𝐋𝐎𝐎𝐊: The Maritime Safety Services Unit Bicol (MSSU-BCL), through the coordination and support of Coast Guard District Bicol (CGDBCL), Coast Guard Stations (CGS), and Coast Guard Sub-Stations (CGSS), continues to strengthen maritime safety and operational readiness through the conduct of vessel safety inspections, Emergency Readiness Evaluations, Aids to Navigation (AtoN) Inspections, and Search and Rescue (SAR) Exercises within the District’s Area of Responsibility (AOR).

The MSSU-BCL/VSEI Team conducted Vessel Safety Enforcement Inspections (VSEI) and Emergency Readiness Evaluations (ERE) on domestic vessels at the Port of Matnog, Port of Tabaco, Port of Legazpi, and Port of Sula. These activities focused on ensuring compliance with maritime safety requirements, as well as assessing the emergency preparedness, safety equipment, and response capabilities of vessels and their crews.

The Maritime Rescue Sub-Center Bicol (MRSC-BCL) conducted Search and Rescue (SAR) Table-Top Exercises (TTX) with personnel of Coast Guard Station Catanduanes and its Sub-Stations, enhancing their knowledge, coordination, decision-making, and operational readiness in responding to maritime emergencies. The MRSC-BCL also conducted Search and Rescue Exercise (SAREX) to further strengthen the practical application of SAR procedures and improve interoperability among participating personnel and units.

The MSSU-BCL Field Maintenance Installation Team (FMIT) likewise conducted operational inspections of navigational buoys installed at various ports within the CGDBCL Area of Responsibility. The inspections assessed the physical condition and operational status of the buoys to ensure that these critical Aids to Navigation (AtoN) remain reliable and effective in assisting mariners and safeguarding watercraft navigating the area.

Through sustained inspection, evaluation, maintenance, and operational exercises, MSSU-BCL remains committed to strengthening maritime safety, enhancing operational readiness, and safeguarding lives at sea.

𝐋𝐎𝐎𝐊: The Maritime Safety Services Unit Bicol (MSSU-BCL) conducted a Unit Briefing presided over by its newly assumed Commander, 𝐋𝐂𝐃𝐑 𝐍𝐀𝐒𝐓𝐀𝐒𝐉𝐀 𝐆𝐄𝐌𝐌𝐀 𝐂 𝐆𝐀𝐒𝐏𝐀𝐑 𝐏𝐂𝐆, at the MSSU-BCL Office, Brgy. 12, Poblacion, Bacacay, Albay, on 24 August 2026.

The activity served as a platform to communicate the Commander’s guidance, align personnel with the Unit’s mission, operational priorities, and strategic objectives, strengthen internal coordination, and establish a clear direction under the new leadership.

In her message, LCDR GASPAR PCG emphasized the importance of professionalism, discipline, teamwork, and dedication in carrying out the Unit’s mandate. She further reaffirmed MSSU-BCL’s commitment to delivering efficient, responsive, and effective maritime safety services in support of the Philippine Coast Guard’s mission across the Bicol Region.

Under its new leadership, MSSU-BCL remains steadfast in strengthening maritime safety, enforcement, and operational readiness while upholding the highest standards of service to the maritime community.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Maritime Safety Services Unit Bicol (MSSU-BCL) successfully conducted a series of Troops Information and Education (TI&E) activities to further enhance the knowledge, skills, and capabilities of its personnel in administration and maritime safety operations at MSSU-BCL Office, Bacacay, Albay.

The MSSU-BCL, through the Coast Guard Legal Unit Bicol (CGLU-BCL) and Internal Affairs Unit Bicol (IAU-BCL), conducted TI&E sessions on the Expanded PCG Anti-Sexual Harassment Policy and the Guidelines and Procedures for the Disposition of AWOL Cases of PCG Personnel. These sessions provided personnel with a better understanding of relevant policies, responsibilities, and procedures governing the proper conduct and accountability of PCG personnel.

MSSU-BCL personnel also carried out TI&E session on Maritime Safety Functions, further strengthening their understanding of the unit’s mandates, responsibilities, and operational functions in ensuring maritime safety within the Coast Guard District Bicol Area of Responsibility. The activity also served as part of the personnel’s preparation for the upcoming Coast Guard Station Commander’s Course.

