KBP Camarines Norte - Chapter (February 1, 2025) | Nakatakdang isagawa ngayong araw ng Sabado, Pebrero 1, 2025, ganap na alas 2:00 ng hapon sa Central Plaza Mall - Atrium sa bayan ng Daet, Camarines Norte ang sabayang Candidates Forum para sa mga kumakandidatong Mayor mula sa mga bayan ng Daet, Vinzons, Basud, Mercedes at Talisay.

Ang pangunahing layunin ng aktibidad ay makapaghatid ang Kapisanan ng mga Broadkaster ng Pilipinas (KBP) at Volunteers Against Crime and Corruption (VACC) Camarines Norte ng sapat na kaalaman sa mga botante upang magkaroon ang mga ito ng kakayahan na makatutulong sa kanilang paninindigan na siyang magiging batayan at gabay sa kanilang pagboto sa darating na halalan.

Uumpisahan ang programa sa pamamagitan ng pambungad na pananalita ni Ret Col Ramon P. Dominguez, Vice President ng VACC Camarines Norte, susundan ito ng paghahayag ng layunin ng aktibidad na gagampanan ni Mr. Cesar E. Barcelona Sr, CESO V, LL.B., BSC, President ng KBP Camarines Norte Chapter.

Kasunod nito ang presentation ng mechanics at ground rules ng forum na ihahatid ni Mr. Rene Abrera, Secretary ng VACC Camarines Norte, kasunod nito ang Inspirational Message mula kay Dr. Sarah Marie Pante-Aviado, Provincial Information Officer ng Provincial Government ng Camarines Norte.

Samantalang ipapakilala naman ni Ginoong Rommel Fenix, Vice President ng KBP Camarines Norte ang mga bumubuo ng Panel na kinabibilangan nina Atty. Fatima R. Badaguas, Practicing Lawyer mula sa FRB Law Office, Mr. Romeo Rellermo, Retired Government Employee, Mr. Adonis Salen, Chairperson ng Union of Student Government ng CNSC at Dr. Sarah Sarah Marie Pante-Aviado, Provincial Information Officer ng Pamahalaang Panlalawigan ng Camarines Norte.

Magsisilbi namang moderator sa kabuuan ng aktibidad ay si Pastor Jhun Villaraza, mula sa Provincial Information Office at BOD ng KBP Camarines Norte at kasunod na nito ang pangwakas na pananalita ni Mr. Jorge Dayaon, Station Manager ng Radyo Pilipinas-Camarines Norte at BOD ng KBP Camarines Norte. Gaganap namang master of ceremony sina Mr. Ferdinand Odi at Former PB at Barangay Affairs Officer Irene Castillo - Cambronero.

𝗔𝗡𝗚 𝗠𝗔𝗧𝗔𝗧𝗔𝗚 𝗡𝗔 𝗦𝗔𝗚𝗜𝗦𝗔𝗚: 𝗣𝗔𝗠𝗕𝗔𝗡𝗦𝗔𝗡𝗚 𝗪𝗔𝗧𝗔𝗪𝗔𝗧 𝗦𝗔 𝗛𝗔𝗥𝗔𝗣 𝗡𝗚 𝗣𝗔𝗚𝗦𝗨𝗕𝗢𝗞

Ang ating pambansang watawat ay sumisimbolo ng ating matatag na pagkakaisa sa gitna ng mga hamon. Ipinagmamalaki ito hindi lamang ng mga sundalo sa panahon ng digmaan kundi pati na rin ng mga sibilyan kapag natapos na ang labanan. Sa litratong kuha noong 1945, makikita natin ang isang batang nagluluksa ng maliit na watawat sa harap ng mga labí ng Intendencia sa Intramuros, Maynila. Ayon sa litratista mula sa United States Coast Guard, ginamit ng bata ang watawat upang maakit ang pansin ng mga tao sa kanyang ibinebentang saging.

Kasalukuyan, tuwing tayo'y nagpapalipad ng Pambansang Watawat, binibigyan natin ng kabuhayan ang mga taong gumagawa nito. Ipakita natin ang ating malasakit sa ating mga kababayan – halina't maging at tapat sa bansa!

