BAGUIO CITY – Congressman Mauricio “Morris” G. Domogan’s first month in the House of Representatives has been characterized by immediate action on key legislative agendas focused on bringing Baguio City to the next level as a genuine highly urbanized and smart city. He has also engaged with constituents and various sectoral groups in the city.

After his oath taking on June 30 at the Baguio Convention Center, he reiterated his plans for two priority bills: the realization of autonomy for the Cordillera Administrative Region (CAR) and the rectification of infirmities in Baguio City’s revised charter.

In the celebration of the 38th Car Founding Anniversary on July 1, he renewed his commitment to the pursuit of an autonomous region, stressing in his keynote address, “Autonomy is a gift we must secure for our youth.” He once again called on fellow Cordilleran leaders to unite to support the cause.

When he attended his first flag-raising ceremony at City Hall on July 7, he said he will be rectifying what he regarded as “legal infirmities” in the 2022 Revised Baguio City Charter, which contains problematic provisions – such as requiring ordinances of the city to be scrutinized by the Benguet Provincial Board and failing to establish the city’s exact jurisdictional boundaries. His proposed reforms were also detailed in his Philippine News Agency interview (PNA) on July 8:

• Removal of Benguet’s oversight over Baguio’s legislation;

• Updating the outdated Townsite Sales Application into the more accessible Miscellaneous Sales Application to facilitate land distribution;

• Establishing exact territorial boundaries in the city, particularly in contested areas like Camp John Hay and adjacent barangays;

• Defining new technical metes-and-bounds with the municipality of Tuba.

He also shared his plans to foster legislative alliances - particularly with the lawmakers from Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) - in order to benefit from the BARMM experience in securing autonomy.

Throughout July, he focused on laying the groundwork for filing his priority bills and consulting with the constituents of Baguio City.

In summary, Congressman Mauricio G. Domogan’s July report card reflects consistent and balanced legislative, grassroots and ceremonial engagements:

1. July 1 - Delivered his keynote address during the 38th Cordillera Month kickoff

2. July 7 - Attended his first flag-raising ceremony, reaffirming his celebrated decades-long civic service where he was honored with a Plaque of Appreciation

3. July 24 - Attended the Green Tech Summit (represented by Judge Mabalot)

4. July 28 - Attended the opening of the 20th Congress and SONA

5. For the whole of July - He went through informal consultations with barangay officials and sectoral representatives to address local concerns on infrastructure, welfare, and disaster readiness

6. During habagat/typhoon Emong - The district office facilitated community outreach and relief coordination in affected areas.

𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀𝗺𝗮𝗻 𝗠𝗮𝘂𝗿𝗶𝗰𝗶𝗼 𝗚. 𝗗𝗼𝗺𝗼𝗴𝗮𝗻 𝗶𝗻 𝘁𝗵𝗲 𝟮𝟬𝘁𝗵 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀: 𝗕𝗮𝗴𝘂𝗶𝗼 𝗖𝗶𝘁𝘆’𝘀 𝗖𝗹𝗮𝗺𝗼𝗿 𝗳𝗼𝗿 𝗥𝗲𝗯𝗶𝗿𝘁𝗵

When Mauricio G. Domogan filed his certificate of candidacy (COC) in the final hours of the last day for filing, an online blog claimed it was a tactic to disrupt and misled others who were planning to run for congressman of Baguio City. Others claimed he had knowingly misled individuals he had spoken with regarding his political plans in the days leading up to the 2025 midterm elections.

But Mauricio G. Domogan has never been a person of deception and manipulation. His long years of public service, along with his private nature throughout those years, are an open-book testimonial to his being one of the most transparent individuals in Baguio City.

It was pretty easy to establish that he had no definite plans to seek public office in the prior months. For one, a few weeks before the filing of COCs, most of his Timpuyog ti Baguio members who ran with him in 2022 left the coalition. If he planned on running, would he have so easily let them go? For another, during the awarding of winners of his foundation’s golf tournament on October 5, 2024, one could conclude that even on that day, his plans, if he ever had the intent, were all up in the air. Supporters brought his filled-out COC for him to sign. He was perhaps surprised with that bold move, but always the statesman and gentleman the he is, he told his supporters to seek the permission of his better half, Becky Domogan. Becky was unequivocal with her answer, "No." So on that Saturday, Mauricio was not running.

Perhaps it was only on October 7 that Mauricio seriously considered running. But he knew it would not happen because Becky would not give her consent. Perhaps it was during those hours on Monday that his daughters saw what he was going through and recognized what his main purpose was: to be a public servant – and that being one would give more meaning to his being. So Janice, Jillian and Joy - her three daughters - joined forces to talk to and convince their mother. Becky relented. It was on the morning of October 8 when Mauricio’s decision was made: he would be running for the Lone District of Baguio City.

At the press conference after filing his COC, the media asked him what made him run. He said supporters clamored for him to run, he felt he was obliged to rectify the infirmities of the revised charter of Baguio, and he was bothered by a political dynasty rearing its head, among others.

Mauricio knew the odds were against him in the run-up. He had limited funds, and some groups dismissed him as a has-been, calling him an old dog, since he had already lost in the 2019 and 2022 elections. But he felt that Baguio needed to be steered back to its former station – a truly highly urbanized city. Deep in his heart, he knew he was the man for the job.

And he believed that there are only these important criteria for a representative: a proven track record of competence and trustworthiness, and the ability to formulate transformative solutions. Thus, he ran with the slogan: tested, trusted, transformative.

At the very start of the campaign, he required his campaign team that it be a positive one - only his plans, his qualifications, and the issues facing Baguio would take center stage in his campaigning. Throughout the campaign period, he was maligned and called names: hungry for power, senile, incompetent, and a lackey of big corporations. He was trolled. Rumors were spread that he was sick and has already withdrawn from the race.

Despite all the noise, he was unfazed and did not use the same black propaganda. He remained faithful to his positive campaigning and never attacked anyone in return nor put forth misleading information. His political savvy allowed him to have faith that only the votes of the people of Baguio would matter if he were indeed worthy to represent them in the halls of Congress.

Today, we can say he was right for playing it fair and never wavering in the belief that only the most qualified shall represent Baguio. The citizens of Baguio City elected him in to office – a resounding indication that they want more of Mauricio Gamsao Domogan for Baguio City’s rebirth.
