Baybay City opens New Makeshift Gymnasium

The Local Government of Baybay City officially inaugurated the newly established makeshift gymnasium at the New Reclamation Area beside Metro Baybay on February 21, 2025. The event marks a significant milestone in Baybay’s efforts toward enhancing sports and recreational activities in the city.

Coast Guard Sub-station opens in Baybay

The City Government of Baybay and the Philippine Coast Guard (PCG) has officially inaugurated the newly established sub-station building located at Poblacion 20, New Reclamation Area, Baybay City through a turnover and blessing ceremony. The ceremony was held in the presence of the officials in the City of Baybay and PCG representatives, demonstrating collaboration and commitment towards strengthening maritime security in the region.

Mayor Jose Carlos L. Cari, along with the members of the Sangguniang Panlungsod, attended the ceremony, highlighting the importance of leaders’ support in attaining a more secure maritime. Comm. Romeo P. Pulido Jr. of the PCG also attended, emphasizing the agency’s central role in improving operational efficiency and responsiveness in coastal security and emergency response.

A memorandum of agreement was also signed to tie the knot of collaboration and coordination. The new infrastructure is evidence of the LGU and the agency’s continued efforts to ensure the safety of the city’s coastal jurisdiction. The turnover marks the Philippine Coast Guard’s operational visibility in Baybay and neighboring town waters.

Multi-purpose Police Guard Post officially turned over

BAYBAY CITY, Leyte | The 1st Leyte Police Mobile Force Company held the blessing, signing of the Memorandum of Agreement (MOA), and the turnover ceremony for the newly completed multi-purpose police guard post located in Barangay Gaas, Baybay City. This new facility is a project initiated by the local government of Baybay that aims to improve regional security for the safety of all Baybayanons.

The key government officials and law enforcement officers attended the event. Leading the ceremony were Hon. Jose Carlos L. Cari, Mayor of Baybay City, Congressman Carl Nicolas C. Cari, Representative of the Fifth District of Leyte, accompanied by Vice Mayor Atty Ernesto M. Butawan and the members of the Sanguniang Panlungsod of the Baybay. Officials for the municipalities in the Fifth District of Leyte were also present to show their support for the newly established project. Among those who participated were Mayor Jojo Pua, Vice Mayor Andy Lumarda of Inopacan, Mayor Nael Gertos of Bato, Mayor Lolot Lleve of Mahaplag, Mayor Lemuel Gin Traya of Abuyog, Mayor Manuel "Linlin" Villahermosa of Hilongos; Mayor Betty Cabal of Hindang; and Mayor Eric Pajulio of Matalom.

Present from the law enforcement personnel were the high-ranking officials for the Philippine National Police (PNP), including Regional Director PBGEN Jay-R Cumigad of PRO8, Provincial Director PCOL Dioniso DC Apas Jr. of Leyte PPO, Force Commander PLTCOL Maximo Beleo of the 1st LPMFC, and Baybay City Chief of Police PLTCOL Nerro Hobrero. Rev. Fr. Arthur Duarte officiated the blessing of the new guard post.

The newly completed facility will enhance the PNP's security and operational capacity in combatting crime within the city and the neighboring town. The project also reflects the strong commitment and collaboration between the local government and the Philippine National Police to ensure peace and order in the Province of Leyte and the region.

Establishing the new facility will significantly contribute to strengthening police presence and responsiveness in the city's jurisdiction. The event reinforced the commitment of the local government and the PNP to continue serving in protecting the Baybayanons and the Leyteños.

Brgy. Maitum Inaugurates Key Infrastructure Projects

BAYBAY CITY, Leyte | The multiple infrastructure projects were successfully turned over to the residents in Barangay Maitum, Baybay City, Leyte, through a blessing and turnover ceremony attended by the local officials in the City of Baybay. This event marked a significant milestone for the barangay in its goals of improving community services and disaster resilience.

The newly completed infrastructure projects include Phase 1, Phase 2, and Phase 3 seawall, health center, water reservoir, evacuation center, tanod outpost, barangay hall/session hall, and the barangay gymnasium. Baybay City Superhealth Center Installs New CT Scan Unit

BAYBAY CITY, Leyte – A brand-new CT scan unit was successfully delivered to the Baybay City Superhealth Center as part of the City of Baybay's step toward enhancing healthcare services. Mayor Jose Carlos "Boying" L. Cari personally received and inspected the equipment upon its arrival at the medical facility.

Providing a CT scan at the Superhealth Center will improve the diagnostic capabilities to cater to the urgent medical needs of the Baybayanons and the neighboring towns. The equipment ensures that more patients have access to advanced imaging, improving the accuracy of medical diagnoses such as stroke, internal bleeding, and other critical medical conditions.

