Consumer Group Backs Negros Power's Proposed Partnership with NONECO

Bacolod City — Wennie Sancho, President of the Alliance of Concerned Consumers in Electricity and Social Services (ACCESS), has expressed strong support for the proposed partnership between the Northern Negros Electric Cooperative (NONECO) and the Negros Electric and Power Corporation (Negros Power), describing it as a crucial step toward modernizing power services and improving consumer welfare in Northern Negros.

Sancho said that their group has already conducted a series of consumer education and awareness programs with their members in the areas being served by NONECO in the past months and listened to their clamour for better electric service and affordable rates.

He emphasized that the proposal of Negros Power to NONECO should be viewed as a partnership for progress and that it represents a long-awaited opportunity to address the electric cooperative's aging infrastructure and service inefficiencies.

He also underscored that the proposed partnership between Negros Power and NONECO could enhance the stability, efficiency, and reliability of the electric distribution system in Northern Negros. “Like CENECO, NONECO’s facilities have aged through the years, and modernization is necessary. This partnership can provide the needed capital, technology, and efficiency to meet the growing demands of consumers.”

Sancho cited the positive outcomes of the CENECO–PHI Joint Venture, which resulted in cheaper rates, improved infrastructure, faster response times, and higher consumer satisfaction in Central Negros.

“CENECO’s experience showed that cooperation, not resistance, drives progress. Northern Negros can benefit from the same formula — investment, innovation, and accountability,” said Sancho.

“Just look at Bacolod — in just a year, we have fewer brownouts, quicker response, better service, and cheaper rates. That’s the kind of progress Northern Negros consumers deserve too,” Sancho added.

Addressing opposition from some groups, Sancho clarified that the partnership does not equate to privatization but is designed to uplift consumer welfare and modernize service delivery.

Sancho explained, “This is not only about privatization or conversion but about bringing in expertise and investment to make electricity service more reliable, efficient, affordable, and inclusive. Which is utmost important to consumers.”

He pointed out that misinformation and misunderstanding may have fueled some opposition, emphasizing the need for information drives and open dialogue to fully inform the public about the agreement’s goals and benefits.

Sancho reiterated that continuous consultation and consumer participation must be prioritized throughout the process. If the proposal passes, he urged NONECO and Negros Power to hold open forums and explain how the partnership will ensure transparency, accountability, and improved service quality.

“Consumers must be informed and involved — this partnership should be built on trust and participation.”
Sancho stressed. “Transparency and education are key to ensuring this partnership truly serves the people.”

Serving over 200,000 consumers across E.B. Magalona to San Carlos City, NONECO covers one of the largest franchise areas in Negros.

Sancho underscored the importance of forming strong consumer alliances to ensure people’s voices are represented in future consultations and implementation.

He emphasized that if the partnership moves forward, consumer organizations like ACCESS will continue to monitor, educate, and actively protect consumer rights.

“This partnership is not a threat — it’s a solution. NONECO needs a partner like Negros Power to bring in the investment and technology that will truly serve the consumers of Northern Negros,” Sancho said. “Let’s move forward with cooperation, transparency, and a shared vision for progress.”

Brgy. Alijis Chess Team Triumphs at MassKaraLympics Chess Festival

Brgy. Alijis proudly celebrates its remarkable success in two major chess events held during the 2025 MassKara Festival, marking another milestone for the barangay’s thriving chess community and youth sports development.

In the 3rd Congressman Albee Benitez Bacolod MassKara Inter-Barangay, Government, and Private Agencies Team Competition, Brgy. Alijis secured 2nd place overall among 28 participating teams. With an impressive record of five wins, one draw, and only one loss, the team tallied 11 match points and 17.5 game points, finishing just behind the eventual champion, Brgy. Bata.

The Brgy. Alijis Chess Team was composed of seasoned and promising players: PCMS Ernie Abanco — Gold Medalist at the recently concluded World Police and Fire Games held in Alabama, USA — together with Einre Mar Abanco, Eric Abanco, Joseph Navarra, and Ellaine Summer Abanco. Their teamwork and dedication exemplified both skill and sportsmanship throughout the tournament.

Meanwhile, in the 1st Mayor Greg Gasataya MassKara Chess Tournament (18 & Under Girls), Brgy. Alijis was proudly represented by Ellaine Summer Abanco, who emerged as Champion out of 49 participants, further cementing her status as one of Bacolod’s rising chess stars.

These achievements were made possible through the steadfast support of Hon. Deogracias “Boy” De La Vega, Barangay Captain of Alijis, whose leadership and commitment to youth development continue to foster excellence in sports and community engagement.

“We’re incredibly proud of our players,” said Hon. De La Vega. “Their discipline, teamwork, and strategic brilliance reflect the values we uphold in Brgy. Alijis. Chess teaches focus and resilience—qualities that empower our youth both on and off the board.”

The Brgy. Alijis Chess Team’s outstanding performance adds to the vibrant spirit of the MassKara Festival, reinforcing the barangay’s reputation as a hub of talent, dedication, and community pride.

BACOLOD SP CALLS FOR ADDITIONAL FUNDS TO ENSURE FREE MEDICINES FOR INDIGENTS & PRIORITY SECTORS

The Bacolod City Council has approved a resolution calling the the City Health Office, through the Office of Mayor Greg Gasataya, to allocate additional funds for the City Health Pharmacy and extend the same to the various Barangay Health Centers.

The measure aims to guarantee the purchase and free distribution of commonly used and maintenance medicines for indigents and the city’s priority sectors, specifically the unemployed, senior citizens, persons with disability (PWD), pregnant women, children, fisherfolks, and ordinary laborers.

Authored by Councilor Atty. Caesar Z. Distrito, the resolution underscores the constitutional duty of the State to promote and protect the right to health of every citizen, as enshrined in Section 15, Article II of the 1987 Philippine Constitution, and reiterates the mandate of Republic Act No. 7160 (Local Government Code of 1991) assigning cities the responsibility to deliver essential health services to their constituents.

Councilor Distrito noted that the City Health Pharmacy currently provides free medicines to indigent patients, but that existing funds and supplies are often inadequate to meet the increasing demand for maintenance and essential drugs, particularly among patients suffering from chronic illnesses such as hypertension and diabetes.

“The right to health must be made real and tangible to every Bacolodnon, especially those who cannot afford their daily maintenance medicines. This resolution seeks to strengthen the city’s health delivery system by ensuring that free medicines are not only available at the City Health Pharmacy but also in every barangay health center,” said Atty. Distrito.

The measure also emphasizes that these medicines must be distributed strictly free of charge and not for sale, to ensure that assistance directly reaches those most in need. By extending the allocation to barangay health centers, the program will decentralize access to essential medicines, making them more accessible to residents in distant communities.

“Through the support of Mayor Greg Gasataya and the City Health Office, this initiative will help alleviate the burden on our marginalized sectors. It reaffirms our shared commitment to making health services inclusive, equitable, and sustainable for all,” Distrito added.

The approved resolution is part of the City Council’s ongoing efforts to strengthen Bacolod’s healthcare system and uphold the welfare of its most vulnerable sectors, consistent with the city’s thrust to promote health equity and social protection.
