Region’s Top Most Wanted Person for the Crime of R**e, apprehended
In a significant breakthrough for law enforcement in the region, PRO NIR, under
the leadership PBGEN ARNOLD THOMAS C IBAY, RD, PRO NIR, successfully
apprehended the Top 1 most wanted individual in the region during a coordinated
operation conducted on August 21, 2025 at Barangay Ubos, Bayawan City, Negros
Oriental.
The arrest marks a major accomplishment in the ongoing efforts of PRO NIR to
maintain peace and security and underscores the commitment of the Philippine
National Police to bring fugitives to justice.
The accused was identified as A.K.A “TOPER
OLPOS”, 41 years old, male, single, Filipino, farmer, and a resident of Purok
Katubahan, Barangay Mayabon, Municipality of Zamboanguita, Negros Oriental.
The operation was carried out when the intel operatives of Bayawan City Police Station, 5th Maneuver
Company, Regional Mobile Force Battalion, Negros Island Region together with the Regional Intelligence Unit, Negros Island Region
arrested the above-named wanted person by virtue of warrant of arrest for the Crime
of R**e issued by HON. RODERICK A. MAXINO, Presiding Judge of the Regional
Trial Court, 7th Judicial Region Branch 63, Bayawan City, Negros Oriental. The
warrant of arrest was issued on June 20, 2008 and indicated that bail was imposed.
The accused was apprised of his constitutional rights and Anti-Torture Law in
a dialect known to and understood by him. The arrest was properly documented in
accordance with standard protocol, utilizing two (2) Body-Worn Cameras (BWC) to
ensure transparency and accountability. The accused is now under the custody of
Bayawan Component City Police Station for proper disposition.
PBGEN IBAY emphasized that the recent arrest is a key component of a
comprehensive and intensified anti-criminality strategy designed to improve public
safety and deepen community trust. “Our approach goes beyond mere enforcement;
