💡 Ano ang “Insertion” sa Budget? | Paliwanag sa Simpleng Pananaw

Sa usaping pambansang budget, ang "insertion" ay tumutukoy sa dagdag na pondo na biglaang isinisingit sa panukalang badyet — hindi ito bahagi ng orihinal na plano o presentasyon.

Halimbawa:

Parang budget sa bahay. May nakalaan ka nang pera para sa pagkain, kuryente, tubig, at iba pa.
Pero bigla, may nagdagdag ng malaking halaga para sa bagay na hindi napag-usapan — tulad ng bagong appliance o renovation.
Natural lang na magtaka ka, ‘di ba?

🧾 Sa Konteksto ng Gobyerno:

Kung may malaking halaga na isinama sa ahensya, tulad ng pondo para sa bagong kagamitan o operational needs, at hindi ito malinaw kung kailan o bakit isinama, maituturing itong insertion.

Sa isang Facebook post, ibinahagi ni dating Comelec Commissioner Rowena Guanzon ang kanyang pananaw tungkol sa mga nangyayari sa Department of Public Works and Highways (DPWH). Ayon sa kanya, si Sec. Vince Dizon ay naglilinis sa DPWH dahil pina-resign niya halos lahat ng opisyal, kabilang na ang mga bata nitong contractors at mga kaalyado nito.

Ngunit, sinabi rin ni Guanzon na masakit ito at may pangamba na baka hindi suportahan ni Pangulong Bongbong Marcos (BBM) hanggang dulo si Dizon. Posibleng ma-torre lang ito, ibig sabihin, ilang buwan pa lang at baka bigla na lamang aalisin si Dizon dahil sa mga isyung dulot ng mga nasagasaan sa operasyon.

Sa panahon ng malalaking reporma, mahalagang tindigan ng liderato ang mga opisyal na nagsusulong ng pagbabago upang matiyak ang tunay na paglilinis sa gobyerno.

SAN SIMON, Pampanga - Matatandaang naaresto si Mayor Punsalan noong Agosto 5 sa isang entrapment operation sa Clark Freeport, Mabalacat City, matapos umano itong maaktuhan sa pagtanggap ng “bribed money” mula sa ReelSteel Corporation. Dahil dito, pansamantala siyang ikinulong sa National Bureau of Investigation (NBI) Detention Facility.

Nakabalik na si San Simon Mayor Abundio “Jun” Punsalan matapos ang paborableng desisyon ng Muntinlupa City Regional Trial Court (RTC) Branch 206 kaugnay ng kanyang Petition for Writ of Habeas Corpus.

Sa kabila ng kontrobersiya, nagpasalamat ang alkalde sa mga patuloy na nagpapakita ng suporta sa kanya. “Lubos po akong nagpapasalamat sa inyong tiwala at pagmamalasakit,” ani Punsalan, matapos siyang salubungin ng kanyang mga tagasuporta sa kanyang pagbabalik.

Nahuli si Alcantara matapos pumirma sa isang certificate of completion para sa ghost project — proyekto na wala naman talagang nangyari o ginawa!

😳 Sa pagdinig sa Kongreso, sinabi niyang kaya niya ito napirmahan ay dahil sa sangkatutak na paperwork sa kanyang mesa.

Kasama rin sa iimbestigasyon sina Brice Fernandez at Jaypee Mendoza, na posibleng matanggal din.

PCAB Executive Director Atty. Herbert Matienzo Steps Down
Manila, Philippines – September 4, 2025 — The Philippine Contractors Accreditation Board (PCAB) today confirmed the resignation of its Executive Director, Atty. Herbert Matienzo, effective September 3, 2025.

Department of Trade and Industry (DTI) Secretary Ma. Cristina Roque announced the development, citing that Atty. Matienzo has stepped down from his position due to personal reasons.

Atty. Matienzo served as the head of PCAB during a pivotal time for the construction sector, playing a key role in regulatory oversight and contractor accreditation nationwide.

Details on his successor and the leadership transition have yet to be announced.

The decision, which came shortly after revocation of 9 licenses of Discaya’s firm and a testimony at a Senate Blue Ribbon Committee hearing, cited collusive bidding practices involving multiple companies under her control. The firms were found to have participated in what authorities described as coordinated efforts to manipulate public bidding processes for government infrastructure projects.

