                                            Education Secretary Clarifies STAT-P Test Fee Applies Only to Select University Programs
Port Moresby, October 17, 2025 – Secretary for Education Dr. Uke Kombra has clarified that the fee associated with the Special Tertiary Admissions Test (STAT-P) will not apply to all Grade 12 students, but only to those applying for specific programs at selected higher education institutions.
In a public statement, Dr. Kombra emphasized that there has been growing confusion among students and parents regarding the STAT-P test and its associated costs. He reassured the public that the test is not mandatory for all school leavers but is a requirement set by some universities for admission into particular competitive programs.
“The STAT-P test fee is only applicable to students who wish to apply to institutions or academic programs that have specifically requested STAT-P scores as part of their entry requirements,” Dr. Kombra said. “This does not apply to all universities or all Grade 12 students.”
The STAT-P test, administered by the Department of Higher Education, Research, Science and Technology (DHERST), is used to assess a student’s aptitude for tertiary study. It is often required for competitive programs such as medicine, law, engineering, and other science-based fields. The current fee for sitting the test is intended to cover administrative and logistical costs.
Dr. Kombra urged students and parents to carefully read the 2025 Tertiary Selection Handbook provided by DHERST and consult school career counselors for guidance. He also encouraged schools to play an active role in informing students about the specific requirements for university programs they are interested in.
“This clarification is important so that no student is misled or burdened unnecessarily,” he added.
The Education Department continues to work closely with DHERST to ensure transparency and support for all Grade 12 students in their transition to higher education.
