PRO NIR DAILY UPDATE ON MT. KANLAON RESPONSE OPERATIONS

The Police Regional Office Negros Island Region (PRO NIR) continues its round-the-clock monitoring and assistance operations following the recent ash emission and heightened unrest of Mount Kanlaon.

In response to the recent ash emission of Mount Kanlaon, the Police Regional Office Negros Island Region (PRO NIR) has deployed police personnel in La Castellana, Negros Occidental and Canlaon City, Negros Oriental to assist displaced families, maintain peace and order, border control, and ensure the protection of evacuees, particularly against gender-based violence during this critical time.

According to the Kanlaon Volcano Bulletin issued by DOST-PHIVOLCS on October 16, 2025, at 5:00 AM, the volcano remains under Alert Level 2 (Increased Unrest), with 7 recorded volcanic earthquakes, 1,879 tonnes/day sulfur dioxide flux (as of October 15), and a 150-meter-high moderate emission drifting west and southwest. The volcano edifice remains inflated, indicating ongoing unrest.

There have been no reported incidents of ashfall or sulfuric odor in the barangays surrounding Mount Kanlaon.

Residents and tourists are strongly advised not to enter the 4-kilometer Permanent Danger Zone (PDZ) due to possible sudden steam-driven or phreatic eruptions and precursory magmatic activity. Flying any aircraft near the volcano is also strictly prohibited.

PRO NIR will continue to provide daily situation updates as monitoring and response operations in affected areas remain ongoing.

PRO NIR’s Implementation of Search Warrant on Loose Fi****ms Results in Shabu Seizure

The Police Regional Office Negros Island Region (PRO NIR) successfully implemented a search warrant against loose fi****ms which led to the unexpected seizure of suspected shabu weighing more or less 10 grams during a police operation conducted on October 15, 2025, Sitio Utod, Barangay Poblacion, San Enrique, Negros Occidental.

The operation was carried out by San Enrique MPS, by virtue of a search warrant issued by Hon. MARY JENNIFER A. PROTASIO-ARCHES, Executive Judge, RTC Branch 75, Sixth Judicial Region, Bago City, Negros Occidental, which resulted in the arrest of alias “Mama,” male, 46 years old, single, Filipino, laborer, and a resident of Sitio Utod, Barangay Poblacion, San Enrique, Negros Occidental.

Recovered from the suspect’s possession:

1.One (1) unit of Caliber .38 revolver;
2.Five (5) rounds ammunitions;
3.Cash amounting to Five Thousand Four Hundred Pesos (Php 5,400.00) in different denominations;
4.Two (2) Land Bank ATM cards;
5.One (1) black coin purse;
6.Two (2) big heat-sealed transparent plastic sachets containing suspected shabu;
7.Four (4) small heat-sealed transparent plastic sachets containing suspected shabu; and
8.One (1) sling bag, Kaiserdom brand.

The arrested person was duly informed of his Constitutional rights and the provisions of the Anti-Torture Law in a language he fully understood. The operation was properly documented in accordance with standard protocols, utilizing two Body Worn Cameras (BWCs) to ensure transparency and accountability. The recovered evidence will be returned to the issuing court, while the suspect remains under the custody of San Enrique MPS for proper legal disposition.

PBGEN ARNOLD THOMAS C IBAY, RD, PRO NIR, commended the operating unit for their vigilance and effective ex*****on of the search warrant.

“This operation demonstrates our police officers’ unwavering commitment to suppress the proliferation of loose fi****ms and illegal drugs in the region. PRO NIR will continue to pursue all criminal elements to ensure the safety and security of every Negrense and Siquijodnon,” PBGEN IBAY stated.

The Police Regional Office Negros Island Region reiterates its call for public cooperation in the fight against illegal fi****ms and drugs by reporting any suspicious activities to the nearest police station or through its official hotlines.