Kasama sa mga adbokasiyang ito ang pagsasagawa ng 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗙𝗹𝗮𝗴 𝗗𝗮𝘆𝘀 𝗺𝘂𝗹𝗮 𝗠𝗮𝘆𝗼 𝟮𝟴 𝗵𝗮𝗻𝗴𝗴𝗮𝗻𝗴 𝗛𝘂𝗻𝘆𝗼 𝟭𝟮. Ipinapakiusap sa atin na ilagay ang Pambansang Watawat sa ating mga tahanan, paaralan, at tanggapan. Inaanyayahan din tayong makiisa sa sabayang pagtataas ng Watawat sa Alapan, Imus, Cavite; Liwasang Rizal sa Luneta, Maynila; at sa Taal, Batangas sa ika-28 ng Mayo, 8:00 ng umaga. Sa pamamagitan ng mga ganitong pagdiriwang, binabalik natin ang ating mga alaala sa pakikibaka para sa kalayaan at patuloy na pagtuklas ng ating pambansang pagkakakilanlan.

Paglalagay ng mga hashtag:

Ang ating pambansang watawat ay isang lakas na sagisag na sumasalamin sa ating matatag na pagkakaisa at pagiging matatag bilang isang bansa. Ito ay patuloy na naglalakbay kasama natin sa mga pagsubok ng buhay. Sa pagdiriwang ng National Flag Days, ipinapakita natin hindi lamang ang ating pagpapahalaga sa watawat kundi pati na rin ang suporta natin sa mga taong nagtatrabaho upang ito'y maisaayos. Sa pamamagitan ng ating pakikisama at pagiging , hindi lamang natin pinapahalagahan ang ating bansa kundi pati na rin ang kinabukasan ng ating mga kababayan. Ipagmalaki natin ang ating pambansang watawat at patuloy tayong makiisa sa pagtuklas ng ating pambansang pagkakakilanlan.

In an effort to address the prolonged delays in legal proceedings and ensure the proper treatment and protection of Persons Deprived of Liberty (PDL) in the Provincial Jail and Bureau of Jail Management and Penology (BJMP) in Camarines Norte, the Volunteers Against Crime and Corruption (VACC) and the Integrated Bar of the Philippines (IBP) Camarines Norte Chapter have joined forces. Led by Chapter President Norberto Villamin, Col. Ramon Dominguez, and Adviser Cezar Barcelona, the VACC aims to conduct legal interventions to assess the conditions and rights of the PDL, in accordance with The Nelson Mandela Rules.

Legal Intervention for the PDL: The VACC, in collaboration with the IBP Camarines Norte Chapter under the leadership of Honorable Winston Racoma, has sent a request letter to Governor D**g Padilla and BJMP Provincial Administrator JSINSP Efren C. Vargas Jr. The purpose of this letter is to seek permission for the group to visit the Provincial Jail and BJMP facilities. The objective behind this visit is twofold: to provide assistance to the PDL and ensure their rights are upheld, and to identify cases where a speedy trial is necessary for qualified PDL.

Upholding the Rights of PDL: The legal intervention conducted by VACC and IBP Camarines Norte Chapter aims to shed light on the conditions and treatment of PDL within our correctional facilities. By evaluating whether their rights are being respected and ensuring they are treated fairly, the organizations hope to bring about positive change.

The Nelson Mandela Rules: The VACC and IBP Camarines Norte Chapter are guided by The Nelson Mandela Rules, a set of internationally recognized guidelines aimed at safeguarding the rights of persons deprived of liberty. These rules emphasize the importance of treating PDL with dignity, protecting them from abuse, and ensuring access to justice.

Overall, The collaboration between VACC and IBP Camarines Norte Chapter in conducting legal interventions for the PDL in the Provincial Jail and BJMP facilities is a significant step towards upholding their rights and addressing the delays in legal proceedings. By working together, they aim to improve the conditions and treatment of PDL and provide timely assistance to those who qualify for a speedy trial. The commitment of these organizations reflects their dedication to justice and the welfare of individuals deprived of their liberty.

In an April 11, 2024 PMRB Meeting at the Conference Hall of Governor's Office, significant discussions took place regarding the cooperation of miners and the declaration of Minahang Bayan in Camarines Norte. The meeting was attended by various key figures, including MGB Regional Director Guillermo A. Molina Jr. IV, representatives from both small-scale and large-scale miners, PENRO Head Engr. Leopoldo Badiola, and Governor D**g Padilla.