MALACAÑANG, MANILA — Pormal nang nanumpa bilang Executive Vice President ng League of Provinces of the Philippines (LPP) si Pampanga Governor Lilia “Nanay” Pineda ngayong Setyembre 3, 2025, sa isang makasaysayang seremonya na ginanap sa Kalayaan Hall, Malacañang Palace.

Pinangunahan mismo ni Pangulong Ferdinand R. Marcos Jr. ang panunumpa ng mga bagong halal na opisyal ng LPP. Sa kanyang mensahe, hinimok ng Pangulo ang mga lider ng lalawigan na gampanan ang kanilang tungkulin nang buong katapatan, tiyaking maayos ang pagpapatupad ng mga proyekto, at maging mapagmatyag laban sa anumang uri ng iregularidad.

Ipinahayag din ni PBBM ang kanyang pasasalamat sa patuloy na suporta ng 82 provincial governments sa mga pangunahing programa ng pamahalaan gaya ng digitalization, modernisasyon sa agrikultura, at mas mabilis na disaster response. Kabilang din sa kanyang direktiba ang mahigpit na pagpapatupad ng Zero Balance Billing sa lahat ng DOH health facilities sa bansa.

Direksyon ng LPP sa Ilalim ng Bagong Pamunuan

Sa susunod na tatlong taon, isinusulong ng LPP ang mga sumusunod na pangunahing adbokasiya:

✅ Mas aktibong partisipasyon ng mga LGU sa national infrastructure projects
✅ Komprehensibong solusyon sa solid waste management at pagbaha
✅ Mas malaking pondo para sa disaster preparedness at climate resilience
✅ Pag-amyenda sa Local Government Code of 1991 para sa mas malawak na fiscal autonomy ng LGUs
✅ Pinalawak at pinahusay na pagpapatupad ng Universal Health Care (UHC) Act at mga serbisyong panlipunan

One of the top 15 contractors allegedly involved in anomalous flood control projects in the country is no longer in the Philippines, Senator Rodante Marcoleta confirmed on Wednesday.

Speaking in an ambush interview, Marcoleta — who chairs the Senate blue ribbon committee probing alleged corruption in flood control initiatives — disclosed that the contractor is “already out of the country.” However, he clarified that there is no confirmation yet on whether the individual left before or after being implicated in the ongoing investigation.

“I did not say that this individual left the country because of this,” Marcoleta stressed. “It may be because they went home. I did not say that they were hiding or that they fled.”

The senator shared that there had initially been information suggesting two contractors had left, but he corrected himself, noting that one had already returned to the Philippines.

When asked whether the individual in question is among the top 15 contractors previously identified by President Ferdinand Marcos Jr., Marcoleta responded, “I think so,” but withheld the contractor’s identity.

Marcoleta added that the contractor has designated a representative to appear before the Senate hearings but expressed uncertainty over whether this representative holds the authority to speak on the company’s behalf. The senator warned that failure to properly comply with the inquiry’s procedures would prompt the issuance of a show-cause order.

“If this is not observed, we will issue a subpoena. If they don’t adhere to the subpoena, we will be forced to issue a warrant,” he said.

Additionally, Marcoleta revealed that several individuals have come forward expressing willingness to testify against certain contractors. However, the committee is still evaluating the credibility and extent of their potential testimonies.

“We must determine what they would say. Would they name someone? Would they confess something? And then we’ll weigh in,” Marcoleta concluded.

🚨 PCAB Revokes Licenses of 9 Sarah Discaya Firms After Senate Testimony 🚨

MANILA, Philippines — In a sweeping move to uphold transparency and accountability in public infrastructure projects, the Philippine Contractors Accreditation Board (PCAB) has officially revoked the licenses of nine construction companies owned or controlled by contractor Sarah Discaya.

The decision came swiftly after Discaya’s sworn testimony at a Senate blue ribbon committee hearing on alleged ghost flood-control projects. Under questioning, Discaya openly admitted to owning and controlling the firms — all of which had bid for government-funded projects.

🛑 The revoked firms are:

-Alpha & Omega Gen. Contractor & Dev’t Corporation
-St. Timothy Construction Corporation

📌 According to PCAB Board Resolution No. 075, approved on September 1, the testimony raised red flags of collusion and bidding manipulation — tactics that “stifle or suppress the outcome of procurement activity,” in direct violation of licensing and procurement laws.

🗣️ “Discaya’s own admission points to a scheme designed to influence public bidding, manipulate results, and corner government projects,” the resolution stated.

PCAB emphasized that continuing to accredit these firms would be “inimical to public interest” and harmful to both industry integrity and government procurement transparency.
