Graduate of Tagapaglunsad class 1993 in the Philippine National Police Academy (PNPA),[3] Torre served as provincial director of Samar Provincial Police Office until he was dismissed in 2019 due to reshuffle. He was also declared "persona non grata" on Calbayog by its provincial board in a vote of six ayes, three nays, and one abstention. The reason of the provincial board is because of his "failure of leadership to fight criminality and joining in a partisan political activity" during the early election campaign.

HAPPENING NOW: PNP-Criminal Investigation and Detection Group (CIDG) chief Major Gen. Nicolas Torre III, PNP spokesperson Brig. Gen. Jean Fajardo, Justice Undersecretary Nicholas Felix Ty and Palace Press Officer Undersecretary Claire Castro hold a panel discussion in Malacañang on Thursday (March 13, 2025), following the arrest of former president Rodrigo Duterte.

Torre says Duterte declined a wheelchair during his arrest.

Torre says no police officer touched Duterte during his arrest.

Torre adds that arresting officers wore body cameras. He also denied claims that they deprived Duterte and his family of food.

Torre says Duterte’s common law wife Honeylet pushed him, while the former president’s daughter Kitty insulted him: “Okay lang ‘yan makapal ang ating balat.”

Fajardo says Honeylet hit one of the arresting officers in the head with a cellphone.
