KUMUL 23 MISSION IMPOSSIBLE🇵🇬
Locals should not be forced to surrender their weapons to the government because this is not easy and in reality, almost impossible.
The government should not carry out surprise attacks on local communities, like the Kumul 23 force operation in Tsak Valley, Enga, which resulted in the loss of innocent lives.
Instead, the government should first introduce a genuine weapons buy-back program. If, after proper awareness and engagement, some locals still stubbornly refuse to surrender their weapons, then strict rules and laws must be enforced.
The government should identify and register educated elites and business people in each village. If weapons are still being held in that village, the government has the power to arrest those elites and business people, cut them off from the government payroll, and shut down their businesses.
Any candidate intending to contest the 2027 national election must be properly screened. If they have any background linked to illegal weapons or armed activities, they should be blacklisted permanently from contesting elections.
If this method is applied seriously, the Upper Highlands will change. When the Upper Highlands change, the entire Highlands will follow and eventually, all other regions of Papua New Guinea will also change.