During the meeting, Governor Padilla expressed the importance of the miners' cooperation in tackling the challenges they face collectively. He emphasized the need for mutual support and collaboration, stating, "I am urging the miners to come together and help one another. It is crucial that we seize this opportunity, as our administration, along with Vice Governor Joseph Ascutia, is Pro MINAHANG BAYAN."

Director Molina acknowledged Governor Padilla's dedication and efforts in making the declaration of Minahang Bayan a reality. He expressed gratitude, saying, "We would like to thank Gov. D**g Padilla for moving heaven and earth just to make this happen." His words were a testament to the governor's unwavering commitment to the cause.

The declaration of Minahang Bayan in Camarines Norte holds great significance for the mining industry in the region. It signifies a collaborative effort between the government and the miners to ensure responsible and sustainable mining practices.

The PMRB meeting served as a platform for important dialogue and the exchange of ideas. It highlighted the importance of unity and cooperation among all stakeholders involved in the mining sector. Through their collective efforts, a brighter and more sustainable future for mining in Camarines Norte can be achieved.

Noong ika-6 ng Abril 2024, isang makabuluhang kaganapan ang naganap sa Little Theater, Agro Sports Center, Provincial Capitol Building sa Daet, Camarines Norte. Ito ay ang pagbubukas ng libreng pagsasanay para sa Criminologist Licensure Examination, isang pagkakataon na inaabangan ng maraming nagnanais maging criminologist. Sa mahalagang araw na ito, si PCOL JOSELITO E VILLAROSA JR, ang Provincial Director ng CNPPO, ay nagbigay ng isang nakapagpapahikayat na mensahe sa mga kalahok.

Sa kanyang talumpati, binigyang-diin ni PCOL VILLAROSA ang kahalagahan ng dedikasyon at pagpupursigi sa pag-abot ng mga pangarap. Sa pamamagitan ng kanyang mga salitang puno ng karunungan at paghihikayat, nagawa niyang maglatag ng positibong atmospera para sa buong kaganapan. Hinikayat niya ang mga aspiranteng criminologist na maglaan ng sapat na oras at pagsisikap sa kanilang pag-aaral upang magtagumpay sa kanilang mga hinaharap na gawain.

Ang presensya at mga salita ni PCOL VILLAROSA ay hindi maikakailang nagdulot ng malaking impluwensya sa lahat ng mga dumalo. Sa pamamagitan ng kanyang inspirasyonal na mensahe, malamang na marami sa mga kalahok ang naramdaman ang dagdag na motibasyon upang pag-ibayuhin ang kanilang paghahanda para sa nalalapit na licensure examination. Ang kanyang payo at gabay ay tiyak na magiging mahalagang bahagi ng kanilang paglalakbay patungo sa pagiging ganap na criminologist.

Ang libreng pagsasanay na ito na pinamahalaan ng Provincial Youth and Development Affairs Office ay isang mahalagang inisyatibo ng Pamahalaang Panlalawigan ng Camarines Norte sa pamumuno ni Governor Ricarte “D**g” Padilla at Vice-Governor Jaoseph Ascutia upang suportahan ang mga nagnanais magtagumpay sa larangan ng criminology, at ang pagkakaroon ng mga lider tulad ni PCOL VILLAROSA na handang magbigay inspirasyon at suporta ay isang malaking tulong para sa kanilang paglago at tagumpay.

Noong ika-4 ng Abril 2024, isang mahalagang pagbisita ang isinagawa ni D**g Padilla sa tanggapan ni Regional Director Guillermo A. Molina Jr. ng Mines and Geosciences Bureau sa Rehiyon V, partikular sa Legazpi. Layunin ng pagbisitang ito na talakayin ang mga usapin at pangangailangan ng mga kababayang minero sa rehiyon, partikular na ang kanilang kaligtasan sa paghahanapbuhay.

Sa pulong na ito, binigyang diin ni D**g Padilla ang kahalagahan ng pagbibigay suporta sa mga minero, hindi lamang sa aspeto ng kaligtasan kundi pati na rin sa iba pang pangangailangan na makakatulong sa kanilang mas maayos at ligtas na pagtatrabaho. Kasama niya sa pagbisitang ito si Vice Governor Engr. Joseph Villaverde Ascutia, na kapwa nagpahayag ng kanilang pangako sa pagbibigay ng suporta hindi lamang sa mga minero kundi sa lahat ng naghahanapbuhay sa probinsiya.

