The Local Government Unit (LGU) of Hindang, Leyte successfully distributed the financial assistance to the 23 beneficiaries of the LGU Hindang Scholarship Program 2025 during a payout conducted today, September 29, 2025, at the Hindang Municipal Hall.

This year, beneficiaries are consist of college, senior, and junior high school students from the barangays across the municipality, easing their academic burdens and highlighting the LGUs' commitment to education.

The event was made possible through the leadership of Municipal Mayor Hon. Elpidio B. Cabal in close partnership with the Municipal Social Welfare and Development Office (MSWDO), headed by Ms. Renna Agudera and her entire team.

Mayor Cabal extended his message of inspiration to the beneficiaries, emphasizing the importance of education despite the financial status each beneficiary faced.

OPONG CONTINUES TO INTENSIFY WHILE MOVING WEST NORTHWESTWARD OVER THE PHILIPPINE SEA.

Severe Tropical Storm OPONG is currently located 440 km east of Guiuan, Eastern Samar, with maximum sustained winds of 110 km/h near the center and gusts reaching up to 135 km/h.

The storm is moving west northwestward at 20 km/h, and its strong winds extend up to 450 km from the center. 𝐓𝐫𝐨𝐩𝐢𝐜𝐚𝐥 𝐂𝐲𝐜𝐥𝐨𝐧𝐞 𝐖𝐢𝐧𝐝 𝐒𝐢𝐠𝐧𝐚𝐥 𝐍𝐨. 𝟐 is in effect for areas like Catanduanes, Albay, Sorsogon, and parts of Samar and Northern Samar, where gale-force winds of 62 to 88 km/h could cause minor to moderate impacts on life and property. 𝐒𝐢𝐠𝐧𝐚𝐥 𝐍𝐨. 𝟏, 𝐢𝐧𝐝𝐢𝐜𝐚𝐭𝐢𝐧𝐠 𝐬𝐭𝐫𝐨𝐧𝐠 𝐰𝐢𝐧𝐝𝐬 𝐨𝐟 𝟑𝟗 𝐭𝐨 𝟔𝟏 𝐤𝐦/𝐡, is in effect for a broader area, including Metro Manila, parts of Luzon, Visayas, and Mindanao, with minimal to minor impacts expected.

Additional hazards include heavy rainfall, as indicated in Weather Advisory No. 23, and severe winds from the enhanced Southwest Monsoon affecting various regions through Saturday. Gale warnings are expected to be issued due to rough seas, particularly in the northern and eastern seaboards, with waves reaching up to 6.0 meters in some areas. There is also a moderate to high risk of life-threatening storm surges, with peak heights of 1.0 to 3.0 meters, impacting low-lying or exposed coastal areas.

OPONG is forecast to make landfall over the Bicol Region tomorrow (26 September) afternoon or evening, then cross Southern Luzon. The storm is expected to weaken as it moves across the archipelago but may re-intensify once it enters the West Philippine Sea.

The public, especially those in vulnerable areas, is advised to take necessary precautions and monitor local advisories. The next update will be issued at 8:00 AM.

As Vice Chairperson of the House Committee on Appropriations, Leyte’s Fifth District Representative, Congressman Carl Nicolas C. Cari, asked the Department of Public Works and Highways (DPWH) to carefully examine the detailed process for implementing infrastructure projects —from proposal, implementation, inspection, and completion, during the budget briefing of the agency at the House of Representatives.

Congressman Cari raised questions about the delays of completing other important infrastructure projects, such as the Baybay City Sports Complex and the new Mahaplag-Hilongos Highway, which have both faced delays due to funding issues and project phasing that could affect their completion.

He urged the agency to ensure that the projects are completed promptly, without any other proposals being submitted for another phase until their completion. Most importantly, he also questioned the DPWH about the ghost projects and substandard work that had been certified as completed, urging them to implement protocols and systems to prevent such issues from occurring in the future.

Additionally, Congressman Cari sought updates on unfinished infrastructure projects at Southern Leyte State University (SLSU) and Biliran Island Province State University (BiPSU), with the agency committing to investigate these issues. He also requested the agency to fund the maintenance and repair of national highways and bridges along the Maharlika Highway to ensure public safety.

𝗕𝗮𝘆𝗯𝗮𝘆 𝗖𝗶𝘁𝘆 𝗛𝗶𝗴𝗵 𝗦𝗰𝗵𝗼𝗼𝗹 𝗳𝗼𝗿 𝗦𝗽𝗼𝗿𝘁𝘀 𝗶𝘀 𝗻𝗼𝘄 𝗮 𝗹𝗮𝘄

Originally filed in 2019 during the 18th Congress by Congressman Carl Nicolas C. Cari, the Baybay City High School Act has finally been signed into law by President Bongbong Marcos Jr. on September 15, 2025. Also known as Republic Act No. 12297, the law is dedicated to nurturing young Baybayanons athletes, providing them opportunities to excel in sports.

As an advent advocate for sports, Cong. Cari ensures that his bill provides a holistic education that balances both the student’s training and academic performance and ensures that the students will receive specialized coaching and a strong academic curriculum.

First in the Fifth District of Leyte, RA No. 12297 also provides young aspiring athletes from the neighboring towns to have access to quality training and education without needing to leave the region, pursuing their dreams closer to home.

Further, the establishment of this law is expected to boost the sports scene in the City of Baybay, as well as support local talents and young athletes that will bring pride to the city in the future.

The strengthen the agricultural sectors and empower its farmers, the City of Baybay is taking a significant step forward with the opening and blessing of the newly established Baybayani store building. This facility is dedicated to providing vegetable growers and farmers, in general, a place where they can display and sell their harvest to Baybayanons at affordable price.

This milestone ensures that farmers who are part of the Baybayani Agriventures have a venue to sell their products, reducing their burdens in looking for a market place that is ideal for selling their goods. This initiative also contributes in the strengthening of Baybay’s local agriculture and economic development.

Through the leadership of City Mayor Hon. Jose Carlos L. Cari, this new store reflects the city’s commitment to strengthening the agricultural sector and shows deep appreciation to the role of farmers in the city.

This development also ensures that the farmer’s produce can reach wider markets and achieve higher standards of quality.

The blessing ceremony was attended by Mayor Cari, members of the Sangguniang Panlungsod, LGU employees, and farmers.

𝗗𝗼𝗼𝘀 𝗗𝗲𝗹 𝗡𝗼𝗿𝘁𝗲 𝗶𝗻 𝗛𝗶𝗻𝗱𝗮𝗻𝗴 𝘁𝗼 𝗲𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵 𝗮 𝗻𝗲𝘄 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗵𝗶𝗴𝗵 𝘀𝗰𝗵𝗼𝗼𝗹

It is a another important milestone for the Municipality of Hindang, Leyte as the bill which seeks to establish a new national high school was approved into law. House Bill No. 11038, “An Act Establishing a National High School in Barangay Doos Del Norte, Municipality of Hindang, Province of Leyte, to be known as the Doos Del Norte National High School and Appropriating Funds Therefor,” was approved by President Ferdinand R. Marcos Jr. on September 5, 2025 by virtue of the Republic Act No. 11256.

The establishment of Doos Del Norte National High School helps to encourage youth to continue their education through the provision of accessible and supportive learning environment. This creation will also help the financial burdens of their family as transportation cost will be reduced since the students do not need to travel long distances, contributing also to the student’s safety.

This legislation is principally authored by the Representative of the Fifth District of Leyte Congressman Carl Nicolas C. Cari at the House of Representatives. It has garnered strong support from both the Lower House and the Senate and gained approval on November 27, 2024, and June 9, 2025, respectively.

RA No. 11256 is a testament to the country’s commitment in providing quality and inclusive education. With establishing a school not far from home, it ensures that every Filipino student has the opportunity to study and achieved their goals in life.

Through the leadership of Mayor Manuel “Linlin” R. Villahermosa, LGU Hilongos successfully conducted the annual Alay Lakad and Arbor Day 2025 held on September 13, 2025, at Barangay San Isidro, Hilongos, Leyte. The event was made even more successful with the full support of the Sangguniang Bayan led by Municipal Vice Mayor Albert R. Villahermosa.

Aimed to create an opportunity for community building and to preserve and save the environment, the activity gathered government employees, officials, and Hilosngons to join in its tree planting, and other environmental-friendly activities. Every step taken and every tree planted symbolized a legacy of hope and responsibility for future generations.

The Alay Lakad and Arbor Day 2025 highlighted the LGU’s commitment to long-term sustainability and civic engagement, protecting the municipality’s environment.

Along with Mayor Villahermosa were his beloved wife, the entire Sangguniang Bayan Members, Municipal Administrator Atty. Lemuel Jan M. Nerves. Various government agencies at the national, provincial, and local levels participated, along with private institutions and Civil Society Organizations (CSOs), showcasing strong multi-sectoral collaboration.

The day was filled with bright smiles and eager hearts as Mayor Jose Carlos L. Cari, together with the City Social Welfare and Development Office (CSWD) and other LGU officials, distributed school bags and supplies to day care pupils in the City of Baybay.

In line with Baybay’s commitment to accessible education for all, the initiative aimed to provide financial support to young learners and their families as they begin their academic journey.

The event was made even more successful by the presence of dedicated volunteers and local officials who extended their support for the cause, helping ensure a joyful and well-organized distribution.

Among the school supplies given were school bags, pencils, ballpens, notebooks, and other essentials, bringing visible joy to the children's faces and excitement for the school year ahead.

Mayor Cari expressed his heartfelt gratitude to everyone who contributed to the success of the program, emphasizing that education should be one of the city's top priorities to uplift every learner and build a better future for Baybay.

The Local Government Unit of Hilongos turned over the salaries of the Special Program for Employment of Students (SPES) recipients as the LGU counterpart amounting to ₱6,642.00.

Under the leadership of Mayor Manuel “Linlin” R. Villahermosa, in partnership with the Department of Labor and Employment (DOLE), the program was made possible through its shared financial responsibility for the wages of the student-workers.

The SPES is a program of DOLE which aims to help indigent but deserving students, out-of-school youth, and dependents of displaced or would-be displaced workers by providing them with short-term employment during summer or vacation periods.

Through this program, the recipients were able to earn an income for their studies and prepares them for their future employment.

In Hilongos, the student-workers were stationed and deployed in various offices of the municipal government to provide clerical, technical, and office support. These experiences exposed them to the real world of work and gave them glimpse of the responsibilities in the professional settings.

To expand the city’s power capacity, the City of Baybay officially commenced the construction of the 20 MVA Candadam Substation on September 4, 2025, at Brgy. Candadam, Baybay City.

This big leap on major infrastructure projects ensures that every household, business, and future investments in the city will benefit a stable and reliable electricity supply.

The groundbreaking ceremony was attended by the city’s local officials led by Mayor Jose Carlos L. Cari, Members of the Sangguniang Panlungsod, and the representatives from the LEYECO IV; Acting General Manager Brenda Flores-Ampolitod, Board President Atty. Joseph Carnel M. Bandalan, and the rest of the Board of Directors of LEYECO IV.

The new substation is a testament to the city’s infrastructure investment to prepare Baybay’s readiness to meet its demands as a growing city. With this undertaking, Baybayanons can access better efficiency in electricity distribution with fewer interruptions and stronger support for economic growth.
