RAMIL INTENSIFIES INTO A TROPICAL STORM.

Location of Center (4:00 AM):
The center of Tropical Storm RAMIL was estimated based on all available data at 305 km East of Juban, Sorsogon (13.1°N, 126.8°E).

Intensity:
Maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 1000 hPa

Present Movement:
Westward at 20 km/h

Extent of Tropical Cyclone Winds:
Strong to gale-force winds extend outwards up to 400 km from the center

Heavy Rainfall Outlook
Refer to Weather Advisory No. 5 issued at 5:00 AM yesterday for the heavy rainfall outlook due to Tropical Cyclone RAMIL.

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The possibility of reaching severe tropical storm category before landfall is not ruled out, the worst case scenario is Wind Signal No. 3.

Furthermore, the trough and outer rainbands of RAMIL and the easterlies will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Today: Cagayan Valley, CALABARZON, Metro Manila, Ilocos Norte, Ilocos Sur, Marinduque, Mindoro Provinces, and Masbate
• Tomorrow (19 October): CALABARZON, Central Luzon, Metro Manila, and Eastern Samar

Coastal Inundation
There is a minimal to moderate risk of storm surge with peak heights reaching 1.0 to 2.0 m within 48 hours over the low-lying or exposed coastal localities of Isabela, Aurora, Quezon, Marinduque, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar (Western Samar), Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, and Bataan. HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the eastern seaboard of Southern Luzon. Refer to Gale Warning No. 1 issued at 5:00 AM today.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 4.5 m: The northern and eastern seaboard of Catanduanes; the northern seaboards of Camarines Sur and Camarines Norte; the eastern seaboards of mainland Cagayan and Isabela; the eastern seaboards of Polillo Islands
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The northeastern seaboard of Aurora; the eastern seaboard of Babuyan Islands
• Up to 3.0 m: The seaboards of Batanes; the rest of Aurora; the remaining seaboards of Cagayan including Babuyan Islands and Polillo Islands; the northern seaboard of Northern Samar
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Ilocos Norte and Ilocos Sur; the eastern seaboards of Albay, Sorsogon, and Eastern Samar; the remaining seaboards of Northern Samar.
• Up to 2.0 m: The seaboard of La Union; the western seaboards of Pangasinan and Northern Samar; the eastern seaboards of the Dinagat Islands, Siargao and Bucas Grande Islands, Surigao del Sur, and the rest of mainland Quezon
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• RAMIL is forecast to move generally west northwestward towards the area of Central-Southern Luzon. On the forecast track, the center of RAMIL may make landfall or pass close to Catanduanes this afternoon or evening. Afterwards, it will continue moving west northwestward passing close to Vinzons, Camarines Norte and Polillo Islands tomorrow (19 October) morning. By tomorrow morning or afternoon, RAMIL will turn northwestward and may make another landfall over Aurora or Isabela After landfall, RAMIL may traverse the rugged terrain of Northern and Central Luzon and will emerge over the West Philippine Sea by tomorrow afternoon or evening. It will exit the Philippine Area of Responsibility by Monday (20 October) morning.
• A northward or southward shift of the track could result to another landfall area.
• RAMIL may further intensify while moving over the Philippine Sea. Intensification into a severe tropical storm prior to landfall is not ruled out. While traversing the landmass, RAMIL may maintain its strength or slightly weaken and further intensification is likely as it traverses the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 8:00 AM today.

SERBISYO CARAVAN NA HATID NG LOKAL NA PAMAHALAAN, UMARANGKADA SA SITIO BAYAN BARANGAY SAN MIGUEL NGAYONG ARAW OCTOBER 17, 2025.

Pinangunahan ni Mayor Leonardo C. Pattung kasama ang mga miyembro ng Sangguniang Bayan sa pamumuno ni Vice Mayor Rowel Gazmen ngayong araw, October 17, 2025 ang pag-arangkada ng Serbisyo Caravan sa Sitio Bayan Barangay San Miguel.

Sa kabila ng hamon ng panahon, mahigit isang oras at tatlumpung minutong naglakad ang mga opisyal at mga kasapi ng Serbisyo Caravan patungo sa lugar, habang bumubuhos ang ulan na nagdulot ng maputik na daan. Ipinakita ng grupo ang kanilang dedikasyon sa paghahatid ng serbisyo publiko sa kabila ng hirap ng biyahe at lagay ng panahon.

