Q: Do we still need to issue a local executive order for the officially proclaimed Eugenio Perez Day?

A: No. You don’t need a local executive order.
Republic Act No. 6721 already declares November 13 of every year a special non-working holiday in Pangasinan to commemorate Speaker Eugenio Perez. That observance is automatic; the LGU may issue a public advisory or internal memo (e.g., skeletal force/essential services) for implementation details, but a new EO isn’t required to “make it a holiday.” 

For context, the power to create new local special days lies with Congress or the President (per the Administrative Code), while LGUs may declare separate local non-working days for their own events--those are different from R.A. 6721 and would typically use a local EO or sanggunian action.
