• Couriers and delivery riders transporting food, medicine, and other essential goods
• Public transport operators with approved franchises and routes from the City Government
• Funeral service providers
• Individuals with medical emergencies or verified hospital appointments
• Lawyers (government and private practitioners) in the performance of their legal duties
• Barangay officials and barangay health workers performing official duties
• Teachers and school personnel reporting for official government-sanctioned activities
• Bank employees and workers in financial institutions ensuring continued public access to essential financial services
• Diplomatic vehicles
• Vehicles and personnel of UN agencies, accredited international organizations, and officially recognized NGOs — whether international, national, or local — engaged in humanitarian or essential government-endorsed operations