Nakaalalay parin ang Philippine National Police, Armed Forces of the Philippines sa seguridad ng lugar gayundin ang pagpapakita ng talento at pakikiisa sa mga program tulad ng libreng gupit, libreng tuli.
Tuloy-tuloy pa rin ang pamimigay ng mga libreng gamot ang Municipal Health Office kasabay ng pagsagawa ng iba’t ibang konsultasyon na may kinalaman sa kalusugan sa pangunguna ni Municipal Health Officer, Dr. Olga Joy Bautista.

Gayundin, tuloy-tuloy ang mga programa ng Municipal Social Welfare and Development Office sa pangunguna ni MSWD Officer, Elvie Salvador gaya ng relief distribution, registration at issuance ng ID para sa mga Senior Citizen sa pamumuno ni OSCA Head Ms. Olivia M. Vea, at iba pang serbisyong kaugnay sa kanilang tanggapan.

Katuwang rin ang Municipal Agriculture Office para sa kanilang mga programa at iba’t ibang opisina ng Lokal na Pamahalaan para sa paghahanda at pagsasagawa ng nasabing aktibidad.

Nagpapasalamat naman ang Lokal na Pamahalaan sa mainit ang pagtanggap sa grupo ng Serbisyo Caravan ng mga residente ng mga nasabing Barangay sa pangunguna ng mga opisyales nito.

Layunin ng programang ito ang tuloy-tuloy na serbisyo publiko sa bayan, abangan ang Serbisyo Caravan sa inyong barangay.

Matagumpay na ibinahagi sa 154 benepisyaryo ang tulong na hatid ng Pasilaw ti Napanglaw Program ng Lokal na Pamahalaan katuwang ang Cagayan Electric Cooperative I na ginanap sa VGH Gymnasium, Baggao, Cagayan.

Pinangunahan nina Mayor Leonardo C. Pattung at Vice Mayor Rowel B. Gazmen, kasama ang mga miyembro ng Sangguniang Bayan, CAGELCO Director W***y Gaspar, at FSINSP. Francise David Barcellano ang nasabing aktibidad.

RELEASING OF PHILIPPINE CROP INSURANCE CORPORATION (PCIC) INDEMNITY CHECK, ISINAGAWA SA BAYAN NG BAGGAO NGAYONG ARAW OKTUBRE 16, 2025.

Pinangunahan ng mga kinatawan mula sa Philippine Crop Insurance Corporation (PCIC) sa pakikipagtulungan ng Lokal na Pamahalaan ng Baggao at ng Municipal Agriculture Office ang pamamahagi ng tulong pinansyal para sa mga benipisaryong magsasaka .

Sa kabuuan, 194 na benepisyaryo mula sa iba’t ibang barangay ng Bayan ng Baggao ang nakatanggap ng kanilang indemnity checks.
Nagpasalamat ang lokal na pamahalaan sa pangunguna ni Mayor Leonardo C. Pattung sa PCIC para sa tulong pinansyal na ipinagkaloob nito sa mga magsasaka ng bayan.

GRADUATION DAY PARA SA MOTORCYCLE SMALL ENGINE SERVICING, ISINAGAWA SA BARANGAY BARSAT WEST

Isinagawa noong Oktubre 15, 2025, ang Graduation Day ng mga trainee sa Motorcycle Small Engine Servicing Training na ginanap sa Barangay Barsat West, Baggao. May kabuuang 25 trainees mula sa mga Barangay Barsat West, Nangalinan, at San Antonio ang matagumpay na nakapagtapos ng programa.

Bilang bahagi ng seremonya, tumanggap din ang mga trainees ng libreng tool kits mula sa BPI Foundation at Bayan Academy, bilang tulong sa kanilang pagsisimula ng kabuhayan sa motorcycle servicing.

Dinaluhan at nasaksihan ang naturang aktibidad ng mga Opisyal ng Lokal na Pamahalaan, TESDA Provincial Director, Regional Training Center representatives, at mga barangay captains at kagawad mula sa tatlong barangay.

Bilang pagkilala sa suporta at pakikipag-ugnayan ng pamahalaang lokal, iginawad ng sponsoring agency ang Certificate of Appreciation sa LGU-Baggao bilang pasasalamat sa kanilang patuloy na pakikiisa sa mga programa ng TESDA na nagtataguyod ng kaalaman at kabuhayan para sa mamamayan ng bayan ng Baggao.

