Morobe Sets Sights on Becoming PNG’s First Fully Digital Province by 2027

Morobe Province has embarked on an ambitious journey to become Papua New Guinea’s first fully digital province, following the signing of a landmark agreement aimed at transforming government services and expanding digital connectivity across the province.

Morobe Governor Rainbo Paita announced that a major digital transformation program is now underway after the Morobe Provincial Government signed a Memorandum of Understanding (MoU) with PNG DataCo at Parliament House last week.

Under the agreement, PNG DataCo has been tasked with delivering critical digital infrastructure throughout Morobe by April 2027, laying the foundation for a modern digital government system that will improve access to services for communities across the province.

Governor Paita said the initiative represents a significant step toward improving service delivery, reducing costs, and ensuring residents can access government services regardless of their location.

“Morobe is determined to become the first province in Papua New Guinea to fully embrace digital government services,” he said.

PNG DataCo Chief Executive Officer Paul Komboi outlined several key projects that will be rolled out under the partnership.

These include the construction of mobile telecommunications towers in communication blackspots, the deployment of Starlink connectivity in major growth centres, and the expansion of digital infrastructure to support online government services and economic opportunities.

Once completed, residents are expected to access a range of government services online, including National Identification registration, birth certificate registration, motor vehicle registration, tax collection services, and other essential public services.

The project is also expected to revolutionise healthcare delivery in rural areas.

Komboi said Morobe is poised to become the first province in the country to implement telemedicine services on a large scale, enabling specialist medical consultations and support to reach remote communities through digital platforms.

Governor Paita described the partnership as a transformational investment that will position Morobe as Papua New Guinea’s leading economic and technological hub.

“This is about building a Greater Morobe for future generations.

We are laying the digital foundations that will unlock opportunities in health, education, business, agriculture, governance and public service delivery,” he said.

A high-level meeting was held today between Deputy Prime Minister Hon. John Rosso, Huon Gulf MP and Minister for Community Development, Youth and Religion Hon. Jason Peter, and Lands Secretary Mr. Benjamin Samson, marking an important step toward advancing long-term development plans for Huon Gulf District in Morobe Province.

Also present during the meeting were Huon Gulf District Administrator Mr. Andrew Namuesh, District Finance Manager Mr. Gabriel Kawai, Consultant Mr. Kemas Tomala and Mr. Bart Ipamboq.

During the meeting, official documents were formally presented to symbolize a shared commitment and united vision for the future development of Huon Gulf District.

The Huon Gulf District Development Authority (HGDDA) is seeking the allocation of several dormant state land portions in Lae City for strategic public development purposes. The proposed initiative aims to establish a modern growth center that will deliver critical government services and infrastructure for the people of Huon Gulf and Morobe Province.

Proposed developments within the Growth Center include:

- District Headquarters

- Police Station

- Courthouse

- Public Market

- Hospital

- Stadium

- Youth and Community Resource Centers

Hon. Jason Peter emphasized that the initiative is not only aligned with the provisions and intentions of the Land Act 1996, but also reflects a broader responsibility to ensure idle State land is transformed into productive assets that directly benefit communities.

“This is about turning neglected State land into meaningful opportunities and essential services for our people. Development must be practical, inclusive, and focused on improving lives for future generations,” Hon. Jason Peter stated.

Deputy Prime Minister Hon. John Rosso acknowledged the importance of strategic urban planning and responsible land use to support the growing needs of districts and surrounding communities in Morobe Province.

The proposed growth center is expected to become a key hub for service delivery, economic activity, law and justice, healthcare, sports development, and community empowerment within Huon Gulf District.

The meeting concluded with a strong commitment from all parties to continue working together to progress the proposal through the necessary government processes..

Supreme Court Dismisses Challenge Against Paita’s Election as Morobe Governor

The Supreme Court of Papua New Guinea has dismissed an application filed by Robin Yalambing challenging the election of Rainbo Paita as Governor of Morobe Province.

The decision, handed down on Thursday, May 28, was delivered by a Supreme Court bench comprising Chief Justice Sir Gibbs Salika, Justice Manuhu, Justice Derek Hartshorn and Justice Yagi, while Justice Cannings delivered a dissenting opinion.

The ruling effectively confirms and upholds the election of Governor Rainbo Paita during the special Morobe Tutumang Assembly sitting held following the passing of former Morobe Governor Luther Wenge.

Governor Paita welcomed the Supreme Court’s decision, describing it as a reaffirmation of democracy and the lawful decision made by the Morobe Provincial Assembly.

“This decision now allows the Morobe Provincial Government to continue focusing on service delivery, development priorities and unity for our people without further distractions,” Governor Paita said.

He said the ruling provides certainty for the provincial government to continue serving the people of Morobe without prolonged legal disputes.

“The people of Morobe deserve stability, progress and strong leadership focused on improving their lives, and that remains my commitment moving forward,” he said.

The legal challenge filed by Robin Yalambing had questioned the validity of the process that resulted in Paita’s election by members of the Tutumang Assembly after the passing of former Governor Luther Wenge.

However, the Supreme Court dismissed the application, effectively bringing an end to the legal challenge over the Morobe governorship.

Governor Paita thanked members of the Tutumang Assembly, supporters, legal representatives and the people of Morobe Province for their continued support throughout the court process.

“I thank the people of Morobe Province and all those who stood by us during this process. We can now move forward together and focus on development and service delivery,” he stated.

Governor Paita also reiterated his commitment to work with leaders across the province to strengthen governance and improve essential services for the people of Morobe.

Governor Paita Welcomes Court Decision Ordering Rehearing of ICAC Matter

Morobe Governor Renbo Paita has welcomed a National Court decision ordering the rehearing of a matter involving the Independent Commission Against Corruption (ICAC), describing the ruling as a victory for fairness and due process.

In a media statement released on May 26, Governor Paita said the decision delivered by Justice Dingake upheld submissions made by his lawyer, Elizah Wembri of Jema Lawyers, that the matter should be reheard in the interests of justice and proper legal procedure.

“This decision reinforces an important principle that our courts must uphold fairness, due process, and proper legal procedure for every citizen,” Governor Paita said.

“The rule of law requires not only that justice be done, but that it be done fairly and transparently.”

The case relates to an application filed by ICAC in December 2025 seeking a warrant for the Governor’s arrest over allegations connected to findings from the National Court election petition case between Tomait Kapili and Amos Akem concerning the Laigap Open Electorate.

Governor Paita said his legal team challenged ICAC’s actions on the grounds that the process was premature because the National Court decision was already under review before the Supreme Court at the time proceedings commenced.

“At the time ICAC commenced these proceedings, the National Court decision was already under review before the Supreme Court,” he said.

“On my instructions, Jema Lawyers challenged ICAC’s actions on the basis that the process was premature and raised important legal questions regarding ICAC’s powers and jurisdiction.”

The matter was initially heard before Justice Susan Purdon Sully, who reserved her decision after hearing submissions from all parties.

However, following the Supreme Court’s dismissal of the review application in the Amos Akem matter, fresh submissions were made before Justice Dingake on April 24 this year seeking leave for supplementary submissions and requesting the matter be reheard.

The Court accepted those submissions and ordered the case to proceed to rehearing.

Governor Paita said he remained respectful of the legal process and confident the matter would be properly addressed through the courts.

“I remain respectful of the Court process and confident that the legal issues raised will be properly determined through a fair hearing,” he stated.
