Region’s Top Most Wanted Person for the Crime of R**e, apprehended

In a significant breakthrough for law enforcement in the region, PRO NIR, under
the leadership PBGEN ARNOLD THOMAS C IBAY, RD, PRO NIR, successfully
apprehended the Top 1 most wanted individual in the region during a coordinated
operation conducted on August 21, 2025 at Barangay Ubos, Bayawan City, Negros
Oriental.
The arrest marks a major accomplishment in the ongoing efforts of PRO NIR to
maintain peace and security and underscores the commitment of the Philippine
National Police to bring fugitives to justice.
The accused was identified as A.K.A “TOPER
OLPOS”, 41 years old, male, single, Filipino, farmer, and a resident of Purok
Katubahan, Barangay Mayabon, Municipality of Zamboanguita, Negros Oriental.
The operation was carried out when the intel operatives of Bayawan City Police Station, 5th Maneuver
Company, Regional Mobile Force Battalion, Negros Island Region together with the Regional Intelligence Unit, Negros Island Region
arrested the above-named wanted person by virtue of warrant of arrest for the Crime
of R**e issued by HON. RODERICK A. MAXINO, Presiding Judge of the Regional
Trial Court, 7th Judicial Region Branch 63, Bayawan City, Negros Oriental. The
warrant of arrest was issued on June 20, 2008 and indicated that bail was imposed.

The accused was apprised of his constitutional rights and Anti-Torture Law in
a dialect known to and understood by him. The arrest was properly documented in
accordance with standard protocol, utilizing two (2) Body-Worn Cameras (BWC) to
ensure transparency and accountability. The accused is now under the custody of
Bayawan Component City Police Station for proper disposition.

PBGEN IBAY emphasized that the recent arrest is a key component of a
comprehensive and intensified anti-criminality strategy designed to improve public
safety and deepen community trust. “Our approach goes beyond mere enforcement;
it centers on fostering resilient communities through active collaboration and
transparency,” he explained. “By addressing crime at its roots and strengthening
partnerships with the public, we are committed to building a safer, more peaceful, and progressive Negros Island that benefits every resident.”

12th PRO NIR Oversight Committee Advances Anti-Crime Strategies

The 12th PRO NIR Oversight Committee Meeting on Anti-Illegal Drugs, Illegal Gambling, and Enhanced Managing Police Operations was successfully held at Maringal Hall, Camp Alfredo M. Montelibano Sr., Brgy. Estefania, Bacolod City. The meeting was presided over by PCOL GILBERT T. GORERO, ACRS, and attended by key members of the Regional Staff (R-Staff). The session focused on evaluating and strengthening current strategies to combat illegal drugs and illegal gambling, as well as on the effective implementation of the Enhanced Managing Police Operations (EMPO) framework.

These initiatives reflect a strong commitment to proactive law enforcement, intelligence-led policing, and inter-agency collaboration for regional security. Participants reviewed progress, challenges, and improvement areas in anti-crime efforts, recommending tactical refinements and better coordination. The Oversight Committee reaffirmed its dedication to combating crime and maintaining peace, concluding with actionable directives for immediate implementation and continuous monitoring.

The Police Regional Office Negros Island Region conducted a Labor Management Operation, Labor Management Relations, Organizing and Counter-Organizing of Counter Terrorist Group (CTG) in the Labor Sector on August 19, 2025, at Camp Alfredo M. Montelibano Sr., Bacolod City.

The activity was spearheaded by PCOL LITO E. PATAY, Deputy Regional Director for Operations (DRDO), PRO NIR, and was facilitated by other key officers as part of ongoing efforts to empower labor groups and prevent CTG exploitation within the sector.