These initiatives underscore the commitment of MSSU-BCL to continuous personnel development by keeping its members informed and updated on current policies, procedures and operational standards-fostering professionalism, accountability, preparedness and effective service delivery in the performance of the Philippine Coast Guard’s maritime safety mission.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Maritime Safety Services Unit Bicol (MSSU-BCL), in coordination with and in support of the Coast Guard District Bicol, Coast Guard Stations, and Sub-Stations, continues to strengthen maritime safety and operational readiness throughout the Bicol Region through sustained enforcement and public engagement initiatives.

These efforts include the conduct of a 𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐃𝐫𝐢𝐯𝐞 for Motorbanca owners/operators in Pasacao, Camarines Sur, aimed at raising public awareness on maritime safety practices, regulatory compliance, and the importance of safe vessel operations.

𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧𝐬 (𝐕𝐒𝐄𝐈) and 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧𝐬 (𝐄𝐑𝐄) were conducted on domestic vessels at Masbate Port, Masbate City, Matnog Port, Sorsogon, Virac Port and San Andres Port, Catanduanes ensuring compliance with applicable maritime safety regulations and assessing the vessel’s crew readiness to respond to emergencies.

𝐑𝐞𝐜𝐫𝐞𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧𝐬 (𝐑𝐒𝐄𝐈) through Maritime Safety Services Sub-Unit Camarines Sur, were likewise conducted at coastal beach resorts operating in Balatan, Camarines Sur, promoting compliance with maritime safety requirements and enhancing the safety and protection of beachgoers and the general public.

These activities reflect MSSU-BCL’s unwavering commitment to safeguarding lives at sea through effective enforcement, regulatory compliance, public awareness, and community engagement. Guided by the mandate of the Philippine Coast Guard, MSSU-BCL remains steadfast in promoting safer waterways, responsible maritime practices, and resilient maritime communities throughout the Bicol Region.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Maritime Safety Services Unit Bicol (MSSU-BCL), under the leadership of the Commander, MSSU-BCL, in coordination and support of the Coast Guard District Bicol, Coast Guard Stations, and Coast Guard Sub-Stations, continuously strengthens maritime safety and operational readiness through the conduct of various maritime enforcement activities, personnel development initiatives, and stakeholder engagements across the Bicol Region.

Among the significant activities conducted were:

• The Commander, MSSU-BCL attended the Change of Command Ceremony of Commander, Coast Guard District Bicol, and received the 𝐀𝐰𝐚𝐫𝐝 𝐨𝐟 𝐂𝐨𝐚𝐬𝐭 𝐆𝐮𝐚𝐫𝐝 𝐎𝐮𝐭𝐬𝐭𝐚𝐧𝐝𝐢𝐧𝐠 𝐌𝐞𝐝𝐚𝐥 𝐚𝐧𝐝 𝐑𝐢𝐛𝐛𝐨𝐧 from 𝐂𝐎𝐌𝐌𝐎𝐃𝐎𝐑𝐄 𝐈𝐕𝐀𝐍 𝐄 𝐑𝐎𝐋𝐃𝐀𝐍 𝐏𝐂𝐆, in recognition of outstanding performance, dedication to duty, and steadfast support of Maritime Safety Services Unit Bicol to the District's mission.

• The MSSU-BCL VSEI Team conducted Vessel Safety Enforcement Inspections (VSEI) and Emergency Readiness Evaluations (ERE) on domestic vessels and recreational boats ensuring compliance with maritime safety regulations and promoting safe vessel operations.

• Recreational Safety Enforcement Inspections RSEI were conducted at various coastal beach resorts to assess safety measures, promote public awareness, and help ensure the safety of tourists and beachgoers.

• The Maritime Rescue Sub-Center Bicol (MRSC-BCL) conducted Search and Rescue (SAR) Table-Top Exercises (TTX) and Search and Rescue Optimal Planning System (SAROPS) orientation for Coast Guard Sub-Stations and Mobile Teams under the operational control of Coast Guard Station Albay to enhance their search and rescue planning, coordination, and operational response capabilities.

• In support of personnel development, MSSU-BCL conducted a meeting with its personnel regarding the proposed TESDA training courses aimed at enhancing technical skills and professional competencies.

• The Port State Control Center Bicol (PSCC-BCL) conducted a Troops Information and Education on Port State Control Inspection to further improve the capability and proficiency of its personnel in conducting inspections.