Hiniling ng Lokal na Pamahalaan ng Baggao na kung sino man ang nakakita o may nalalaman sa pananira ng mga inilagay na directional signs, partikular sa Abusag Bridge, ay agad na ipagbigay-alam sa PNP o sa MDRRM Office upang mabigyan ng kaukulang aksyon.

Mahigpit na pinapayuhan ang lahat na huwag sirain o alisin ang mga nasabing palatandaan dahil malaki ang naitutulong ng mga ito sa mga motorista na dumaraan sa ating bayan.

Matatandaan na ang mga directional signs ay inilagay bilang gabay sa mga motorista matapos ang pagbagsak ng Piggatan Bridge sa Alcala, Cagayan, kung kaya’t ginagamit ngayon bilang alternatibong ruta ang ating bayan.

Ang inyong pakikiisa ay malaking tulong upang mapanatiling ligtas at maayos ang daloy ng trapiko sa ating kalsada. 🙏

28 INDIGENOUS PEOPLE’S MONTH AT IPRA COMMEMORATION, IPINAGDIWANG SA TEMANG “WEAVING CULTURE, ENRICHING FUTURE: EMPOWERING INDIGENOUS COMMUNITIES AS BEDROCK OF SUSTAINABLE DEVELOPMENT”

Nakibahagi ang Lokal na Pamahalaan ng Baggao sa pangunguna ni Mayor Leonardo C. Pattung sa pagdiriwang ng Ika-28 Indigenous People’s Month at IPRA Commemoration bilang pagpapakita ng kanilang suporta sa mga katutubong pamayanan.

Bilang bahagi ng programa, tampok ang makulay na pagtatanghal ng sayaw mula sa mga kasapi ng Labin/Dupaminan Tribes na nagbigay-pugay sa mayamang kultura at tradisyon ng mga katutubo sa bayan.

STA. MARGARITA NATIONAL HIGH SCHOOL NAG UWI NG MARAMING PARANGAL MULA SA DIVISION SCIENCE AND TECHNOLOGY FAIR 2025

Lumahok ang Sta. Margarita National High School sa isinagawang Division Science and Technology Fair 2026 noong Oktubre 5–7, 2025, sa Libertad National High School, Libertad, Abulug, Cagayan.

Nagpakitang-gilas ang mga mag-aaral ng nasabing paaralan matapos masungkit ang iba’t ibang karangalan sa iba’t ibang kategorya ng Science Investigatory Projects Competition.

Kabilang sa mga mag-aaral na nagbigay karangalan sa paaralan na si Mark Daniel Gajes ay nagwagi bilang Champion sa Robotics and Intelligent Machine (Individual Category), habang si Clarenz Gannaban ay tinanghal ding Champion sa Life Science (Individual Category). Si Angelo Fabian ay nagkamit ng Champion sa Innovation Expo (Individual Category). Samantala, ang grupo nina Tareq Karim Jabr, Djion Dave Caypono, at Queenie Angel ay itinanghal na Champion sa Innovation Expo (Team Category). Nakamit naman nina David Barcoma, JV-Anne Bautista, at Gillian Salamoding ang ikalawang puwesto sa parehong kategorya.

Sina Charish Laña, Alysha Jose, at Dheil Bautista ay nagtamo ng ika-walong puwesto sa Mathematical and Computational Science (Team Category), habang sina Josh Bermudez, Rhea Mae Tolentino, at Sharon Dela Cruz ay nagtamo rin ng ika-walong puwesto sa Robotics and Intelligent Machine (Team Category).

Si Jolly Mar D. Castañeda ang nagsilbing coach ng mga kalahok na mag-aaral, sa ilalim ng pamumuno ni School Head Catherine P. Alipio.

Ipinahayag ng Lokal na Pamahalaan ng Baggao, sa pangunguna ni Mayor Leonardo C. Pattung, ang kanilang buong suporta at paghanga sa mga mag-aaral na nagdala ng karangalan sa bayan.

Ang Sta. Margarita National High School ang kakatawan sa Munisipalidad ng Baggao at Schools Division Office (SDO) Cagayan sa darating na Regional Science and Technology Fair 2025 na gaganapin sa Nobyembre 26–28, 2025, sa Cauayan City, Isabela. Suportahan natin sila sa kanilang nalalapit na kompetisyon!