This medical equipment is one of the city's continuous improvements in healthcare infrastructure. On September 7, 2022, the city purchased and successfully installed a Magnetic Resonance Imaging (MRI) for the Baybay City Immaculate Conception Hospital (BCICH). This unit is fundamental in the diagnostics of complex medical conditions. The acquisition of these high-edge medical equipment was through the combine efforts of Congressman Carl Nicolas C. Cari of the Fifth District of Leyte, Mayor Boying L. Cri, and the Sangguniang Panglungsod Members led by Vice Mayor Atty. Ernesto M. Butawan.

The local officials of the city are committed to strengthening the city's healthcare services. With its existing medical facilities, Baybay is undoubtedly one of Leyte's emerging cities when it comes to providing top-notch medical facilities that cater to the increasing urgent medical needs of the city.

Through these initiatives, Baybay City continues its effort and commitment to providing a better and more accessible healthcare service for all the Baybayanons. The purchase of the brand-new CT scan and the MRI machine is one of Baybay's significant steps towards improving medical diagnostics and patient care.

Baybay City to establish a Multi-Species Marine Hatchery

BAYBAY CITY, Leyte | President Ferdinand “Bongbong” R. Marcos Jr. has officially signed into law establishing a multi-species marine hatchery in the City of Baybay on December 13, 2024 (Republic Act No. 12107). This law mandates boosting the aquaculture and enhancing fishery resources for the welfare of the Baybayanon farmers.

Authored by Congressman Carl Nicolas C. Cari of the Fifth District of Leyte, the measure will enable the City Government of Baybay to expand and improve the source of marine species by providing a hatchery. In addition, the hatchery is expected to increase livelihood opportunities, contribute to food security, and promote the economic growth of the city and, in general, the Province of Leyte.

Under the Republic Act No. 12107 provision, the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources (BFAR), will lead in establishing the marine hatchery. After completion, within two years, BFAR will hand over the facilities to the local government of Baybay City. Along with the turnover is the implementation of training and transition programs by the BFAR to Baybay local personnel to equip them with the necessary skills in its daily operation.

The primary source of the project’s establishment is through the annual General Appropriations Act (GAA). This law also mandates the Secretary of Agriculture to spearhead the feasibility study and the construction of the marine hatchery. Further, the law provides that the local government must allocate funds for the hatchery’s operation.

Congressman Cari and the officials of the City of Baybay, through the leadership of Mayor Jose Carlos L. Cari, are grateful for the enactment of the said measure. They are committed to continuously contributing to the local economy and the city’s aquaculture industry.

Odiong RCDG Bridge and Road Leading to Kawasan Falls Officially Turned Over

JAVIER, Leyte | After two and a half years of construction, the Odiong RCDG bridge and road leading to Kawasan Falls in Brgy. Binulho was officially turned over at a ceremony attended by local officials and residents.

Mayor Michael Dragon Javier of Javier Leyte stated that the completed project meets the national standards in terms of quality and construction, which are very important to ensure the durability and strength of the project. Before its completion, numerous challenges were faced that hurdled the project development. These challenges include a lack of funding requests, logistical obstacles, and bureaucratic challenges. However, collaboration, determination, and collective efforts made the project complete.

During the turnover ceremony, several local officials and residents were present to witness the inauguration. Among the participants were Vice-Governor Leonardo Sandy Javier Jr., Congresswoman Lo**ta Karen T. Javier of the Second District of Leyte, Congressman Carl Nicolas C. Cari of the Fifth District of Leyte, Vice Mayor Emma Abueva and the Sangguniang Bayan Members and others.

The new project will enhance connectivity between barangays, facilitating transportation and eventually boosting local tourism in the Municipality of Javier. The Kawasan Falls, located in Brgy. Binulho, is now accessible after the project’s completion. Mayor Javier extended his gratitude to all who have contributed to the success of these projects. Further, Mayor Javier is committed to continuing to improve the infrastructure and public services in Javier. “This is just the beginning,”. “There are more challenges ahead, but together, we will continue to build a brighter future for our town,” said Mayor Javier in a Facebook post.

Completing these projects is one of the municipality’s steps toward the town’s development efforts, which will bring new opportunities for local tourism and economic growth.

House Approves Bill Establishing Doos Del Norte National High School

Congressman Carl Nicolas C. Cari, Representative of the Fifth District of Leyte, expressed his excitement as the House of Representatives approved on third reading of his bill establishing the Doos Del Norte National High School in Barangay Doos Del Norte, Municipality of Hindang, Leyte.

