MAGUINDANAO DEL NORTE — His Majesty’s Ambassador to the Philippines, Laure Beaufils, together with Lord Jack McConnell, former First Minister of Scotland and current member of the UK House of Lords, paid a courtesy exit visit to Moro Islamic Liberation Front (M**F) Central Committee Chairman Al Haj Murad Ebrahim on 14 Muharram 1447 AH / 8 July 2025.

The meeting, held at the Em Manor Hotel, Cotabato City, served as a reaffirmation of the United Kingdom’s continued support for the ongoing peace and reconciliation efforts in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Lord McConnell commended the Bangsamoro peace process as a model for peaceful conflict resolution, citing it as an inspiration for other regions facing prolonged disputes, including Algeria and Morocco. He expressed his hopes and prayers for the continued progress and success of peace initiatives in Mindanao.

Ambassador Beaufils, meanwhile, engaged in dialogue on recent developments, particularly the Organization of Islamic Cooperation (OIC) meetings held in Türkiye, where the Bangsamoro process was once again identified as a key priority for international engagement and support.

In response, Chairman Murad emphasized the uniqueness and enduring success of the M**F-Government of the Philippines Peace Process, describing it as one of the most comprehensive and resilient peace agreements in the world. He underscored the region’s significant transformation—from revolutionary struggle to governance, public service, and inclusive development for the Bangsamoro people.

Also present during the engagement were M**F Peace Implementing Panel Chair Mohagher Iqbal and BARMM Advisor Anna Snowgale Rupa, who extended her congratulations to the M**F and the United Bangsamoro Justice Party (UBJP) for their achievements in the recent national and local elections, as well as Second Secretary Nazra Abdi and Programme Officer Johnson Badaw from the UK Embassy.

The visit stands as a testament to the UK Government’s enduring commitment to peacebuilding, reconciliation, and inclusive development in the Bangsamoro region.

Under the leadership of Minister Mohagher M. Iqbal, the Ministry of Basic, Higher and Technical Education (MBHTE) has provided support to over 36,000 Bangsamoro youth through scholarship and skills training programs, facilitating their access to education as a means of escaping poverty.

The Access to Higher and Modern Education Scholarship Program (AHME-SP) has assisted 5,600 college students, each receiving ₱30,000 per semester in financial aid. Guided by the Higher Education Subsector’s objective of “one professional in every family,” this program provides opportunities for youth from remote and underserved areas to acquire degrees and contribute to the economic development of their households.

Concurrently, 30,620 youth have graduated from Technical-Vocational Education and Training (TVET) programs, acquiring practical skills in various fields such as welding, agriculture, bread and pastry production, carpentry, bookkeeping, information technology, among others. These graduates are now actively contributing to the local economy by establishing businesses, securing employment, and providing training to others.

These initiatives align with Minister Iqbal’s vision of inclusive, transparent, and transformative education. Through its investment in human capital, MBHTE is fostering peace and progress within the Bangsamoro region.

With each scholar and graduate, MBHTE continues to construct a future where no Bangsamoro learner is left behind.

Official Statement of Minister Mohagher M. Iqbal, Ministry of Basic, Higher and Technical Education – BARMM anent the Procurement Allegations

The Ministry of Basic, Higher, and Technical Education (MBHTE) strongly denies the allegations recently circulating online regarding purported anomalous transactions within the Ministry.

We categorically deny that the Ministry’s procurement activities, including the acquisition of Learners’ Kits and Teachers’ Kits, were irregular or circumvented existing processes. All our transactions undergo strict internal and external controls, in full compliance with applicable laws, rules, and regulations, including Republic Act No. 9184 or the Government Procurement Reform Act (as amended by R.A. 12009), its Implementing Rules and Regulations, and pertinent issuances from the Commission on Audit (COA).

The MBHTE procurement process is transparent, accountable, and consistently subjected to post-audit by the COA. Claims that a P1.7 billion transaction was carried out in a single day without appropriate review and sign-off are grossly misleading and ignore the layered controls within our financial systems.
Nonetheless, we take seriously the allegation that Learners’ and Teachers’ Kits are allegedly being sold to our teachers. Such acts, if true, are reprehensible and run contrary to the very mission of this Ministry. We are now initiating an internal fact-finding investigation to verify these claims. Rest assured, we will not hesitate to hold any individual accountable, regardless of rank or affiliation, should wrongdoing be established.

Furthermore, there is no truth that any individual, including relatives of officials, has interfered in procurement or program implementation. No person outside of official authority can override decisions that undergo proper procurement and planning.
Finally, the MBHTE remains committed to its mandate of providing quality, inclusive, and accountable education services to the Bangsamoro people. We urge the public and the media to remain discerning and to seek clarification directly from concerned offices before drawing conclusions based on unverified reports.
