The Commission on Population and Development Cordillera Administrative Region (CPD CAR) was among the proud recipients of the Silver Award during the 2024 Report Card Survey (RCS) 2.0 First Cycle Implementation Awards led by the Anti-Red Tape Authority (ARTA) on October 23, 2025, at Conrad Manila Hotel, Pasay City.
Out of 904 agencies assessed by ARTA, only 59 were commended for exemplary performance in promoting efficient and citizen-friendly public service delivery. Of these, 49 agencies including CPD CAR received the Silver Award, while 10 agencies were conferred the Gold Award.
Representing CPD CAR in receiving the award were Regional Director Cecile Aguilan Basawil, Population Program Officer IV John Eric B. Escalante, and Administrative Officer V Hazel G. Bandas.
The ARTA Awards Program seeks to recognize outstanding government agencies based on the results of the 2024 RCS 2.0, which measures compliance with anti-red tape standards and the quality of service delivery. The initiative forms part of ARTAโs broader efforts to promote transparency, accountability, and efficiency across the Philippine government.
According to ARTA, on comparison to last yearโs cycle which covered 860 agencies, for this year, 904 agencies were subjected to a survey from October 2024 to May 2025 conducted by a third-party partner of the agency. A total of 25,000 clients were surveyed using a Survey Questionnaire which entailed them to answer set of questions to provide feedback on the services they have availed from the government agencies. Furthermore, an inspection led by the ARTA Compliance Monitoring and Evaluation Office on the compliance and processes of the agencies were also factors in finalizing their rating.
