On March 28, 2026, just before Holy Week, the Colleges of Arts, Sciences, and Education (CASE) and Criminal Justice Education (CCJE) teamed up for a simultaneous outreach program in Vista Alegre, Bayombong, Nueva Vizcaya aimed at promoting public safety and reading literacy. Supported by Sir Mark Jayson Laciste, OIC-Director of PLTCI–CCEOP, and guided by each college's CCEOP coordinators, the initiative targeted barangay officials and local youth.

In partnership with PNP Bayombong, the program, titled β€œHands-on Skills for Public Safety & Service Training,” focused on equipping barangay officials with essential law enforcement skills. PSSg Romy N. Collado, Jr. discussed the responsibilities of first responders in basic investigations. He also explained the legalities of arresting techniques and demonstrated proper handcuffing procedures to ensure the safety of both officers and subjects.

Meanwhile, CASE-CCEOP conducted its β€œEmpower Struggling Readers” program for children aged 9 to 12 at the barangay hall. The activity began with an interactive storytelling, during which CASE officers employed narrative techniques to transform passive listening into an engaging and participatory experience. Children predicted plot twists, acted out characters, and responded to open-ended questions to sharpen their reading comprehension and critical thinking skills.

The program then moved into one-on-one reading sessions, pairing each child with a CASE-CCEOP officer to identify phonetic or fluency gaps. Officers guided the children through the critical shift from β€œlearning to read” to β€œreading to learn,” a transition essential for independent learning, progression to higher grade levels, and long-term academic development.

This joint initiative underscores PLTCI’s dedication to community empowerment and youth development and aligns with the United Nations Sustainable Development Goals (SDGs), specifically SDG 3 (Good Health and Well-Being), SDG 4 (Quality Education), SDG 11 (Sustainable Cities and Communities), and SDG 16 (Peace, Justice, and Strong Institutions).
