The Lord says,

Hope of recovery
The LORD says, 'I will give back to you the food that the locusts destroyed. I sent that great army of locusts to punish you. But I will now give you back as much food as all the different locusts ate during those years. This verse is a promise of restoration and abundance from God to the people of Israel. It refers to a time when locusts had devastated the land, causing famine and hardship.
God, through the prophet Joel, assures them that He will compensate for the years of loss and bring forth a time of plenty.
