SURVEY RESULT for Vice mayoral candidates in Cebu City (North and South District), conducted by Valmont Strathaven Analytics - Sugbo (VSA-SUGBO), with 6,000 total respondents;

No. 1 Joey Daluz - 2,423 [40.4%]
No. 2 Tomas Osmeña - 1,645 [27.4%]
No. 3 Dondon Hontiveros - 1,537 [25.6%]
No. 4 Undecided - 395 [6.6%]

Panaghiusa Village and Atty. Joey Daluz III: A Community-Driven Housing Initiative

Panaghiusa Village is a community-led socialized housing project in Barangay Ocaña, Carcar City, Cebu. Spearheaded by the Kalambuan sa Dakbayan (KD) Foundation and led by Atty. Jose “Joey” Daluz III, the project aims to provide decent and affordable homes for 95 families who are informal settlers. The initiative occupies a 6,000-square-meter lot and is supported by national government agencies such as the Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD).

As a lawyer and political leader, Atty. Joey Daluz III is also the president of Partido Panaghiusa—a local political party originally founded by his mother, Nenita Cortes-Daluz. Through the KD Foundation and his party’s advocacy, Daluz has pushed for sustainable community development, focusing not just on shelter, but on improving the overall quality of life of marginalized residents.

Construction of Panaghiusa Village began in 2022, with phased turnovers of homes expected through 2025. Far behind is Councilor Nestor Archival, who garnered 22%, showing a slight improvement but still failing to close the significant gap. Meanwhile, dismissed former Mayor Mike Rama continues to lose ground, slipping to third place with 19%—a substantial decline that signals waning public trust. Yogi Ruiz remains a minor contender, receiving only 3% voter support.

Dr. Paul Martinez, Global Affairs Analyst and Executive Director of RPMD noted that Mayor Garcia's continued poll rise reflects effective leadership and strong voter satisfaction. "The data shows Garcia on a steady upward trajectory. Archival may have gained modest traction, but it's far from enough to create a competitive race. The bigger story is the steep fall of Mike Rama, who appears to be decisively rejected by voters amid past controversies and his dismissal from office," Dr. Martinez emphasized.

Dr. Martinez added that Cebuano voters are convinced that Mayor Raymond Garcia is the best candidate to lead Cebu City, underscoring the Mayor’s growing trust and performance ratings.

The 'Boses ng Bayan' survey employed random face-to-face interviews with 1,800 respondents, carrying a ±2% margin of error at a 95% confidence level. The survey offers a compelling snapshot of the electorate's sentiment. It highlights a shift toward stable and trusted leadership, with Garcia pulling away as the favored choice to lead Cebu City into the next term.

2. Refers Proposed Legislation to Committees – Assigns proposed ordinances and resolutions to the appropriate committees for study and recommendations.

3. Signs Approved Ordinances and Resolutions – Acts as the final signatory before submission to the mayor for approval.

4. Exercises Succession Powers – Assumes the office of the mayor in case of permanent vacancy or acts as acting mayor when the mayor is temporarily unable to perform duties.