PRO NIR Intensifies Anti-Drug Operations: Ensuring Public Safety During the Masskara Festival

In line with its strengthened security measures amid the height of the Masskara Festival, the Police Regional Office Negros Island Region has further intensified its campaign against illegal drugs. In a recent operation, police authorities apprehended a high-value target and seized around 60 grams of suspected shabu, with a standard drug price of PhP 408,000, reaffirming the region’s steadfast commitment and continued success in the relentless fight against illegal drugs.

The buy-bust operation was conducted by CDEU, BCPO, on October 14, 2025, at Prk San Roque 1, Brgy. Handumanan, Bacolod City, resulting in the arrest of alias “Pel,” 33 years old, single, male, tricycle driver, and a resident of Prk San Roque 1, Brgy. Handumanan, Bacolod City.

Recovered from the suspect’s possession were:

1. One (1) sachet containing suspected shabu (buy-bust item);

2. Fourteen (14) sachets each containing suspected shabu (possession);

3. One (1) pc One-thousand-peso bill ( buy bust money); and

4. Other non-drug items;

The suspect was duly informed of his Constitutional Rights and the provisions of the Anti-Torture Law in a language he fully understood. The inventory of evidence was properly conducted and documented on-site, utilizing two Body-Worn Cameras (BWCs) in adherence to standard operating procedures. The confiscated drug evidence was submitted to the Negros Occidental Police Provincial Forensic Unit for laboratory examination, while the non-drug evidence remains under the custody of the CDEU, BCPO. The suspect is currently detained at Police Station 10, BCPO, for proper legal disposition, as preparations are underway for the filing of appropriate charges for violation of Sections 5 and 11, Article II of Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.

PBGEN ARNOLD THOMAS C IBAY, RD, PRO NIR, commended the operating unit for the successful conduct of the operation and their unwavering dedication to the anti-drug campaign.

PBGEN IBAY reaffirmed that the relentless fight against illegal drugs will not waver, and PRO NIR will continue to uphold its mandate to protect the people of Negros Island Region and preserve the spirit of celebration through peace, order, and public safety.

An AD HOC meeting was held on October 14, 2025, at Maringal Hall, Camp Alfredo M. Montelibano Sr., Brgy. Estefania, Bacolod City.

The meeting was presided over by PCOL DENNIS A ESGUERRA, ADRDA and Chairperson, together with PCOL JACOB T CRISOSTOMO, C, RRSU, and other officers in attendance.

The main purpose of the meeting was to discuss the application process for incoming applicants under the AD HOC system. Discussions focused on improving efficiency, ensuring proper screening, and standardizing procedures for the fair and timely processing of applicant documents.

This initiative underscores the commitment to uphold integrity, transparency, and order in the recruitment process.

Regional Committee Reviews Birth Records for Compliance and Accuracy

The Regional Birth Records Evaluation Committee (RBREC) convened on October 15, 2025, at Maringal Hall, Camp Alfredo M Montelibano Sr., Brgy. Estefania, Bacolod City.

The meeting was spearheaded by PCOL DENNIS A ESGUERRA, ADRDA and Chairman of RBREC, along with other regional staff and committee members.

The primary agenda of the meeting was the Presentation of Findings and Review of Birth Records Evaluation. The committee conducted a comprehensive review and assessment of the submitted birth documents of both PNP uniformed personnel and non-uniformed personnel.

This initiative ensures that all personal records are accurate and duly verified. Any discrepancies or incorrect information identified during the evaluation must be addressed promptly in order to maintain the integrity of personnel records.

PNP Sets the Standard: Advancing Merit and Excellence in NUP Recruitment

An initial meeting was conducted to discuss the Revised Merit, Selection, Placement, and Promotion Plan for Non-Uniformed Personnel (NUP) of the Philippine National Police (PNP). The meeting was headed by PCOL DENNIS A ESGUERRA, ADRDA, who also serves as the Chairperson of the NUP Recruitment and Selection Board.

The agenda centered on the review and alignment of recruitment procedures and qualification standards with the updated policies to ensure a more transparent, merit-based, and competency-driven hiring process for NUP positions within the PNP. The revised plan aims to strengthen human resource mechanisms, uphold the principles of merit and fitness, and promote professionalism among non-uniformed personnel.
