The Kalinga Police Provincial Office (KPPO) announces the surrender of the two Persons Under Police Custody (PUPC) who previously escaped from the Tabuk City Police Station custodial facility. The first surrender took place at Camp Capt. Juan M. Duyan, Bulanao, Tabuk City, Kalinga at 1:45 PM January 15, 2026 and January 16, 2026 at 9:00 AM, for the second surrenderee.
Accompanied by his aunt Mrs. Avelina Manganip, the first escapee Andres Benito Jr. y Boquirin, surrendered to Kalinga PPO on January 15, 2026. Meanwhile, the second surrenderee Michael Macagne y Boclongan, accompanied by his sister Mrs. May M. Ramos, surrendered to Kalinga PPO on January 16, 2026.
The two surrendered PUPC was made possible through the efforts of the Intel Operatives of Tabuk City Police Station and PLTCOL JACK E ANGOG, former COP of Tabuk CPS together with PMAJ CHESTER M BOCLONGAN, CC, 1503rd MC, RMFB 15 under the direct supervision of PCOL GILBERT A FATI-IG, OIC, Kalinga PPO.
The two detainees were originally held on December 17, 2025, for violations of Republic Act No. 9165 (Comprehensive Dangerous Drugs Act of 2002) and Republic Act No. 10591 (Comprehensive Fi****ms and Ammunition Regulation Act). On January 4, 2026, they escaped from detention after cutting the round bar railings of the custodial facility and using the opening as their exit point. The escapees were reportedly carried out using a hacksaw blade approximately 3 inches in length with a round wooden handle measuring approximately 5 inches.
The surrendered two individual were turned over to Tabuk City Police Station for proper disposition and investigation in accordance with established procedures.
The Kalinga Police Provincial Office reaffirms its commitment to upholding the rule of law, ensuring community safety, and strengthening custodial security measures.
