We encourage all interested students to submit your documents as soon as possible so they can be checked and screened on time.

Only FIVE (5) qualified graduating students for School Year 2026–2027 will be selected for the Presidential Financial Assistance.

PRIORITY QUALIFICATIONS

For 4-year courses: The applicant must be a 4th-year student for S.Y. 2026–2027.

For 5-year courses: The applicant must be a 5th-year student for S.Y. 2026–2027.

First College Graduate in the Family: No member of the applicant's immediate family has previously graduated from college.

Regular Student: The applicant must be a regular student, not an irregular student, for S.Y. 2026–2027.

USE OF FINANCIAL ASSISTANCE

The financial assistance must be used for educational expenses, including:

• Tuition fees for the school year• School supplies• School projects• Payment of tuition fees from the 1st or 2nd semester, as applicable• For students enrolled in private schools, at least the 1st semester's tuition fee should be covered.

📌 IMPORTANT: Once payment of tuition fees has been made, beneficiaries are required to submit a photocopy of the official payment receipt/proof of payment to the Barangay for documentation and monitoring.

BARANGAY OUTREACH PROGRAM | KATARUNGANG PAMBARANGAY LAW

“An award becomes meaningful when its purpose reaches the people.”

Last Thursday, August 6, 2026, at 2:00 PM, the Barangay Outreach Program on the Katarungang Pambarangay Law was successfully conducted at the Barangay Hall of Kinabranan Zone 1, Allen, Northern Samar.

The activity was spearheaded by the Public Attorney’s Office (PAO) Allen, in coordination with the Barangay Local Government Unit of Kinabranan Zone 1.

The program featured Atty. Aljun Diaz as Resource Speaker, with the participation of Carolyn Calixtro and Atty. Maria Golda S. Ballesta of PAO, together with the Barangay Officials and members of the Lupong Tagapamayapa of Kinabranan Zone 1 led by Punong Barangay Luz Jamoralin.

The outreach program aimed to introduce and explain the Katarungang Pambarangay Law in the simplest and most understandable way, particularly its purpose, proper proceedings, the roles and responsibilities of the Lupon, and the step-by-step process of filing and resolving complaints at the barangay level. A flowchart was also presented to help community members clearly understand where and how to begin when seeking barangay justice.

More than simply conducting an activity, this initiative reflects our commitment to making justice accessible, understandable, and closer to the people.

As a recipient of the Lupong Tagapamayapa Incentives Awards (LTIA) at both the Municipal and Provincial Levels, we believe that recognition should not end with a plaque or an award. It must translate into meaningful service and greater awareness among our constituents.

For us, there is little value in receiving an award if the people we serve do not fully understand what Katarungang Pambarangay is, how it works, and what their rights are under the law.

This outreach is therefore our way of giving greater meaning to our LTIA recognition by sharing knowledge, empowering our community, strengthening the Lupon system, and ensuring that every resident of Barangay Kinabranan Zone 1 understands their right to accessible and peaceful barangay justice.

Justice is more meaningful when people understand it.
Service is more valuable when people feel it.
And an award is more significant when it inspires us to serve better.

The Municipal Environment and Natural Resources Office (MENRO), spearheaded by Mr. Roy Pornelos, Head Officer of MENRO, conducted the Barangay Ecological Solid Waste Management Assessment yesterday at the Barangay Local Government Unit of Kinabranan Zone 1, Allen, Northern Samar.

Prior to the assessment, the Barangay Officials, employees, and volunteers actively participated in the weekly Kalinisan Day held at Camias 2, demonstrating the community's commitment to environmental cleanliness. The barangay also joined the celebration of Nutrition Month at the Barangay Day Care Center, highlighting its dedication to promoting both a clean environment and healthy living.

The Barangay Local Government Unit of Kinabranan Zone 1 was fully prepared for the assessment, particularly in terms of documentation and implementation of its Ecological Solid Waste Management Program. The barangay proudly showcased its fully functional Materials Recovery Facility (MRF), an active Solid Waste Management Committee, and well-documented environmental activities and initiatives.

As the Champion in Solid Waste Management last year (2025) in the Municipality of Allen, Kinabranan Zone 1 continues to uphold excellence by ensuring that every environmental program, clean-up drive, and waste management activity is properly implemented and documented. These sustained efforts reflect the barangay's unwavering commitment to environmental protection, good governance, and compliance with ecological solid waste management standards.

The Barangay Local Government Unit extends its sincere appreciation to the MENRO Assessment Team for their guidance and continued support in strengthening environmental programs that benefit the entire community.

Together, let us continue building a cleaner, greener, healthier, and more sustainable Kinabranan Zone 1.
