One day, Hi**er came to a cabinet meeting carrying a chicken. He held the chicken’s head tightly under his arm. As he walked, he began plucking its feathers one by one. The chicken screamed in agony, struggling desperately to escape from Hi**er’s grip. But Hi**er did not let go, nor did he pay any attention to its cries. He just kept plucking.

The cabinet members said to him:

“Don’t torture that poor creature like this. Let it go.”

But Hi**er refused to listen to anyone.

Finally, after plucking all its feathers, he threw the chicken to the ground. Then he took some grains out of his pocket and began feeding them to the chicken.

In that state, the chicken, desperate for food, started looking toward Hi**er’s hand again.

Hi**er called it closer, offering the grains. After a while, the chicken came and sat near him, eating those few grains.

The same chicken that had been struggling to escape from Hi**er all this time now sat beside him again for just a handful of grains.

The cabinet members asked: “What is this?”

Hi**er replied:
“Voters are just like this. For four years, we pluck their feathers. And then, in the last one year, we throw them a few grains.

For those few grains, the voters forget all the injustices we committed over four years and they vote for us again.”

𝗘𝗦𝗣𝗛𝗔 𝗙𝗔𝗥𝗘𝗪𝗘𝗟𝗟𝗦 𝗦𝗧𝗔𝗡𝗟𝗘𝗬 𝗠𝗔𝗦𝗜, 𝗢𝗡 𝗔𝗣𝗣𝗢𝗜𝗡𝗧𝗠𝗘𝗡𝗧 𝗔𝗦 𝗖𝗘𝗢 𝗢𝗙 𝗪𝗦𝗣𝗛𝗔

Wewak, February 3rd, 2026: The East Sepik Provincial Health Authority (ESPHA) has formally farewelled Mr. Stanley Masi following his appointment as Chief Executive Officer of the West Sepik Provincial Health Authority (WSPHA).

Mr. Masi, formerly Director of the Public Health Directorate under ESPHA, was honoured by members of the ESPHA Board of Governance (BOG), Senior Executive Management (SEM), and senior staff during a small but significant gathering held at the ESP Specialist Hospital conference room.

The ESPHA BOG and SEM, led by Chief Executive Officer Mr. Mathew Kaluvia, congratulated Mr. Masi on his new appointment and commended him for his outstanding service to the people of East Sepik Province.

Mr. Kaluvia described Mr. Masi as one of the Authority’s strongest performers, noting his distinguished career progression from Health Extension Officer to District Health Manager and eventually Director of Public Health.

Also farewelled was Dr. Mathew Mongolap, Deputy Director of Public Health, who will has taken up the role of Director of Public Health with the East New Britain Provincial Health Authority (ENBPHA). Dr. Mongolap served with distinction as Deputy Director from 2024 to 2025.

In his remarks, Mr. Kaluvia acknowledged the significant contributions of both outgoing directors and wished them success in their new roles.

“Mr. Masi is a product of ESPHA. He has set a high benchmark within the Public Health Directorate, and this is a standard the directorate must continue to uphold going forward,” Mr. Kaluvia said.

In response, Mr. Masi described the farewell as an emotional moment as he formally handed over leadership of the directorate to the incoming Acting Director, Mr. Reuben Maiwax. He expressed sincere appreciation to the ESPHA Board of Governors, Senior Executive Management, health managers, and officers-in-charge of rural health facilities across East Sepik for their continued support throughout his career with ESPHA.

Don't let the education system fall behind health and other systems.
There are no other ways to change a nation.
If PNG goes back to the basis of improving its education system, everything will fall in like health, agriculture, social life, etc...

We believe in education to change PNG. There are no other ways. And it doesn't look complicated.
