In light of recent discussions regarding the grant of Sangguniang Kabataan Officials Eligibility (SKOE) under Civil Service Commission (CSC) Resolution No. 2500752, I wish to express my full support for this policy and to clarify its legal basis, intent, and significance.
The SK Officials Eligibility is not a mere privilege โ it is a recognition of genuine public service, leadership, and civic responsibility rendered by duly elected and appointed SK officials who have faithfully performed their duties in accordance with Republic Act No. 10742, or the Sangguniang Kabataan Reform Act of 2015, as amended by Republic Act No. 11768.
This measure acknowledges that youth leaders are integral to local governance, community development, and participatory democracy.
The SKOE serves as an acknowledgment by the Civil Service Commission of the vital role that SK officials play in advancing governance and nation-building at the grassroots level. It encourages young leaders to continue serving beyond their term of office by opening opportunities in government that value competence, accountability, and experience.
It must be emphasized, however, that the SKOE is not automatically granted to all who held SK positions. It will be awarded only to officials in good standing who have completed their term of service and have performed their duties responsibly, as certified by the Department of the Interior and Local Government (DILG). Those who have failed to discharge their functions or were subject to disciplinary actions are not qualified to receive the eligibility.
Thus, the SKOE is not a โfree pass,โ but an earned recognition of honest and active public service.
Moreover, it is classified only as First-Level Eligibility, equivalent to subprofessional qualifications. It does not place SK officials on the same footing as licensed professionals or degree holders, but rather acknowledges their valuable government experience as young public servants.
Serving as an SK official is never easy. It involves leadership, budgeting, program implementation, and public accountability. Completing a full term under these conditions demonstrates integrity, discipline, and commitment to the community.
For many, the SK is their first exposure to governance โ their first chance to prove that the youth can lead responsibly and effectively.
The Sangguniang Kabataan Officials Eligibility is therefore not a shortcut, but a symbol of service earned through dedication and integrity. It stands as both a reward and a reminder โ that true leadership begins with service, and that service, when done with sincerity, will always be worthy of recognition.
As public servants, we in the Sangguniang Kabataan remain committed to the principles of transparency, participation, and youth empowerment. We will continue to uphold the trust of our communities and serve as catalysts for change and development.
