The Philippine Coast Guard conducts Vessel Safety Enforcement Inspections (VSEI) to ensure compliance with maritime safety standards, as mandated under Republic Act No. 9993 (Philippine Coast Guard Law of 2009) and its Implementing Rules and Regulations.
This is further guided by HPCG/CG-8 Memorandum Circular 06-12 dated 24 August 2012, which prescribes policies for the effective safety inspection of all Philippine-registered vessels engaged in domestic trade calling at any port in the country.
The purpose is to verify continuing compliance with key aspects of seaworthiness in accordance with applicable safety standards, rules, and regulations—and to ensure the safe, fast, efficient, and reliable transport of passengers and cargoes.
