of Highlands Region.

I made the following statement to the media this afternoon

**Last Week Marape borrowed another K1 Billion while Doctors and Nurses told to Battle on Without Medicines**

Marape Government has taken on another K1 billion in new loans only weeks after withdrawing more than K1 billion in dividends from Kumul Minerals.

The latest borrowings include K600 million for “politically convenient” Connect PNG program from local banks and K400 million from the Asian Development Bank for general budget support.

That's K2 billion raised in just a couple of weeks but still no medicines.

The Prime Minister insensitively told medical workers last Friday to ‘do more with less,’ admitting there is a serious cash shortage and that he cannot release funds to buy essential medicines.

Marape told doctors and nurses to stop complaining about the lack of funding and to focus on patient outcomes.

Marape: Real patriotism is shown when professionals work for the good of the country, not just for pay checks. Health workers must be efficient and resourceful in how they use what is available.

Marape’s comments contradict what he said only three weeks earlier when he criticised the 22 Governors and Provincial Health Authorities, claiming the medicine budget had been spent and that PHAs were at fault for the shortages.

Fast-forward three weeks and now he is blaming doctors and nurses—while admitting there is no money left to buy medicines.

The public is frustrated by chronic shortages affecting hospitals nationwide and blames Marape and his Pangu Government for the pain, suffering and unnecessary deaths due to the medicine drought.

Hospitals are meant to be places of healing. Our doctors and nurses provide expert care, but patients cannot recover when basic medicines are unavailable.

People want answers on why billions of Kina continue to be committed elsewhere while essential drugs remain out of stock.

It is simply not acceptable for Papua New Guineans to be left without medicines while another K2 billion flows into what many see as a Waigani slush fund.

If the money is not going to relieve our people’s suffering, then where is it going?

Just stop the corrupt Connect PNG and buy medicines.

THE Australia and New Zealand (ANZ) Bank says the outlook of a possible listing of Papua New Guinea under the Financial Action Task Force (FATF) grey-listing is resilient.

ANZ economists Kishti Sen and Tom Kenny said that there was a distinct possibility that PNG could be placed on the FATF list of “Jurisdictions under Increased Monitoring” when the global money laundering and terrorist financing watchdog updated its roster in February next year.