House Bill No. 11038, or An Act Establishing a National High School in Barangay Doos Del Norte, Municipality of Hindang, Province of Leyte, to be known as the Doos Del Norte National High School and Appropriating Funds Therefor, aims to expand access to quality education to students in the community and neighboring barangay. The bill includes the funds for establishing the facilities and the provision for its daily operation.

Congressman Cari is optimistic that the proposed measures will benefit the residents in Hindang. He also committed to ensuring this bill would gain approval in the Senate and be signed into law by President Ferdinand Marcos Jr.

With the expected growth of educational needs in Hindang, this bill will address the lack of educational facilities conducive to learning. With its future establishment, it will reduce the long commutes of the students from the barangay to the proper. It will also ensure the students have a more conducive learning environment.

With its approval in the third reading at the lower House, the bill will now be transmitted to the Senate. It will undergo various processes and deliberations before acceptance and later approval by the President.

Hilongos Unites to a Cleaner, More Orderly Town

“Cleanliness is next to godliness.” This quote drives the local officials and employees of the Municipality of Hilongos to the successful conduct of the “Oplan Kaayusan Hilongos.” Among those who participated in this initiative were the various agencies, offices, and barangays, which demonstrated unity toward a cleaner and orderly municipality.

The event was spearheaded by the leadership of Hon. Mayor Manuel “Linlin” R. Villahermosa, together with the members of the Sangguniang Bayan. Municipal Administrator Lemuel Jan M. Nerves, Municipal Legal Officer Atty. Leizyl Mae R. Galia- Clarus along with the heads of the department offices under the Local Government Unit (LGU) were also present during the event.

Adding to its workforce were the municipal employees, barangay and SK officials, and the representatives from LEYECO IV. Their participation in this event demonstrated a strong commitment to public service and promoting a brighter Hilongos for all.

Inopacan, Leyte strongly supports local farmers

INOPACAN, Leyte – The Local Government Unit of the Municipality of Inocapan, through its Municipal Agriculture Office, has successfully distributed free planting materials for forage crops and announced the availability of free fertilizer for corn farmers. This initiative is part of the municipality's program to boost Inopacan's agriculture sector.

Among the available forage crops are Super Napier, flemingia, Indigofera, rensonii, calopogonium, and acid ipil-ipil. These forage crops can be used by farmers who are raising goats since these crops are beneficial to contribute to the overall nutrition and growth of the livestock. Farmers can ask for the seeds and cuttings of these forage crops at the Municipal Agriculture Office free of charge.

On the other hand, LGU Inopacan is also boosting the corn sector in the municipality by providing corn farmers with free fertilizer. Corn fertilizers will be distributed by the staff from the LGU at the Municipal Agriculture Office on February 10, 2025. This program is in collaboration with the Department of Agriculture-Regional Field Unit 8 (DA-RFU 8) Corn Program, which aims to improve the productivity and the overall agricultural growth of corn in the municipality.

These agricultural projects are made possible through the local government's leadership led by Mayor Rogelio D. Pua Jr. and the Municipal Agriculture Office in close coordination with the Department of Agriculture.

These programs aim to improve agricultural productivity, support Inopacan farmers in boosting their yields, and contribute to the municipality's economic growth.

Hilongos Breaks Ground for P157M Farm-to-Market Road Project

The Municipality of Hilongos officially started the construction of a new farm-to-market road project through a groundbreaking ceremony attended by various local officials and stakeholders. The FMR project aims to improve the infrastructure and livelihood opportunities in the barangays in the municipality. Through the funding from the Department of Agriculture (DA) in collaboration with the Philippine Rural Development (PRDP) and supported by the World Bank, this project will ensure accessibility of goods and products from local farms to the market.

The groundbreaking ceremony was attended by the officials from the DA ROVIII together with the officials from the Municipality of Hilongos led by Mayor Manual Villahermosa.

Mayor Villahermosa expressed his gratitude to everyone who have made the project possible. This project is initially initiated by his brother, the current Vice Mayor of Hilongos, Leyte. He extended his thanks to DA-PRDP officials and the LGU employees who worked on the necessary documentation of the approval of the said proposal.

The 7.6 kilometers farm-to-market road, including a 3.1-kilometer road opening and concreting—has a total budget of P157 million. In March 2026, the project is expected to be completed and will significantly contribute to economic growth and infrastructure for the upland barangays in the municipality.

This initiative marks the third PRDP-funded project in Hilongos, reinforcing the municipality's commitment to rural development and agricultural advancement.
