PUBLIC ANNOUNCEMENT

OFFICIAL COMPLAINT AGAINST THE PORGERA-PAIELA DDA BOARD & PORGERA DISTRICT ADMINISTRATION

Fellow citizens of Porgera-Paiela District,

I wish to inform you all that the official complaint against our DDA Board and District Administration has been finalized and will be lodged in Port Moresby tomorrow, Friday, 21 March 2025.

The complaint will be formally submitted to:

1. The Ombudsman Commission of Papua New Guinea (PNG), and

2. The National Fraud and Anti-Corruption Directorate (NFACD).

The complaint covers the following serious issues for investigation:

1. Misappropriation of public funds.

2. Non-compliance with the Public Finances Management Act.

3. Public servants conspiring to defraud the State.

4. Investigation into the grandstanding acquittal report by the DDA Board to verify if it genuinely reflects completed physical projects.

5. Abuse of office for personal gain by DDA members and district officials.

6. Lack of transparency and accountability in the use of public funds.

7. Possible funding of ghost projects projects reported on paper but non-existent or incomplete on the ground.

8. Continuous neglect of key public services (health, education, law and order, infrastructure) despite repeated allocations.

9. Misuse of District Support Grants (DSG) and Service Improvement Program (SIP) funds.

10. Absence of independent monitoring, third-party auditing, and proper project verification.

11. Legality of the current acting DDA Chairman’s role and decisions following the death of our MP to determine whether his continued occupation of the position and authorizing of funds or projects is lawful under the District Development Authority Act 2014.

This complaint is being filed with the full support of the majority of affected members of our district. As a new district, we must set good precedents for honest leadership, accountability, and good governance.

I arrived into leadership in 2019 not knowing that I would preside over the passing of four of my predecessors. Sir Mekere in 2020, Sir Micheal in 2021, Sir Rabbie in 2023 and now Sir Julius.

These are great men whose shoes I shall not fit into completely. Today is a sad day, having seen off Sir Julius at Parliament House for the last time, and at the airport here in Kavieng to receive the casket of our country’s second prime minister.

Sir Julius was 29 years old when he stepped into politics in 1968. Since then he had been in public service up to the moment on 30/01/2025 when he breathed his last breath.

With his passing, my generation of Papua New Guineans can truly honor Sir Julius' generation by developing a better country that we can pass onto our children.

In 2002, Sir Julius endorsed me for Tari-Pori and launched my political career at PNG Museums. In 2007 Sir Micheal endorsed me as his candidate.

It is a rare privilege for one young candidate to be endorsed by the fathers of Papua New Guinea. I am sure they had little idea that this young fellow would be Prime Minister at the time of their passing and would have the sad duty of farewelling them.

Over the caskets of Sir Julius and the other three that passed under my watch, I promise to do my best for the country they birthed as PNG’s chief servant.

Rest in Peace now, Sir J. Gone, but like Somare, you will never be forgotten.

Refer few reasons herewith.

7. Crisis Response.
In times of crisis, such as natural disasters or social unrest, peace Advocators will help coordinate responses and provide support to affected individuals and families, ensuring that the community remains united and resilient.

In summary, Maip Mulitaka LLG need to set back to those glorious days, we start from here.
