The Commission on Population and Development - Cordillera Administrative Region (CPD-CAR) staff served as resource speakers and facilitators for the recently concluded Parent Teen Talk: Training of Trainers (TOT) in Sagada, Mountain Province on October 28-29,2025.

This training was born from a critical need in the growing communication gap between parents and their adolescent children, especially when it comes to sensitive topics like sexuality, relationships, and reproductive health. When these conversations don't happen, it can lead to misinformation and risky behaviors.

It provides a structured, participative, and values-based framework to help families bridge that gap and engage in meaningful, age-appropriate dialogue.

The TOT was a vital step in equipping local facilitators, community advocates, parents, and youth leaders with the knowledge, attitudes, and skills to bring the PTT modules to their own communities.

Bangued, Abra- To enhance collaboration on population and development (POPDEV) initiatives in Bangued, Abra,the Commission on Population and Development Cordillera Administrative Region (CPD CAR) led by Regional Director Cecile Aguilan Basawil conducted a courtesy call to the Local Government Unit of Bangued headed by Mayor Perfecto Cardenas on October 27, 2025.

During the meeting, Dir. Basawil together with Population Program Officer John Eric B. Escalante, and Population Program Worker II Mindy B. Tawali discussed local strategies with the Philippine and Regional Population and Development Plans of Action (RPD-POA) 2023-2028, promoting sustainable, crafting of a Local POPDEV Plan, the designation of Population Officers, and the formalization of partnerships with the LGU. The team highlighted the RPD-POA 2023โ€“2028 which serves as a strategic blueprint outlining long-term goals and specific programs that aim to address population and development concerns across the region.

On October 27, the Commission on Population and Development Cordillera Administrative Region (CPD CAR) headed by Regional Director Cecile Aguilan Basawil, Population Program Officer IV John Eric B. Escalante and Population Program Worker II Mindy B. Tawali conducted a courtesy call with Abra Governor Takit P. Bersamin to discuss the Philippine Population and Development Plan of Action 2023-2028 and the Regional Population and Development Plan of Action (RPD-POA) 2023-2028.

During the meeting, Governor Bersamin expressed full support for the population and development (POPDEV) initiatives in their province including the formulation of a local POPDEV plan, designation of Population Officers and partnerships with the agency.

The RPD-POA 2023โ€“2028 serves as a strategic blueprint outlining long-term goals and specific programs that aim to address population and development concerns across the Cordillera Administrative Region. The plan is spearheaded by CPD CAR in partnership with the Cordillera Regional Population Executive Board.

The Commission on Population and Development Cordillera Administrative Region (CPD CAR) was among the proud recipients of the Silver Award during the 2024 Report Card Survey (RCS) 2.0 First Cycle Implementation Awards led by the Anti-Red Tape Authority (ARTA) on October 23, 2025, at Conrad Manila Hotel, Pasay City.

Out of 904 agencies assessed by ARTA, only 59 were commended for exemplary performance in promoting efficient and citizen-friendly public service delivery. Of these, 49 agencies including CPD CAR received the Silver Award, while 10 agencies were conferred the Gold Award.

Representing CPD CAR in receiving the award were Regional Director Cecile Aguilan Basawil, Population Program Officer IV John Eric B. Escalante, and Administrative Officer V Hazel G. Bandas.

The ARTA Awards Program seeks to recognize outstanding government agencies based on the results of the 2024 RCS 2.0, which measures compliance with anti-red tape standards and the quality of service delivery. The initiative forms part of ARTAโ€™s broader efforts to promote transparency, accountability, and efficiency across the Philippine government.

According to ARTA, on comparison to last yearโ€™s cycle which covered 860 agencies, for this year, 904 agencies were subjected to a survey from October 2024 to May 2025 conducted by a third-party partner of the agency. A total of 25,000 clients were surveyed using a Survey Questionnaire which entailed them to answer set of questions to provide feedback on the services they have availed from the government agencies. Furthermore, an inspection led by the ARTA Compliance Monitoring and Evaluation Office on the compliance and processes of the agencies were also factors in finalizing their rating.

Kalinga- Today, the Commission on Population and Development Cordillera Administrative Region (CPD CAR) spearheaded the transfer of one motorcycle to the Provincial Local Government Unit (PLGU) of Kalinga.

The vehicle was transferred to the PLGU in order to maximize its use to support the coordination and implementation of population and development (POPDEV) programs and activities in the province of Kalinga.

Joining the turn-over are: Kalinga Governor James S. Edduba, Provincial Health Officer II Dr. Edward Tandingan, Population Program Officer IV Ms. Christel Joanna Callangan and Commission on Audit State Auditor III Mr. Benjamin Bamba. Also representing CPD CAR Regional Director Cecile Aguilan Basawil are CPD CAR Administrative Officer V Ms. Hazel G. Bandas and Administrative Officer I Mr. Allen A. Bakidol.

Governor Edduba welcomed the CPD CAR Staff and thanked the agency for the vehicle to be used for the transportation of materials and for field work of personnel in rural and remote areas in the province.

Members of the Cordillera Regional Implementation Team (RIT) for Responsible Parenthood and Reproductive Health (RPRH) held its third quarter meeting today, in Baguio City, presided by Commission on Population and Development Cordillera Administrative Region (CPD CAR) Regional Director Cecile Aguilan Basawil.

The meeting focused on the discussion on the five Key Results Areas (KRAs) of RPRH including Maternal, Newborn, Child, Health and Nutrition, Family Planning, Adolescent Sexual and Reproductive Health, STI/HIV and AIDS, and Gender Based Violence. The member agencies also provided updates on their accomplishments and ways forward including plans for 2026.

The RIT is chaired by the Department of Health-Center for Health Development and co-chaired by CPD, the main committee responsible for monitoring the implementation of the RPRH Law.

Reflecting, Refining, Reaching Further: The Commission on Population and Development on Population and Development- Cordillera Administrative Region concluded the Midterm Assessment Workshop for the Regional Population and Development Plan of Action (RPD-POA) 2023-2028, held from October 14 to 15, 2025, at the Rajah Soliman Hotel in Baguio City.

Over the course of two productive days, the team, representatives from Regional Agencies and Population Officers of the Province and City engaged in a thorough review of the progress, diligently updated key sectoral indicators, and identified crucial gaps and challenges. The workshop was a vital step in realigning our programs and activities to ensure they remain effective and relevant.

The activity emerged with a clearer path forward and a set of concrete, actionable recommendations to strengthen our implementation for the remaining period, reaffirming our commitment to the region's sustainable development.
