BAGUIO CITY – Congressman Mauricio “Morris” G. Domogan’s first month in the House of Representatives has been characterized by immediate action on key legislative agendas focused on bringing Baguio City to the next level as a genuine highly urbanized and smart city. He has also engaged with constituents and various sectoral groups in the city.
After his oath taking on June 30 at the Baguio Convention Center, he reiterated his plans for two priority bills: the realization of autonomy for the Cordillera Administrative Region (CAR) and the rectification of infirmities in Baguio City’s revised charter.
In the celebration of the 38th Car Founding Anniversary on July 1, he renewed his commitment to the pursuit of an autonomous region, stressing in his keynote address, “Autonomy is a gift we must secure for our youth.” He once again called on fellow Cordilleran leaders to unite to support the cause.
When he attended his first flag-raising ceremony at City Hall on July 7, he said he will be rectifying what he regarded as “legal infirmities” in the 2022 Revised Baguio City Charter, which contains problematic provisions – such as requiring ordinances of the city to be scrutinized by the Benguet Provincial Board and failing to establish the city’s exact jurisdictional boundaries. His proposed reforms were also detailed in his Philippine News Agency interview (PNA) on July 8:
• Removal of Benguet’s oversight over Baguio’s legislation;
• Updating the outdated Townsite Sales Application into the more accessible Miscellaneous Sales Application to facilitate land distribution;
• Establishing exact territorial boundaries in the city, particularly in contested areas like Camp John Hay and adjacent barangays;
• Defining new technical metes-and-bounds with the municipality of Tuba.
He also shared his plans to foster legislative alliances - particularly with the lawmakers from Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) - in order to benefit from the BARMM experience in securing autonomy.
Throughout July, he focused on laying the groundwork for filing his priority bills and consulting with the constituents of Baguio City.
In summary, Congressman Mauricio G. Domogan’s July report card reflects consistent and balanced legislative, grassroots and ceremonial engagements:
1. July 1 - Delivered his keynote address during the 38th Cordillera Month kickoff
2. July 7 - Attended his first flag-raising ceremony, reaffirming his celebrated decades-long civic service where he was honored with a Plaque of Appreciation
3. July 24 - Attended the Green Tech Summit (represented by Judge Mabalot)
4. July 28 - Attended the opening of the 20th Congress and SONA
5. For the whole of July - He went through informal consultations with barangay officials and sectoral representatives to address local concerns on infrastructure, welfare, and disaster readiness
6. During habagat/typhoon Emong - The district office facilitated community outreach and relief coordination in affected areas.
