Another batch of senior citizens in the Municipality of Abuyo received 3,000 pesos each under the government’s Social Pension Program (socpen) during the third-quarter for this year through a payout held at the Municipal gymnasium.

The program, part of the initiative of the Department of Social Welfare and Development (DSWD), aims to help indigent senior citizens in the municipality. With LGU Abuyog’s support to the program, various senior citizens in Abuyog received the financial assistance which covers the months of July to September.

The quarterly release is aimed at helping the beneficiaries afford basic necessities such as maintenance medicine, food, and other utilities, easing their financial burdens.

Earlier today, October 8, 2025, the newly constructed Baybay City Health Office was officially inaugurated at the City Health Complex in Poblacion Zone 8, marking an enhancement in the city’s primary healthcare for the Baybayanons.

The new healthcare facility, located on the former site of the Western Leyte Provincial Hospital, is a primary healthcare facility, the fourth to be established within the Eastern Visayas region. The facility offers a comprehensive range of medical services, including medical consultations, nursing care, immunizations, minor surgical procedures, maternal and child health programs, and other auxiliary services that address the medical needs of the Baybayanons and their neighboring towns and districts.

The New City Health Office is staffed by public and private medical professionals who will provide accessible and affordable healthcare, especially for those in the marginalized sector of the city. This collaboration supports the city’s mission in ensuring comprehensive and integrated health services.

Guided by its mantra Lihok Baybay, the new facility was made possible through the collaborations of the medical doctors, local health workers, LGU officials, employees, and the residents, emphasizing the city’s commitment to improving the quality of life for the Baybayanons.

The turnover and blessing ceremony was attended by Mayor Jose Carlos L. Cari, Vice Mayor Ernesto Butawan, members of the Sangguniang Panlungsod, City Administrators Florante Cayunda Jr., LIGA President Jules Cari, City Health Officer Dr. Norberto Oja, and key partners from the Department of Health and LGU employees.

The Local Government Unit (LGU) of the Municipality of Hilongos officially turned over the Hog Fattening Business project to the San Isidro Farmers Association and the Hilongos Seafarers Association through a ribbon-cutting and turnover ceremony attended by local officials and Hilongosnons.

Under the Department of Labor Employment (DOLE)-assisted livelihood project, the program aims to provide the recipients new and sustainable livelihood opportunities for local farmers and retired seafarers in the municipality.

Mayor Manuel “Linlin” Villahermosa expressed optimism, hoping that the program will bring stable foundation for economic growth and long prosperity for its recipients.

After years without reliable access to water, Baybayanons residing in Sitio Margatas, Hipusngo, Baybay City, Leyte, can now enjoy clean and safe water following the official inauguration of a new water system on Thursday, October 2, 2025. The event was attended by Baybay City officials, partner agencies, and community members.

The new water system addresses the long-standing challenge of water scarcity in the barangay, significantly improving the living conditions of residents and contributing to better sanitation and essential services.

This initiative was made possible through the collaboration between the Local Government Unit (LGU) of Baybay City, headed by Hon. Jose Carlos L. Cari, and the Baybay City Water District (BCWD). Their partnership played a crucial role in turning the community’s aspirations into reality.

During his speech, Mayor Cari announced that water service connections for all households will be provided free of charge, easing the financial burden on all residents. He further committed to continue all the programs and projects that will prioritize the overall well-being of every Baybayanon, especially those who are marginalized.

Present during the ceremony were Mayor Cari, BCWD General Manager Ruel Salasayo, the BCWD Board of Directors, members of the Sangguniang Panlungsod, LGU department heads and administrators, and barangay officials.

Hipusngo officials and residents expressed their gratitude to everyone who contributed to the success of the project. The new water system in Sitio Margatas is one of the many initiatives the LGU of Baybay is undertaking for the welfare of all Baybayanons.

The Local Government Unit (LGU) of Hindang, Leyte successfully distributed the financial assistance to the 23 beneficiaries of the LGU Hindang Scholarship Program 2025 during a payout conducted today, September 29, 2025, at the Hindang Municipal Hall.

This year, beneficiaries are consist of college, senior, and junior high school students from the barangays across the municipality, easing their academic burdens and highlighting the LGUs' commitment to education.

The event was made possible through the leadership of Municipal Mayor Hon. Elpidio B. Cabal in close partnership with the Municipal Social Welfare and Development Office (MSWDO), headed by Ms. Renna Agudera and her entire team.

Mayor Cabal extended his message of inspiration to the beneficiaries, emphasizing the importance of education despite the financial status each beneficiary faced.

OPONG CONTINUES TO INTENSIFY WHILE MOVING WEST NORTHWESTWARD OVER THE PHILIPPINE SEA.

Severe Tropical Storm OPONG is currently located 440 km east of Guiuan, Eastern Samar, with maximum sustained winds of 110 km/h near the center and gusts reaching up to 135 km/h.

The storm is moving west northwestward at 20 km/h, and its strong winds extend up to 450 km from the center. 𝐓𝐫𝐨𝐩𝐢𝐜𝐚𝐥 𝐂𝐲𝐜𝐥𝐨𝐧𝐞 𝐖𝐢𝐧𝐝 𝐒𝐢𝐠𝐧𝐚𝐥 𝐍𝐨. 𝟐 is in effect for areas like Catanduanes, Albay, Sorsogon, and parts of Samar and Northern Samar, where gale-force winds of 62 to 88 km/h could cause minor to moderate impacts on life and property. 𝐒𝐢𝐠𝐧𝐚𝐥 𝐍𝐨. 𝟏, 𝐢𝐧𝐝𝐢𝐜𝐚𝐭𝐢𝐧𝐠 𝐬𝐭𝐫𝐨𝐧𝐠 𝐰𝐢𝐧𝐝𝐬 𝐨𝐟 𝟑𝟗 𝐭𝐨 𝟔𝟏 𝐤𝐦/𝐡, is in effect for a broader area, including Metro Manila, parts of Luzon, Visayas, and Mindanao, with minimal to minor impacts expected.

Additional hazards include heavy rainfall, as indicated in Weather Advisory No. 23, and severe winds from the enhanced Southwest Monsoon affecting various regions through Saturday. Gale warnings are expected to be issued due to rough seas, particularly in the northern and eastern seaboards, with waves reaching up to 6.0 meters in some areas. There is also a moderate to high risk of life-threatening storm surges, with peak heights of 1.0 to 3.0 meters, impacting low-lying or exposed coastal areas.

OPONG is forecast to make landfall over the Bicol Region tomorrow (26 September) afternoon or evening, then cross Southern Luzon. The storm is expected to weaken as it moves across the archipelago but may re-intensify once it enters the West Philippine Sea.

The public, especially those in vulnerable areas, is advised to take necessary precautions and monitor local advisories. The next update will be issued at 8:00 AM.
