General rules for pillion riding

One passenger only: A motorcycle can only carry one passenger besides the driver.
Secure seating: The passenger must be able to hold on to the driver and have their feet on the footrests.
Headgear: Both the rider and the passenger must wear standard, DTI or BPS-certified helmets.
Passenger conditions: The passenger must have their feet on the footrests, sit behind the rider, and face forward.
Cargo: No cargo is allowed other than what is specifically designed and approved for the motorcycle.

Specific restrictions on children

Forbidden in certain areas: It is illegal to drive with a child on board on public roads with heavy traffic, high-density fast-moving vehicles, or a speed limit over \(60\) kph.
Medical exceptions: The restriction does not apply if the child needs immediate medical attention.
Safety concerns: The law is intended to increase safety for children, as they are at a higher risk of being involved in motorcycle accidents.

Penalties for violations

Fines: Violators can be fined PHP \(3,000\) for a first offense, PHP \(5,000\) for a second offense, and PHP \(10,000\) for a third offense, which also includes a one-month license suspension.
License revocation: After the third offense, the driver's license will be permanently revoked.