Ang kanilang pagsisikap ay nagpapakita ng kanilang malasakit at dedikasyon sa pagpapabuti ng kalagayan ng mga manggagawang Pilipino sa kanilang rehiyon. Ang pagkakaroon ng ganitong uri ng suporta ay mahalaga hindi lamang para sa kaligtasan ng mga minero kundi pati na rin sa pagpapalakas ng ekonomiya at pagtitiyak ng sustainable na pag-unlad sa probinsiya.

Sa kanilang patuloy na pagtutulungan at pag-aalay ng serbisyo, umaasa si D**g Padilla at Vice Governor Ascutia na mas marami pang positibong pagbabago ang maisasakatuparan para sa kapakinabangan ng kanilang mga kababayan.

Sa patuloy na pag-unlad ng sektor ng kalusugan sa Camarines Norte, isang makabuluhang hakbang ang ginawa sa Camarines Norte sa pamamagitan ng pagtatayo ng isang bagong building sa Camarines Norte Provincial Hospital, isang proyektong inisyatibo na pinangunahan ni Governor Ricarte “D**g” Padilla at Vice-Governor Joseph Ascutia, ay nakatanggap ng malaking suporta mula sa iba't ibang sektor, kabilang ang mga kilalang Senador ng bansa.

Ang proyektong ito ay naglalayong magbigay ng mas maayos at komprehensibong serbisyong medikal sa mga mamamayan ng Camarines Norte. Sa pamamagitan ng pagkakaloob ng pondo mula sa iba't ibang mga pinagkukunan, ang ospital ay inaasahang maging isang pangunahing pasilidad na mag-aalok ng de-kalidad na pangangalaga sa kalusugan. Si Senador Robinhood Padilla ang nanguna sa pagbibigay ng pinakamalaking ambag na nagkakahalaga ng P225 milyon. Sinundan ito ng Department of Health na nagbigay ng P40 milyon, at ni Senador Mark Villar na nag-ambag ng P10 milyon para sa konstruksyon ng limang palapag na gusali ng ospital.

Ang bawat palapag ng gusali ay dinisenyo upang magbigay ng iba't ibang mahahalagang serbisyo. Ang unang palapag ay itinalaga para sa Emergency Room, Central Pharmacy, Imaging Center, at mga opisina para sa administrasyon. Samantala, ang ikalawang palapag ay maglalaman ng Dialysis Center at isang Intensive Care Unit (ICU) na mayroong sampung cubicles para sa mga pasyenteng nangangailangan ng masusing pangangalaga. Ang ikatlo at ika-apat na palapag ay nakalaan bilang Medical Ward, kung saan maaaring ma-accommodate ang karagdagang mga pasyente.

Ang pagkakaroon ng ganitong uri ng pasilidad ay isang malaking hakbang patungo sa pagpapabuti ng kalidad ng pagpapagamot sa probinsya. Ito ay sumasalamin sa hangarin ng pamahalaan at ng mga pribadong sektor na magbigay ng mas mahusay na serbisyong medikal sa mga mamamayan. Sa isinagawang pagpupulong, ang proyekto ay buong-pusong sinuportahan ng mga kinatawan mula sa Department of Public Works and Highways (DPWH), Department of Health (DOH), at mula sa Camarines Norte Provincial Hospital (CNPH) mismo.

Ang Camarines Norte Provincial Hospital ay hindi lamang isang simbolo ng pag-unlad sa larangan ng kalusugan kundi isang patunay din ng pagkakaisa at malasakit ng iba't ibang sektor ng lipunan para sa kapakanan ng bawat Pilipino.

The Barangay Newly Elected Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays Program is a term-based capacity development initiative designed to enhance the capabilities of barangay officials. Recognizing the crucial role of barangays in delivering basic services and acting as the link between the national government and the people, this program aims to provide capacity development interventions to empower barangays and their officials in performing their mandated tasks and responsibilities.

The Importance of Capacity Development for Barangay Officials:Barangays play a vital role in local governance, and their officials face immense expectations in delivering services to their constituents. However, many barangay officials have limited capacity in fulfilling their duties effectively. The BNEO-GREAT Program addresses this gap by providing capacity development interventions to equip newly elected officials with the necessary skills and knowledge to govern their barangays efficiently.

