Senator Francis “Chiz” Escudero practically admitted “some guilt” when he singled out Leyte Rep. and former Speaker Ferdinand Martin Romualdez as the key figure in the multibillion-peso flood control sc*ndal, according to economist Solita “Winnie” Monsod.
In a recent interview on Bilyonaryo News Channel’s *On Point*, Monsod said Escudero’s accusation—claiming Romualdez crafted a “script” to deflect public anger from House members to senators—was a tactic to shift blame and suggest someone else was “guiltier.”
“All of them initially plead not guilty, pero si Escudero, he changed the narrative. He didn’t clear his own name but pointed fingers, implying he might have some guilt,” Monsod explained.
She stressed that it’s clear to most Filipinos that senators and congressmen who inserted questionable funds bear the heaviest guilt, especially those who bypassed proper processes.
When asked if Escudero made a “valid point” in naming Romualdez as the main culprit, Monsod said, “Hindi. This is the Senate Blue Ribbon Committee; senators should first examine their own chamber before blaming others.”
She emphasized the House of Representatives must also investigate its own members, but the Senate can step in if the House fails.
“Before you point out the mote in your neighbor’s eye, better check your own,” Monsod concluded, noting that while the House inquiry is done, the Senate committee can still pursue investigations on lower chamber members.