• PSCC-BCL personnel also attended the Berthing Meeting for the arrival of MV SINO 5 Panama Flag at PMO Bicol Baseport, Pier Site, Legazpi City, Albay, to coordinate and ensure the efficient conduct of port operations and regulatory requirements.

These activities highlight MSSU-BCL’s unwavering commitment to maritime safety, regulatory compliance, operational excellence, and continuous personnel development in support of the Philippine Coast Guard’s mandate of safeguarding lives, property, and the marine environment.

The San Bernardino Lighthouse, or El Faro De Islote De San Bernardino, is a historical lighthouse on San Bernardino Island in Bulusan, Sorsogon, with a tower height of 49 feet.

This LS was built sometime in 1820 during the Spanish era and was made of adobe 2 feet in thickness. In 1956, the roofing of the dwelling house was repaired through the effort of Public Works of Catbalogan, Western Samar. In 1975, the gallery and roofing of the powerhouse were reconstructed through the efforts of Public Works of Catarman, Northern Samar. In 1998, the rooftop of the tower was demolished by the team from John Holland Construction Philippines, Inc.

The San Bernardino Lighthouse stands as a beacon of maritime safety along the strategic San Bernardino Strait, guiding vessels (commercial vessels, fishing boats, and government ships) through one of the most vital waterways in the Philippine archipelago. Manned by dedicated personnel of the Maritime Safety Services Unit Bicol, this lighthouse has long served as a symbol of vigilance and service.

Recent infrastructure improvements have enhanced the station's capabilities, including upgraded communication equipment and solar-powered lighting systems that ensure continuous operation. The MSSU BCL continues to uphold its mandate of maritime safety with professionalism and dedication, with personnel assigned to the station undergoing rigorous training in lighthouse operations, vessel traffic monitoring, and emergency response. Their dedication ensures that the light never fails, even during the most challenging weather conditions brought by typhoons and monsoon seasons that frequently affect the Bicol region.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Maritime Safety Services Unit Bicol (MSSU-BCL), under the leadership of the Commander, MSSU-BCL, in coordination with and support from the Coast Guard District Bicol (CGDBCL), Coast Guard Stations, and Coast Guard Sub-Stations, continues to uphold its commitment to ensuring a safe, secure, and efficient maritime domain through a series of operational, educational, and humanitarian activities conducted across the Bicol Region.

Among the significant activities conducted were:

• As part of the 𝐏𝐫𝐞-𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝟓𝟐𝐧𝐝 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐚𝐟𝐞𝐭𝐲 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐂𝐨𝐦𝐦𝐚𝐧𝐝 (𝐌𝐒𝐒𝐂) 𝐅𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲, the Commander and Deputy Commander of MSSU-BCL, together with the OIC, VSSC-BCL, conducted a Vessel Safety Awareness Campaign in order to ensure that VSE Inspectors are informed of the latest existing policies on vessel safety operations, particularly on the safety and convenience of passengers. The following topics were discussed during the conduct of the said activity: 𝐌𝐂 𝟎𝟐-𝟐𝟑 (𝑹𝒆𝒗𝒊𝒔𝒆𝒅 𝑮𝒖𝒊𝒅𝒆𝒍𝒊𝒏𝒆𝒔 𝒐𝒏 𝒕𝒉𝒆 𝑴𝒐𝒗𝒆𝒎𝒆𝒏𝒕 𝒐𝒇 𝑽𝒆𝒔𝒔𝒆𝒍𝒔 𝑫𝒖𝒓𝒊𝒏𝒈 𝑯𝒆𝒂𝒗𝒚 𝑾𝒆𝒂𝒕𝒉𝒆𝒓), 𝐌𝐂 𝟎𝟑-𝟎𝟏 (𝑮𝒖𝒊𝒅𝒆𝒍𝒊𝒏𝒆𝒔 𝒐𝒏 𝒕𝒉𝒆 𝑴𝒐𝒗𝒆𝒎𝒆𝒏𝒕 𝒐𝒇 𝑴𝒐𝒕𝒐𝒓𝒃𝒐𝒂𝒕𝒔/𝑽𝒆𝒔𝒔𝒆𝒍𝒔 𝒊𝒏 𝒕𝒉𝒆 𝑨𝒃𝒔𝒆𝒏𝒄𝒆 𝒐𝒇 𝑾𝒆𝒂𝒕𝒉𝒆𝒓 𝑩𝒖𝒍𝒍𝒆𝒕𝒊𝒏𝒔 𝒊𝒏 𝒕𝒉𝒆 𝑳𝒐𝒄𝒂𝒍𝒊𝒕𝒚) 𝐚𝐧𝐝 𝐌𝐂 𝟎𝟔-𝟗𝟎 (𝑴𝒂𝒓𝒊𝒏𝒆 𝑷𝒓𝒐𝒕𝒆𝒔𝒕) for Coast Guard District Bicol personnel at the HCGDBCL Function Hall, Regional Government Center, Rawis, Legazpi City, Albay, reinforcing awareness and compliance with existing maritime safety policies.

• The 𝐏𝐨𝐫𝐭 𝐒𝐭𝐚𝐭𝐞 𝐂𝐨𝐧𝐭𝐫𝐨𝐥 (𝐏𝐒𝐂) Team conducted a Port State Control Inspection on 𝐌𝐓 𝐘𝐈𝐃𝐀 𝟖, a Liberia-flagged vessel, at Jetti Bicol Terminal, Pasacao, Camarines Sur, to verify the vessel’s compliance with applicable international maritime safety and environmental protection standards.

• The 𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 (𝐕𝐒𝐄𝐈) Team conducted 𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 (𝐕𝐒𝐄𝐈) on 𝐌𝐕 𝐑𝐊𝐊 𝐂𝐈𝐍𝐂𝐎 and 𝐌𝐕 𝐒𝐅 𝐆𝐔𝐀𝐑𝐃𝐈𝐀𝐍, while simultaneously carrying out 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐄𝐑𝐄) on 𝐌𝐕 𝐑𝐊𝐊 𝐂𝐈𝐍𝐂𝐎 and 𝐌𝐓𝐔𝐆 𝐈𝐑𝐈𝐆𝐀 at Pasacao Port, Pasacao, Camarines Sur, to assess vessel seaworthiness and emergency preparedness.

• The VSEI Team conducted 𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 (𝐕𝐒𝐄𝐈) and 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐄𝐑𝐄) on 𝐌𝐕 𝐉𝐄𝐑𝐈𝐂 𝐉𝐀𝐘 at Tabaco Port, Tabaco City, Albay, ensuring compliance with maritime safety regulations and operational readiness.

• The VSEI Team likewise conducted 𝐕𝐞𝐬𝐬𝐞𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 (𝐕𝐒𝐄𝐈) and 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐄𝐑𝐄) on 𝐌𝐁𝐂𝐀 𝐌𝐄𝐑𝐒𝐀𝐍 𝐃-𝟐 at San Roque Port, Tabaco City, Albay, reinforcing the Philippine Coast Guard’s commitment to passenger safety and regulatory compliance.

• MSSU-BCL and PSC Center Bicol personnel attended the Troops Information and Education (TI&E) on 𝐁𝐚𝐬𝐢𝐜 𝐐𝐮𝐚𝐧𝐭𝐮𝐦 𝐆𝐞𝐨𝐠𝐫𝐚𝐩𝐡𝐢𝐜 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐐𝐆𝐈𝐒) via Zoom Platform at the MSSU-BCL Office, Brgy. 12, Poblacion, Bacacay, Albay, enhancing personnel capabilities in geospatial information systems to support maritime safety operations and informed decision-making.

• MSSU-BCL personnel attended the 𝐁𝐚𝐬𝐢𝐜 𝐋𝐢𝐟𝐞 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 (𝐁𝐋𝐒) 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 at Headquarters, Coast Guard District Bicol, Rawis, Legazpi City, Albay, to further strengthen their emergency response and lifesaving capabilities.

• MSSU-BCL personnel, together with the Philippine Coast Guard Auxiliary (PCGA) 904 Squadron, participated in the 𝐁𝐥𝐨𝐨𝐝 𝐋𝐞𝐭𝐭𝐢𝐧𝐠 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 organized by the Philippine Red Cross at SM City Sorsogon, demonstrating the unit’s unwavering commitment to humanitarian service and community welfare.

Through continuous capability enhancement, rigorous vessel inspections, policy education, and community-oriented initiatives, MSSU-BCL remains steadfast in promoting maritime safety, protecting lives at sea, safeguarding the marine environment, and delivering responsive public service throughout the Bicol Region.