The Five Components of the BNEO-GREAT Program:

Component 1: Ensuring Smooth Transition - This component focuses on promoting transparency and accountability by facilitating a smooth turnover of leadership, documents, properties, and accountabilities from outgoing to incoming barangay officials.

Component 2: Jumpstarting Local Governance - Divided into two parts, this component aims to help newly elected officials get a head start in barangay governance. The first part, "Laying the Foundation," focuses on establishing a strong governance framework, while the second part, "Planning for Development," emphasizes the importance of strategic planning for community development.

Component 3: Sharpening the Saw - This component provides specialized capacity development interventions to address specific needs of barangay officials. It offers courses and training programs to enhance their skills and knowledge in areas relevant to their roles and responsibilities.

Component 4: Looking Forward to Better Governance - This component explores ways in which barangay officials can improve governance within their communities. It consists of two parts: "Citizenship Building," which emphasizes the importance of citizen participation and engagement, and "Performance Management," which focuses on effective performance monitoring and evaluation.

Component 5: Enhancing Barangay Performance - This component recognizes exemplary performance by barangays, serving as both motivation for good performance and a source of best practices for other barangays to learn from and replicate.

Collaborative Implementation:The BNEO-GREAT Program is jointly implemented by the Local Government Academy (LGA) and other offices of the Department of the Interior and Local Government (DILG). While various offices contribute to the program's implementation, LGA interventions primarily focus on components 2, 3, and 4, providing targeted capacity development initiatives for barangay officials.

Generally, The BNEO-GREAT Program plays a crucial role in empowering barangay officials and promoting accountable governance at the grassroots level. By providing capacity development interventions and focusing on good governance principles such as transparency, accountability, integrity, and participatory governance, the program equips barangay officials with the necessary skills and knowledge to effectively fulfill their roles. Through this program, barangays can strive towards better performance and contribute to the overall development of their communities.

March 10, 2024 | The BFP R5 Daet Central Fire Station, under the leadership of Acting Municipal Fire Marshal Insp. Socorro S. Tabaniag, recently organized a successful clean-up drive in Purok 5, Barangay San Isidro, Daet, Camarines Norte. This initiative, specifically focused on cleaning the Mabulao River, aimed to improve water quality, protect the local ecosystem, and foster a sense of community responsibility in preserving and protecting natural resources.

Clean-up drives play a crucial role in maintaining the cleanliness and sustainability of our environment. They help remove waste and pollutants that can harm ecosystems and compromise water quality. By actively participating in such initiatives, the BFP R5 Daet Central Fire Station demonstrates its commitment to creating a cleaner, healthier, and more sustainable environment for everyone.

The primary objective of the clean-up drive was to remove waste and pollutants from the Mabulao River. By doing so, the water quality is enhanced, ensuring a healthier ecosystem for aquatic life and promoting a safe environment for the community.

The Camarines Norte Communicators Network, an Inter-Agency Organization led by President Rommel Pajarin of COMELEC, recently held its highly anticipated 1st Quarter Meeting for the year 2024. The meeting, which took place on February 27 at the BFSM Building on the CNSC Main Campus in Daet, Camarines Norte, proved to be a productive and fruitful gathering.

During the meeting, the organization accomplished several significant milestones. One of the key achievements was the finalization of the plans and programs for the year. By setting clear objectives and strategies, the Camarines Norte Communicators Network aims to enhance communication and collaboration among its members and effectively serve the community.

In addition to the plans and programs, the organization also reviewed and approved its Constitution and By-Laws. This crucial step ensures that the Camarines Norte Communicators Network operates within a well-defined framework, promoting transparency, accountability, and a strong sense of unity among its members.

To foster a good and honest relationship within the organization, the First Quarter Financial Report was presented to all members. This report serves as a vital tool in maintaining financial transparency and accountability, enabling the organization to effectively manage its resources and fulfill its objectives.

The 1st Quarter Meeting was attended by representatives from 30 local and national agencies. These agencies took the opportunity to announce updates from their respective offices, fostering better coordination and collaboration among the different sectors. This exchange of information ensures that the Camarines Norte Communicators Network remains updated on the latest developments and can address the needs of the community more effectively.

Furthermore, an important aspect of the meeting was the election of officers. The newly elected officers are as follows:
