𝐎𝐩𝐢𝐬𝐲𝐚𝐥 𝐧𝐚 𝐏𝐚𝐡𝐚𝐲𝐚𝐠 𝐧𝐢 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫 𝐌𝐨𝐡𝐚𝐠𝐡𝐞𝐫 𝐌. 𝐈𝐪𝐛𝐚𝐥 𝐧𝐠 𝐌𝐢𝐧𝐢𝐬𝐭𝐫𝐲 𝐨𝐟 𝐁𝐚𝐬𝐢𝐜, 𝐇𝐢𝐠𝐡𝐞𝐫 𝐚𝐧𝐝 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐮𝐤𝐨𝐥 𝐬𝐚 𝐦𝐠𝐚 𝐩𝐚𝐫𝐚𝐭𝐚𝐧𝐠 𝐧𝐚 𝐦𝐚𝐲 𝐤𝐚𝐮𝐠𝐧𝐚𝐲𝐚𝐧 𝐬𝐚 𝐩𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭
Mariing itinatanggi ng Ministry of Basic, Higher, and Technical Education (MBHTE) ang mga paratang na kumakalat sa online na may kaugnayan sa diumano’y mga iregularidad sa mga transaksyon ng Ministry.
Mariin naming pinabulaanan na ang mga procurement activities ng Ministry, kabilang ang pagbili ng mga Learners’ Kits at Teachers’ Kits, ay isinagawa sa paraang iregular o lumabag sa umiiral na mga proseso. Ang lahat ng aming transaksyon ay dumadaan sa masusing internal at external na pagsusuri, alinsunod sa mga umiiral na batas, patakaran, at regulasyon—kabilang ang Republic Act No. 9184 o ang Government Procurement Reform Act (na inamyendahan ng R.A. 12009), ang mga Implementing Rules and Regulations nito, at mga kaukulang kautusan mula sa Commission on Audit (COA).
Ang proseso ng procurement ng MBHTE ay malinaw, may pananagutan, at palaging sumasailalim sa post-audit ng COA. Ang pahayag na may P1.7 bilyong transaksyon na isinagawa sa loob lamang ng isang araw nang walang tamang pagsusuri at pag-apruba ay lubhang mapanlinlang at hindi isinasaalang-alang ang mga umiiral na hakbang ng kontrol sa aming sistemang pinansyal.
Gayunpaman, sineseryoso namin ang alegasyon na ang mga Learners’ at Teachers’ Kits ay diumano’y ibinebenta sa aming mga g**o. Kung totoo man ito, ito ay lubhang kinasusuklaman at salungat sa layunin ng aming Ministry. Kami ay nagsasagawa ngayon ng isang internal na fact-finding investigation upang beripikahin ang mga alegasyong ito. Makakaasa po kayo na hindi kami magdadalawang-isip na panagutin ang sinumang mapatunayang may pagkakasala, anuman ang kanyang posisyon o koneksyon.
Dagdag pa rito, walang katotohanan ang alegasyon na may sinumang indibidwal, kabilang ang mga kamag-anak ng mga opisyal, na nakialam sa procurement o pagpapatupad ng mga programa. Walang sinumang walang opisyal na awtoridad ang maaaring mangibabaw sa mga desisyong dumaan sa tamang proseso ng procurement at pagpaplano.
Sa huli, nananatiling tapat ang MBHTE sa mandato nitong magbigay ng dekalidad, inklusibo, at may pananagutang serbisyo sa edukasyon para sa Bangsamoro. Hinihikayat namin ang publiko at ang media na maging mapanuri at direktang kumonsulta sa mga kinauukulang tanggapan bago bumuo ng konklusyon batay sa hindi beripikadong ulat.

Official Statement of Minister Mohagher M. Iqbal, Ministry of Basic, Higher and Technical Education – BARMM anent the Procurement Allegations
The Ministry of Basic, Higher, and Technical Education (MBHTE) strongly denies the allegations recently circulating online regarding purported anomalous transactions within the Ministry.
We categorically deny that the Ministry’s procurement activities, including the acquisition of Learners’ Kits and Teachers’ Kits, were irregular or circumvented existing processes. All our transactions undergo strict internal and external controls, in full compliance with applicable laws, rules, and regulations, including Republic Act No. 9184 or the Government Procurement Reform Act (as amended by R.A. 12009), its Implementing Rules and Regulations, and pertinent issuances from the Commission on Audit (COA).
The MBHTE procurement process is transparent, accountable, and consistently subjected to post-audit by the COA. Claims that a P1.7 billion transaction was carried out in a single day without appropriate review and sign-off are grossly misleading and ignore the layered controls within our financial systems.
Nonetheless, we take seriously the allegation that Learners’ and Teachers’ Kits are allegedly being sold to our teachers. Such acts, if true, are reprehensible and run contrary to the very mission of this Ministry. We are now initiating an internal fact-finding investigation to verify these claims. Rest assured, we will not hesitate to hold any individual accountable, regardless of rank or affiliation, should wrongdoing be established.
Furthermore, there is no truth that any individual, including relatives of officials, has interfered in procurement or program implementation. No person outside of official authority can override decisions that undergo proper procurement and planning.
Finally, the MBHTE remains committed to its mandate of providing quality, inclusive, and accountable education services to the Bangsamoro people. We urge the public and the media to remain discerning and to seek clarification directly from concerned offices before drawing conclusions based on unverified reports.
